POLICE CAPTAIN - JOB DESCRIPTION
Job Title: Police Captain
Department: Police Department
Reports To: Chief of Police
FLSA Status: Exempt
Supervisory Responsibility: Yes
Position Summary
Under the general direction of the Chief of Police, the Police Captain serves as the department&rsquo;s
second-in-command and Operations Commander. The Captain plans, organizes, directs, and
evaluates day-to-day departmental operations to ensure effective police service delivery
consistent with law, city policy, and department standards. The Captain exercises delegated
authority to implement policy, manage resources, direct personnel, and ensure sustained
operational readiness. The Captain serves as Acting Chief of Police in the Chief&rsquo;s absence as
designated.
Essential Functions
Command and Operations
 Directs daily operations of the department across all divisions as applicable.
 Implements the Chief&rsquo;s direction through planning, staffing priorities, assignments, and
expectations.
 Provides oversight during critical incidents, major investigations, emergency operations,
and special events; assumes command or command coordination roles as assigned.
 Reviews performance metrics and trends and recommends adjustments to strategies.
Personnel Leadership and Accountability
 Supervises and evaluates assigned personnel; establishes expectations and ensures
professional conduct, discipline, and accountability.

 Administers or recommends disciplinary action, corrective measures, and commendations
consistent with policy.
 Support or coordinates professional standards activities as directed by the Chief.
Administrative, Fiscal, and Compliance Responsibilities
 Ensures department policies, procedures, and directives are implemented consistently;
identifies gaps and recommends revisions.
 Supports budgeting and fiscal oversight, including expense monitoring, purchasing
prioritization, resource recommendations, and equipment planning.
 Oversees or supports inspections, audits, records compliance, and quality control of
documentation and reporting.
 Supports accreditation/compliance initiatives if applicable.
Interagency and Community Coordination
 Represents the department in coordination with city leadership and external partners and
stakeholders as directed.
 Supports community engagement, collaboration, and public-facing initiatives.
Acting Chief Coverage and Availability
 Serves as Acting Chief of Police in the Chief&rsquo;s absence when designated; exercises
authority consistent department and city policy.
 Maintains availability beyond normal business hours and responds to call-

outs/notifications as required for command-level coverage and operations.
Minimum Qualifications
 High school diploma or GED required; college coursework/degree in CJ, public
administration, management, or related field preferred.
 Current Texas Peace Officer license in good standing; ability to maintain required
certifications and qualifications.
 Ten (10) years of progressively responsible sworn law enforcement experience

 Demonstrated leadership experience at first-line supervisory level or higher
 Valid Texas driver&rsquo;s license with acceptable driving record.
 Ability to meet background and employment requirements for a safety-sensitive position.
 Demonstrated ability to communicate effectively, prepare clear written documentation,
and make sound decisions in high-liability situations.
 Ability to work flexible hours and respond after-hours as required.
Preferred Qualifications
 Prior experience functioning as second-in-command or unit commander in a small
agency environment.
 Experience with budgeting, purchasing, grants, workforce planning, and scheduling.
 Experience with professional standards/internal investigations, policy development,
training programs, and accreditation efforts.
 Advanced leadership training and/or advanced peace officer proficiency certification.
Knowledge, Skills, and Abilities
Knowledge of:
 Police administration and supervision, including performance management and oversight.
 Knowledge of modern law enforcement practices and the ability to effectively lead and
manage a multigenerational workforce with varying expectations, communication styles,
and professional development needs.
 Constitutional policing and criminal procedure, including lawful enforcement,
detention/arrest standards, and due process.
 Rules of evidence and court processes, including case preparation, documentation
standards, and courtroom testimony support
 Risk management, including use-of-force, pursuits, critical incident response, and
complaints.
 Records management, confidentiality, and basic budgeting/purchasing practices.

Working Conditions and Physical Demands
Work is performed in office and field environments, including emergencies and adverse weather.
Requires availability outside normal business hours and may involve extended work hours
during major incidents. Physical demands include standing, walking, driving, and performing
functions consistent with sworn law enforcement response and command presence at scenes.
