To accomplish the Clerk&rsquo;s Office core mission of serving the citizens of Collier County, the <b>Finance Division </b>is responsible for providing clear, concise, and transparent information regarding the revenue and spending of the County. The Division establishes and maintains internal controls to provide reasonable assurance regarding the safeguarding of county assets against loss from unauthorized use or disposition, while vetting the reliability of financial records. Reliable financial records are essential in the preparation of financial statements and to maintain accountability of county assets. The critical work of safeguarding tax-payers funds is performed by a group of highly skilled finance and accounting professionals.</p><p>
The <b>Purchasing Agent</b> develops and executes the Clerk&rsquo;s Office purchasing strategies, maintaining positive relations with suppliers, and coordinating with internal stakeholders regarding the purchasing of goods and services. The <b>Purchasing Agent</b> is responsible for ensuring procurement is done in compliance with Clerk&rsquo;s Office policies, State procurement statutes, and coordinating purchasing schedules.</p><p>
This position will perform essential such as:</p><ul><li>
Identify, research, and evaluate potential suppliers based on price, quality, and delivery capabilities. Negotiate with suppliers regarding proposals, contracts, and terms to secure favorable deals.</li><li>
Oversee the procurement management process by:</li></ul><ul><li>
Preparing procurement documents by writing or assisting with writing or modifying specifications and preparing invitations for bids.</li><li>
Manage contracts to ensure purchasing practices are consistent, open, and designed to encourage maximum competition and best value procurements.</li><li>
Prepare invitations for bids, receive and evaluate proposals and bids, and award or recommend the award of contracts to the Clerk and/or internal stakeholders.</li><li>
Processing purchasing orders.</li><li>
Tracking deliveries.</li><li>
Ensuring that goods are received in accordance with specifications.</li><li>
Contact vendors to address any issues related to shipment errors or product quality.</li></ul><ul><li>
Analyze market trends and pricing to make informed purchasing decisions. Stay updated on industry developments to optimize procurement strategies.</li><li>
Collaborate with internal stakeholders to understand supply needs and ensure timely delivery of materials. Work with external vendors to trouble shoot issues to ensure trouble free processes.</li><li>
Performs other duties as assigned.</li></ul><ul><li>

Qualifications</b></p><p><b>
Education &amp; Experience</b></p><p>
Bachelor's degree in business administration, public administration, logistics, supply chain or a related field; supplemented by three years of experience in preparing, negotiating and administering contracts for the acquisition of commercial goods, professional services and other contractual services, or three years of experience in a medium to large scale government operation overseeing accounting, revenue, finance, general warehousing, inventory management, or related field requiring compliance to policies, ordinances, and statutes.</p><p>
Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job may be substituted for the education or experience requirement.</p><p><b>
Knowledge, Skills, and Abilities Required:</b></p><ul><li>
Knowledge of the public procurement process and cycle including federal, state, and local laws and regulations.</li><li>
Knowledge of the Clerk&rsquo;s purchasing policies and procedures, budget, computer systems, organization, and operation of the Agency.</li><li>
Excellent verbal and written communication skills to effectively interact with suppliers and internal stakeholders.</li><li>
Strong negotiation abilities to secure the best prices and terms from suppliers.</li><li>
Ability to compose general, specialized, and technical correspondence and letters.</li><li>
Ability to interpret and apply administrative and Clerk agency policies, laws, and rules.</li><li>
Proficiency in analyzing data and market trends to make informed purchasing decisions.</li><li>
Keen eye for detail to ensure accuracy in orders and compliance with specifications.</li><li>
Ability to plan, organize and schedule priorities in the office.</li><li>
Ability to establish and maintain effective working relationships with Clerk departments, vendors, and the public.</li><li>
Skill in the operation of personal computers, scanners, copiers, telephones, fax, and other general office equipment as necessary to complete essential functions, to include use of Microsoft Office Suite, SAP, and other system software.</li></ul><p>
