The <b>Senior Public Works Analyst </b>will serve as a vital connection between the Public Works Deputy City Administrator&rsquo;s Office, Public Works Bureaus, City Council, and community groups. This role will focus on constituent relations, Public Works Bureau, and community relations, communication, and policy analysis. This role will also represent the Deputy City Administrator (DCA) in interactions with Public Works&rsquo; bureau leadership and Council members and staff, support policy analysis and communication efforts, ensuring consistent, informed communication between the DCA&rsquo;s office, Bureaus, and Council.</p><p>
The Public Works Analyst's responsibilities include performing administrative, management, program, policy, and legislative analyses. The City of Portland Bureau of Environmental Services (BES) is seeking candidates for a <i>specialty</i> <b>Senior Public Works Inspector</b> to work in the Materials Testing Lab of the Engineering Services Group. The position is responsible for on-site inspection during construction to ensure structural components comply with contract plans and specifications for public works construction projects. Types of inspection work include structural special inspection for steel, concrete, masonry, wood, anchors, and welding. Typical projects include water or wastewater treatment plants, pump stations, reservoirs, and structures. Work is performed within a project team environment.</p><p>
Candidates must be willing to work at construction sites that include heavy equipment, excavations, noise, and other construction-related site conditions. They should possess sufficient physical mobility, vision, hearing, and speaking abilities related to the construction work requirements. The position works independently on a large number of varied construction projects, under the general direction of a Supervising Engineer. Manage</b> the cost accounting system for tracking, reporting and capitalizing Portland Clean Energy Fund (PCEF) funded projects for the Bureau of Fleet and Facilities (BFF). For example, the position will plan the series of WBS elements that meet project objectives and create them in SAP.</li><li><b>
Develop</b> Fleet rates and interagency agreement estimates for certain Fleet services. For example, the position will develop Fleet&rsquo;s fixed fuel rate and fuel usage estimates for inclusion in the interagency agreement development of the City&rsquo;s budget process.</li><li><b>
Develop</b> elements of Fleet&rsquo;s requested budget and update throughout all phases of the budget. For example, the position will develop Fleet&rsquo;s personnel services budget for use in development of Fleet rates and inclusion in requested budget.</li><li><b>

The Business Operations Division of the Office of Office of the Deputy City Administrator for City Operations provides strategic financial management, project management, communications, and administrative services to bureaus and divisions in two of the City&rsquo;s new service areas: City Operations and City Administrator. We advise Deputy City Administrator&rsquo;s and other bureau and division managers on budget, finance, business decisions, and strategic direction.</p>
The Division develops and implements policy and provides project management oversight. We develop and administer budgets. We provide operational and organizational financial analysis and implementation support of budgets, business decisions, business processes, funding plans, and proposals. We are responsible for communication strategies, change management initiatives, management analysis and community involvement including responses to media and public records requests. <b>Position Summary</b><br>
The City of Portland is seeking to fill an Employee Benefits Analyst (HR Analyst I) position to support the Health &amp; Financial Benefits team within the Bureau of Human Resources. This position performs professional-level work in the administration, analysis, and communication of the City&rsquo;s employee benefit program. The Benefits Analyst will work within a team where a high degree of coordination and flexibility is expected.<br>

<b>As an </b><b>Employee Benefits Analyst</b><b>, you will:</b><ul><li><b>
Educate</b> employees, in-person and virtual, through New Employee Orientation, annual open enrollment presentations, benefit days, how to apply sessions, benefit resource fairs, and other employee education opportunities.</li><li><b>
Provide</b> customer service by responding to inquiries from the benefits main email box, phone line, in-person, and assist employees with resolving benefit related issues.</li><li><b>
Review </b>daily employee/employment census files and determine any impacts to employee benefit eligibility, process changes in the enrollment system, and notify impacted employees.</li><li><b>
Collaborate</b> with Benefits team members and vendor partners to conduct enrollment audits and resolve discrepancies.</li><li><b>
Process</b> life insurance claims, complete life insurance portability forms, and respond to life insurance divorce decree monitoring.</li><li><b>
Support</b> benefits recordkeeping while staying up to date with electronic records management system updates by attending City Auditor meetings and ensuring benefit records meet required retention schedules.</li><li><b>
Process </b>qualifying life events.<b> </b>May also support new hire benefits enrollment by determining eligibility, reviewing and approving enrollment and dependent verification as a backup or when high volume arises.</li><li><b>
