<div></div><div><div><div><p>The Clark County Comprehensive Planning Department is seeking qualified candidates to apply for the Principal Planner position. This position performs professional level work on difficult, complex, specialized, and/or sensitive projects within the current and advanced planning divisions. Candidate will also train, support, and review the work of professional staff.<br>
<br>
Current Planning Division: Current Planning primarily reviews projects for conformance with Clark County's Master Plan and Unified Development Code (Title 30). These projects require a decision from the Zoning Administrator, Planning Commission, and/or the Board of County Commissioners and generally include zone changes, special use permits, major subdivisions, and design reviews. This division is also responsible for providing information on zoning matters to the public, providing support to the local Town Boards, and carrying out other various planning activities to promote public health, safety, and general welfare of our community.<br>
<br>
Advanced Planning Division: Advanced Planning is primarily responsible for long range planning projects. This includes comprehensive master plan updates and amendments, zone changes, parks and trails planning, demographic and housing information, transportation plans, and other special projects. Certain projects involve consultants and project workgroups, which are managed by the division and includes preparation and review of professional contracts and reports. This position works in close coordination with consultants and a variety of departments, and coordinates outreach with the general public, stakeholder groups, advisory boards, and citizen advisory councils. Assignments within the division may be presented to the Planning Commission and Board of County Commissioners.<br>

An advanced degree in city, regional, or urban planning or another appropriate area and project or functional leadership highly desirable. </b><b>Professional level experience and/or education that has provided the skills and knowledge necessary to perform all job functions at this level may be substituted on a year-for-year basis up to two (2) years.</b></p><p>

<p></p><div><ul><li>Provides direction, training and work review to professional and/or technical staff on a project or day to day basis; organizes and assigns work, sets priorities, and follows-up to ensure coordination and completion of assigned work.</li><li>
Provides input into selection, evaluation, disciplinary and other personnel matters; may counsel employees as required.</li><li>
Coordinates and performs research, administrative and technical activities necessary to achieve planning project or program objectives; has responsibility for one or more specific programmatic areas.</li><li>
Compiles and analyzes information such as population and economic growth estimates, demographic, housing, transportation and land use data.</li><li>
Interprets codes, regulations and policies related to current, long-term, transportation and other specialized planning; assists contractors, developers and others in the interpretation of zoning and related codes.</li><li>
Provides input into and assists in administering specific project, unit and/or program budgets.</li><li>
Coordinates and oversees the work of contract professionals; negotiates and administers consultant contracts.</li><li>
Coordinates and assists in the processing of applications submitted for subdivisions, requests for use and variance permits and other development permits or approvals; reviews plans and other information submitted.</li><li>
Collects and evaluates information related to the application process and recommends approval, disapproval, or alternative approaches; makes site inspections prior to the issuance of building permits.</li><li>
Coordinates and performs evaluations and analyses pertaining to the elements of the General Plan, area plans, transportation plans, environmental assessment reports, implementation, redevelopment, and capital improvement plans, programs, and related municipal ordinances and policies.</li><li>
Prepares reports and recommendations and state and federal applications and documents; confers with personnel from other departments and agencies in coordinating assigned work; meets with representatives of community organizations and other groups to encourage cooperative action or to resolve problems.</li><li>
Makes oral presentations before the planning commission, various boards and committees, community groups and boards of other governmental agencies; assists in compiling agenda items for meetings and follows-up as required after action is taken.</li><li>
Makes special investigations of a technical nature regarding planning projects; prepares reports of conclusions and recommendations.</li><li>
Directs the preparation of and personally prepares maps, charts, models, sketches and other graphic presentations; prepares reports, presentations, correspondence and other written materials.</li><li>
Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team.</li><li>
Uses standard office equipment, including a computer, in the course of the work; specified positions may drive a motor vehicle to attend meetings and inspect property sites.</li></ul></div><p></p>

Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.</li><li>
May participate in and/or review pre- and post-licensing investigative activities of all businesses, including utility companies and privileged and regulated businesses, within the County to ensure pre-licensing suitability and continuing compliance with County codes and regulations.</li><li>
Maintains current knowledge of, develops revisions of, and ensures compliance with County codes and state statutes.</li><li>
May participate in and/or supervise programs such as large-scale enforcement task forces involving multiple governmental agencies at the local, state and/or federal levels.</li><li>
May coordinate the investigation of licensed and unlicensed businesses for illegal activities; may develop materials for hearing or prosecution of such businesses; may confer with legal staff regarding licensing violations; may testify before an administrative hearing officer, public regulatory board, or in a court of law as required.</li><li>
May coordinate investigations regarding the resolution of complaints filed by the general public and other governmental agencies.</li><li>
May provide written recommendations to the division manager regarding findings of business license investigations and recommendations for action.</li><li>
May oversee the processing of applications for one of the following types of business licenses: general, regulated, privileged/adult, or franchise/utility; this process requires extensive analysis of each application package to include such issues as partnership agreements, corporate structures, lease agreements, and a comprehensive understanding of the Clark County Code to appropriately apply specific provisions to each individual application.</li><li>
May coordinate the preparation of all agenda items for presentation to the Liquor and Gaming Licensing Board. Directs the preparation of a variety of written correspondence, reports, procedures and other written materials; directs the maintenance of accurate records and files.</li><li>
Represents the division and the County in meetings with other County departments and representatives of private businesses and public agencies.</li></ul><br>
