GENERAL STATEMENT OF DUTIES:
The Finance Officer oversees the functions of the Finance Department at the City of Vermillion.
SUPERVISION RECEIVED/EXERCISED:
Works under the supervision of the Mayor/City Council in collaboration with the City Manager.
FINANCE OFFICER ESSENTIAL DUTIES:<ul><li>
Reviews and analyzes monthly financials, including trial balances, financial reports, balance sheets, revenue and expenditure guidelines, designated reserves, and fixed assets as well as any internal or external reports as necessary.</li><li>
Oversees accounts receivable, accounts payable, and utility billing.</li><li>
Oversees the contract pertaining to the management of the municipal liquor store, and works with contractor on purchases, inventory control, and management.</li><li>
Attends board and commission meetings as necessary.</li><li>
Assists the City Manager with the preparation of the annual budget process; receives capital and line item requests; reviews and analyzes data; prepares ordinance and budget book; reviews, analyzes, and approves data entry.</li><li>
Reviews, analyzes, and presents annual financial reports.</li><li>
Oversees the City Council meeting roll call and minutes.</li><li>
Develops and maintains internal auditing policies and procedures, including primary responsibility for coordination and assistance to the City&rsquo;s external auditors.</li><li>
Prepares and reviews resolutions, ordinances, and notices as directed.</li><li>
Oversees citywide liability, property, and workers compensation insurance.</li><li>
Oversees City licensing operations including alcoholic beverage, cannabis, electricians, and commercial collectors.</li><li>
Oversees City vehicle registration, licensing, and renewal operations.</li><li>
Coordinates and oversees municipal elections.</li><li>
Directs the maintenance of Finance files and records.</li><li>
Maintains and supervises City&rsquo;s payroll function.</li><li>
Hires, trains, assigns, directs, supervises, and evaluates the Finance Office personnel.</li><li>
Supervises and evaluates IT personnel.</li><li>
Remains informed about policies, procedures, tools, and techniques for effective municipal administration and provides advice to the City Manager and department heads.</li><li>
Monitors programs and policies of other agencies or entities that might affect the City&rsquo;s financial operations and provide advice to the City Manager and department heads.</li><li>

MINIMUM QUALIFICATIONS &ndash; EDUCATION AND EXPERIENCE:
To perform this job successfully, an individual must be able to perform each duty satisfactorily.<ul><li>
Graduation from an accredited college or university with a bachelor&rsquo;s degree in an applicable field, such as accounting, business administration, or municipal finance; a minimum of (5) years of experience or equivalent in varied office work, risk management, and accounting functions; or any such combination of education, experience, and training as may be acceptable to the hiring authority.</li><li>
Must possess and maintain a valid driver&rsquo;s license with an insurable driving history.</li></ul>
MINIMUM QUALIFICATIONS &ndash; KNOWLEDGE, SKILLS, AND ABILITIES:
The requirements listed below are representative of the knowledge, skill, and/or ability required.<ul><li>
 Knowledge and understanding of generally accepted accounting principles (GAAP).</li><li>
Skills in use of computers and associated software in order to perform the essential functions.</li><li>
 Ability to express oneself effectively and concisely, in both written and verbal form.</li><li>
Ability to establish effective working relationships.</li><li>
Ability to reason logically and to make sound decisions.</li><li>
Skills in organizing and prioritizing work.</li><li>
Supervisory and strategic planning skills.</li></ul>
PREFERRED QUALIFICATIONS &ndash; KNOWLEDGE, SKILLS, AND ABILITIES:<ul><li>
Knowledge of government accounting principles, relevant federal and state laws, local ordinances, rules and regulations, and principles and practices.</li><li>
Knowledge of local, state, and federal financial reporting requirements.</li><li>
Municipal government experience is considered highly desirable.</li><li>
Knowledge of Incode or similar software.</li></ul>
WORKING ENVIRONMENT:

Generally, forty (40) hours per week; more as situations demand. The Finance Officer should be especially reliable, flexible, and available to work during non-traditional hours, in order to attend assigned meetings and conferences.</li></ul>
