<div><p>The City of Saint Paul's Department of Public Works Sewer Utility is seeking an experienced Civil Engineer to provide expert level sewer engineering, leadership, supervision of engineering and operations staff, technical direction, and related administrative work in the support of the Public Works Sewer Utility Sewer Maintenance Section.<br>
<br>
<b>Here&rsquo;s what you can expect to do:</b></p><br>
<ul><li>
Develop and implement process improvements for the sewer maintenance and operations.</li><li>
Manage and lead the sewer maintenance operations and a unionized workforce including setting performance and attendance expectations, monitor the work, offer guidance, coach, feedback, and administer discipline.</li><li>
Manage the sewer related buildings, specialized equipment, and a sewer specific fleet of vehicles.</li><li>
Monitor and manage the sewer maintenance operational budget.</li><li>
Oversee the preparation of sewer construction plans, project bidding documents, and cost estimates.</li><li>
Perform expert-level professional engineering on sewer infrastructure planning, design, rehabilitation, repair, and replacement projects.</li><li>
Prepare, and review traffic control plans for major projects and events.</li><li>
Research, review, and analyze, sewer records, videos, and databases.</li><li>
Function as technical lead and emergency management representative for flood preparations, readiness planning, and events.</li><li>
Serve as a technical consultant on complex engineering projects, share duties and provide backup support for the sewer design engineers.</li><li>
Represent Sewer Utility at meetings with the public and elected officials, functioning as an assistant to the division manager.</li><li>

Information Specific to this Position:</b><br>
This position will be located at 419 Burgess St Saint Paul, MN working the hours of 7:30am - 4:00pm, on-site, with required daily on-site presence and minimal opportunity for remote work. This position requires availability to work outside regular hours whenever critical deadlines and/or emergencies arise.<br>

<p></p><div><p>Must possess and maintain Licensure as a Professional Civil Engineer in the state of Minnesota <b>and</b> six years of professional civil engineering experience. At least two years of which must be as a Civil Engineer III level or equivalent.<br>

Licensure in the State of Minnesota as a Professional Civil Engineer is required by date of appointment.</p></div><p></p>

In this position, you will work with digital evidence systems&mdash;including body-worn cameras, dash cams, and CCTV&mdash;and ensure that data is handled, redacted, and released in compliance with the Minnesota Data Practices Act and federal guidelines. This role blends technical skills, legal understanding, and public service in a fast-paced law enforcement environment.</p><p><b>

Collect, assess, redact, and prepare digital media evidence (video/audio) from various sources for investigative and public release.</p></li><li><p>

<p></p><div><p>Must obtain and maintain certification as a Forensic Video Technician (CFVT) or Forensic Video Analyst (CFVA), or equivalent within 12 months of hire.<br>

Must possess and maintain a valid Minnesota Class D Driver's License or equivalent out-of-state driver's license.<br>

<b>Plus one of the following:</b></p><ul><li>
Three years of related experience such as: handling digital media evidence&mdash;such as footage from body cameras, dashcams, or surveillance systems&mdash;for investigations or legal proceedings. Experience in law enforcement support, digital forensics, legal compliance, surveillance management, data privacy, evidence sharing, or court testimony</li></ul><b>
 OR</b><br>
<ul><li>
Associate&rsquo;s Degree with coursework in criminology, project management, data analytics, paralegal, law enforcement, communication, information science, or a related field and one year of related experience as listed above.</li></ul></div><p></p>
