Under minimal supervision, assist in the management of the activities and operations of the department including employee relations, personnel management, risk management, employee benefit programs, compensation, and recruitment; coordinate assigned activities with other departments and outside agencies; provide highly responsible and complex technical and administrative support to the Senior Director of Human Resources &amp; Civil Service and City Management; and perform other duties as assigned.</div><div><b><br>
DISTINGUISHING CHARACTERISTICS:</b></div>
This is a single-incumbent management-level classification. The employee performs his/her duties under minimal supervision from the Senior Director of Human Resources &amp; Civil Service and requires using considerable independent judgment, discretion, and initiative in carrying out daily operations.</div><p></p>
<div><h2 class="jobSectionHeader"><b>Duties and Responsibilities</b></h2></div>

Assist in managing the activities and operations of the department including but not limited to employee benefit programs, employee wellness, civil service activities, employee relations, compensation, and recruitment.</li><li>
Serves in the capacity of the Senior Director of Human Resources &amp; Civil Service in their absence.</li><li>
Manage the development and implementation of departmental goals, objectives, policies and priorities for each assigned service area.</li><li>
Establish, within city policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.</li><li>
Plan, direct and coordinate, through subordinate level employees, the Department's work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with key staff to identify and resolve problems.</li><li>
Assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes.</li><li>
Assist in the development and administration of the department budget; prepare the forecast of funds needed for staffing, equipment, materials and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary.</li><li>
Represent the Department to other departments, elected officials and outside agencies; coordinate assigned activities with those of other departments and outside agencies and organizations in the absence of the Senior Director of Human Resources &amp; Civil Service.</li><li>
Provide staff assistance to the Senior Director Human Resources &amp; Civil Service and City Management, participate on a variety of boards, commissions and committees.</li><li>
Respond to and resolve difficult and sensitive inquiries and complaints.</li><li>
Prepare and deliver staff reports, presentations, and trainings before employees, community groups, city management, and city council.</li><li>

<p></p><div><div><b>MINIMUM QUALIFICATIONS:</b></div><div><i>
Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job may be considered.</i></div><div><b><br>
Education, Training and Experience:</b></div><ul><li>
Bachelor&rsquo;s degree from an accredited college or university with major coursework in human resources, organizational development, business administration, public administration, or a closely related field.</li><li>
Five (5) years of progressively responsible municipal human resources experience, plus at least three (3) years of supervisory experience. Relevant experience may substitute for education on a year-for-year basis.</li><li>
Experience with Texas Local Government Code Chapter 143 preferred.</li></ul><div></div><div><b><br>
Licenses and Certificates:</b></div><ul><li>
A valid State driver&rsquo;s license is required at the time of appointment and must be maintained throughout employment.</li><li>
Human Resources-related certification preferred.</li></ul><div></div><p><b><br>
Special Requirements:</b></p><ul><li>
Position requires regular in-person attendance including evenings and weekends as needed.</li></ul></div><p></p>
