Position Summary:
This position assists the Airport Operations Manager and provides team leadership in airport operations, maintenance, safety, security, training, environmental management, and development at Prescott Regional Airport, a Primary Commercial Service Airport with extensive flight training and regional fire management activity, in accordance with applicable federal, state, and local laws, as well as airport compliance requirements.
Essential Duties:<ul><li>
Ensures stakeholder compliance with Transportation Security Administration Regulatory requirements in 49 CFR Part 1542; acts as Alternate Airport Security Coordinator, Alternate TVP Manager and assists with development/implementation of the Airport Security Plan. Implementation of the Airfield Driver Training Program, implementation of the Access ID Card Control Policy, implementation of the Safety Management System (SMS) and regulatory enforcement (tenants, employee, users).</li><li>
Administers Security, Maintenance and Operations training, including coordination with subject matter experts to update and maintain training materials. Record retention appropriate to meet all Federal, State, and Local requirements.
</li><li>Performs varied clerical, administrative, and customer service work associated with the day-to-day activities of the Security/Access Badging Office, including assisting applicants in all phases of the security/access badging process and training other airport team members on the activities associated with the security/access badging program.</li><li>
Accepts and evaluates identity documents as directed by TSA/Regulatory compliance; properly handles and safeguards Personal Identifiable Information (PII) and Security Sensitive Information (SSI).</li><li>
Enters information into and retrieves information from complex computer filing systems and databases in compliance with TSA regulations.</li><li>
Assigns appropriate security access.
</li><li>Coordinates with Airport Administrative staff regarding reception and processing of various payments .
</li><li>Conducts initial airspace analyses, identifies potential safety issues (on airport and in community), and issues NOTAM's.</li><li>
Assists with FAR Part 139 duties, including readiness for the Annual Inspection and compliance follow-up; planning/executing ASP Tabletop, AEP Table Top or Part 139 AEP Triennial Exercise.
</li><li>Assists with writing, revising, implementing, and enforcing the following documents: Airport Certification Manual (ACM), Airport Emergency Plan (AEP), Airport Security Plan (ASP, Snow and Ice Control Plan (SICP), Wildlife Hazard Management Plan (WHPM), Airfield Signage, Marking and Lighting Plan (SMLP), Safety Management System (SMS), and Storm Water Pollution Prevention Plan (SWPPP).
</li><li>Engages in wildlife tracking/mitigation and environmental monitoring/mitigation (such as SWPPP management and fuel spill clean-up).</li><li>
Responds and records aircraft noise concerns and assists with the administration of the Noise Abatement Program, and attends conferences and trainings as they pertain to compliance with noise requirements.
</li><li>Assists with planning and coordination of all special events at the airport to include airshows, attends conferences and trainings as they pertain to airshow compliance, educational updates, and industry standards.
</li><li>Demonstrates superior customer service, integrity, and commitment to innovation, efficiency, and fiscal responsibility.</li><li>
May perform on-call duties as assigned.</li><li>
Performs other duties as assigned.</li></ul>
Qualifications:
Education and/or Experience:
High school diploma or equivalent required. Bachelor's degree in business administration, aviation business/management, public administration, or related degree is highly preferred; three (3) years of airport management, operations, aviation security, or other relevant airport-related experience; or any equivalent combination of education, experience, and training which provides the knowledge and abilities necessary to perform the essential functions of the position.
Licensing, Certification, and Other Requirements:
Possess and maintain a valid Arizona Driver's License or obtain one within 30 days of hire; pass a security threat assessment and a 10-year security background investigation, pre-employment drug test, and driver's record check. Posses a AAAE- ACE certification in Operations, Security, or Trusted Agent , and obtain TSA PreCheck. Hold a current Airport Security Coordinator (ASC) certificate, (or obtain one within 90 days of hire).

Position Summary:
This position is responsible for the overall planning, organization, coordination, and management of Solid Waste Operations. Key responsibilities include overseeing the collection, transfer, and disposal of solid waste and recyclables for both residential and commercial customers, as well as the ownership and operation of a regional transfer station.
Essential Duties:<ul><li>
Leads and oversees all aspects of the Solid Waste Division, ensuring timely and efficient solid waste
 
services.</li><li>
Manages the Transfer Station; oversees commercial and residential collection routes; utilizes
 
modern management practices and procedures; applies technology to monitor and analyze routes;
 
enforces regulations and the City's solid waste code; and promotes environmentally sound solid waste
 
activities.</li><li>
Plans, coordinates, schedules, and supervises the work of supervisors and monitors and evaluates the
 
work of employees; conducts various personnel actions including hiring, promoting, coaching, and
 
disciplining up to termination.</li><li>
Provides direction to supervisors and employees; manages and directs personnel to promote teamwork
 
and effective communications.</li><li>
Determines level of labor, equipment, and other resources required to efficiently provide services.</li><li>
Recommends and implements new or enhanced programs, work methods, policies, and procedures
 
to improve solid waste services.
</li><li>Works with fleet services to ensure equipment readiness and availability to meet operational needs;
 
develops replacement schedule based on equipment age, use and maintenance costs.</li><li>
Prepares budgets, makes recommendations, and manages expenditures within authorized levels;
 
performs financial and operational analyses as needed to control expenditures; and ensures operations
 
are cost effective. Collaborates with finance staff and consultants for rate and fee studies.</li><li>
Works with City departments, agencies, citizens, industry groups, and others, to resolve service
 
regulatory and enforcement concerns.</li><li>
Prepares and presents reports, memos, presentations, and outreach materials as needed or requested.</li><li>
Manages contracts, leases, and intergovernmental agreements along with amendments relating to
 
solid waste collection, hauling, and disposal.
</li><li>Responds promptly and accurately to requests from the Operations Manager, Public Works Director,
 
City Management, customers and stakeholders.</li><li>
Reviews residential and commercial site plans to ensure accessibility by solid waste collection
 
vehicles.
</li><li>Maintains various computer files and databases; collects and tracks data.
</li><li>Maintains professional organization affiliations including Arizona SWANA membership, attends
 
workshops, professional conferences, and training as needed or required.</li><li>
Complete special projects as assigned.

Minimum Qualifications:
Education and/or Experience:
Bachelor's degree in Management, Business Administration, or a closely related field preferred; five (5) years of experience in planning, organizing, coordinating, and directing the collection and/or transfer of solid waste with at least three (3) years at the supervisory/managerial level along with experience in preparing/monitoring budgets, creating/maintaining statistical reports and trend analysis; and overseeing contract development/management; or any equivalent combination of education, experience, and training which provides the knowledge and abilities necessary to perform the essential functions of the position.
