Summary: </b>Under general supervision, performs a variety of professional, technical, and analytical level tasks in support of the City&rsquo;s Human Resources Department across one or more functional areas; work requires the exercise of independent judgment, initiative and discretion based on knowledge of administrative policies and procedures and Human Resources best practices.</div><p></p>
<div><h2 class="jobSectionHeader"><b>Essential Functions</b></h2></div>

Essential duties and responsibilities may include, but are not limited to, the following:</i></p><br>
<ul><li>
Provides professional journey-level work and coordination in support of human resources functions and programs including recruitment, selection, classification, compensation, leave administration, organizational development, training, employee safety, employee benefits, labor relations, budget preparation and employee relations.</li><li>
Participates in the development and implementation of new or revised human resources programs, systems, policies, procedures, and methods of operation.</li><li>
Compiles and analyzes data and makes recommendations regarding human resources programs and systems.</li><li>
Researches, collects, compiles, and analyzes information from various sources on a variety of specialized human resources topics; prepares comprehensive technical reports and summaries; interprets data, identifies alternatives, and makes sound recommendations.</li><li>
Coordinates recruitment processes; develops recruitment strategies geared towards meeting operational needs of City departments.</li><li>
Administration of the Disability Interactive Process for candidates and employees in accordance with applicable laws, regulations, policies and procedures and use contracted third-party services.</li><li>
Coordinates employee leave programs such as FMLA/CFRA, Paid Parental Leave, LTD, and leaves of absence without pay.</li><li>
Assists in the preparation of reports and materials for the collective bargaining process.</li><li>
Plans and conducts comprehensive classification, salary and benefit surveys.</li><li>
Coordinates citywide employee safety programs including compliance training.</li><li>
Administers the City&rsquo;s worker compensation program through a contracted third-party administrator.</li><li>
Administers group and voluntary benefits as assigned including life insurance, flexible spending accounts, healthcare spending accounts, retirement, Consolidated Omnibus Budget Reconciliation Act (COBRA), and leave-of-absence benefits.</li><li>
Coordinates the City&rsquo;s annual open enrollment process for employee benefit programs.</li><li>
Reviews and administers service contracts and agreements.</li><li>
Conducts procurement processes including the development and issuance of Requests for Proposals and assists in the evaluation of proposals submitted and makes recommendations.</li><li>
May assist in supervising HR staff, may resolve schedule, workload and technical issues as needed.</li><li>
Prepares and distributes a variety of routine and non-routine reports including City Council Agenda staff reports; attends and participates in a variety of meetings and committees as assigned; may make presentations at City Council meetings.</li><li>
Supports the relationship between the City of Vernon and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.</li></ul></div><p></p>
<div><h2 class="jobSectionHeader"><b>Minimum Qualifications</b></h2></div>
<div><p><b>Education, Training and Experience Guidelines:</b><br>
Bachelor&rsquo;s Degree in Human Resources, Business or Public Administration, or related filed; AND three years of experience performing work in a variety of human resource program areas, preferably in a public agency.<br>
OR<br>
High School Diploma or GED equivalent; AND seven years of experience performing work in a variety of human resource program areas, preferably in a public agency.</p></div>
<div><h2 class="jobSectionHeader"><b>Supplemental Information</b></h2></div>
<div><p><b>Knowledge of:</b></p><ul><li>
City organization, operations, policies, and procedures.</li><li>
State and Federal laws, statues, rules, codes, and regulations governing human resources and employee benefit functions.</li><li>
Principles and practices of public sector personnel administration, budget preparation and analysis, personnel files, confidential records management, and effective customer service practices.</li><li>
Business computers and standard MS Office software applications.</li></ul><p><b>
Skill in:</b></p><ul><li>
Interpreting, applying, and explaining state and federal statutes, codes, rules, and regulations related to workers compensation and employee benefits.</li><li>
Research methods including collecting, analyzing, and reporting data, and making appropriate recommendations.</li><li>
Business letter writing and report preparation.</li><li>
Administering and managing contracts.</li><li>
Assessing and prioritizing multiple tasks, projects, and demands.</li><li>
Operating a personal computer utilizing standard and specialized software.</li><li>
Dealing tactfully and courteously with elected officials, employees, and the public.</li><li>
Establishing and maintaining cooperative working relationships with co-workers, retirees, and the public.</li><li>
Communicating effectively verbally and in writing.</li></ul><p></p><p><b><br>
LICENSE AND CERTIFICATION REQUIREMENTS: </b>A valid class C California State Driver&rsquo;s License may be required.</p><b>
PHYSICAL DEMANDS AND WORKING ENVIRONMENT:</b><p>
Work is performed in a standard office environment, and is required to attend and participate in off site events. May be required to lift and carry items weighing up to 15 pounds.</p><p>
