<div>Job Summary

Systems &amp; Software Engineer will support the design, development, testing, implementation, and administration of new and existing software systems for critical Air Force (AF) and joint service weapon systems. The ideal candidate will apply a robust understanding of systems engineering, software assurance, and airworthiness certification to ensure the performance, sustainability, and safety of advanced aeronautical and ground systems. This role involves full life-cycle support, from requirements analysis and acquisition to deployment and sustainment.

Key Responsibilities

Systems &amp; Software Engineering
<ul>
<li>Assist in the design, development, testing, evaluation, and maintenance of complex software systems.</li>
<li>Analyze and recommend corrections for software and equipment deficiencies and support the integration of solutions.</li>
<li>Translate user needs and operational requirements into detailed system, subsystem, and equipment requirements for design and development.</li>
<li>Knowledge of software assurance practices and tools, including source code analyzers, binary analyzers, and architecture analysis tools.</li>
<li>Familiarity with aeronautical vehicle systems, avionics, and/or related ground system operational flight programs.</li>
<li>Ability to support a wide range of technical meetings, including System Requirements Review (SRR), Preliminary Design Review (PDR), Critical Design Review (CDR), and Program Management Reviews (PMR).</li>
<li>Understanding of DoD and Air Force engineering principles, processes, and procedures related to weapon systems</li>
<li>Knowledge of software and systems engineering principles and the full development lifecycle.</li>
</ul>
 Airworthiness &amp; System Safety
<ul>
<li>Apply a deep understanding of MIL-HDBK-516C Airworthiness Certification Criteria and AFPD 62-6 (USAF Airworthiness) to aircraft systems.</li>
<li>Conduct system safety engineering programs, including mishap risk assessments, and assist in resolving high-priority safety issues.</li>
<li>Support System Integrity Programs (e.g., MECSIP), maintain the Critical Safety Item (CSI) list, and monitor airworthiness certifications.</li>
<li>Experience with establishing and managing OSS&amp;E (Operational Safety, Suitability, and Effectiveness) baselines and processes</li>
</ul>
 Acquisition &amp; Program Support
<ul>
<li>Assist in the creation of acquisition strategies, Request for Proposals (RFP), and key program documentation such as the System Engineering Plan (SEP), Test and Evaluation Master Plan (TEMP), and Software Development Plan (SDP).</li>
<li>Perform material solution analyses, technological trade-off assessments, and technical evaluations to support design reviews and milestone decisions.</li>
<li>Provide an advisory role during contractor source selections for engineering-related requirements.</li>
<li>Experience with engineering cost estimation and evaluation of Integrated Master Plans/Schedules (IMP/IMS).</li>
<li>Experience with systems acquisition, hardware/software integration, and requirements analysis.</li>
</ul>
 Documentation &amp; Analysis
<ul>
<li>Develop, review, and update essential program documentation, including system specifications, interface control documents, and security classification guides.</li>
<li>Prepare technical data, staff summary packages, and executive briefings for milestone approvals.</li>
<li>Analyze and evaluate prime and subcontractor proposals, including ECPs, Contract Change Proposals (CCPs), and FAA bulletins.</li>
</ul>
Process Management
<ul>
<li>Implement and adhere to Life Cycle Systems Engineering (LCSE) and OSS&amp;E processes to ensure compliance.</li>
<li>Manage configuration, data, and risk management plans and processes.</li>
<li>Participate in process improvement initiatives such as value stream mapping</li>

Required Experience 
Required Experience:

<li>Bachelor&rsquo;s degree in an ABET accredited engineering discipline and four (4) years of experience in the respective technical/professional discipline being performed
</li><li>U.S. Citizenship required; Ability to obtain and maintain a Secret security clearance required</li>
<li>Demonstrate proﬁciency in the use of Microsoft Oﬃce Applications (Outlook, Word, Excel, PowerPoint, SharePoint, and Teams), &amp; Adobe Acrobat</li>
</ul>
Preferred Experience:

Software Engineer, Junior

<div>This is a full-time position expected to last through the return of an employee on military leave, anticipated around March 2026, with the potential to extend through February 2027

COLSA is seeking an OPSEC Planner providing analytical and advisory support to the Marine Corps OPSEC Team (MOST). Through knowledge of doctrine, policies, and processes, the OPSEC Planner will support application of technical guidelines, operational requirements, and evaluations to facilitate the Marine Corps OPSEC Team's mission. This position will further support other OPSEC related functions as part of the mission of the Marine Corps Information Operations Center. This position may require periodic travel and off-site support and requires being on-site in Quantico, VA.

Principal Duties and Responsibilities:

1) Participate in OPSEC assessments and surveys of Marine Corps CONUS and OCONUS Commands, and gather information, provide advice, opinion, recommendations, and other non-distortionary services to the development of subsequent findings and reports. 
2) Support in the development of a systems engineering approach to continue the development of the MOST and supporting processes. 
3) Facilitate coordination with Deputy Commandant, Plans, Policies and Operations in ensuring USMC Policy on OPSEC meets all DOD and Joint Staff levied requirements. 
4) Assist the Service Enterprise, from Supporting Establishment to Operating Forces, with adhering to USMC Policy on OPSEC. 
5) Support the Service's combat development institutions and processes to assist Government personnel develop OPSEC capability across the enterprise that addresses DOTMLPF gaps. 
6) Facilitate the coordination of the development of USMC OPSEC capability with DON, and all Joint and DOD levied requirements. 
7) Provide advice, opinions, recommendations and other non-discretionary services for Marine Corps OPSEC doctrine and policy enhancements. 
8) Support the development of analytical approaches to integrate OPSEC planning initiatives and efforts into military operations and evaluating/validating its implementation. 
9) Assist with coordinating OPSEC support from military and Governmental agencies, as needed, to include, but not limited to: the Interagency OPSEC Support Staff (IOSS), Joint Information Operations Warfare Center/Joint OPSEC Support Element (JOSE), Service Information Warfare Centers or OPSEC Support Elements, and the Joint Staff. 
10) Support the development of OPSEC-specific analytical reports to support vulnerability assessments and OPSEC programs. 
11) Support the development of trends and analysis reports concerning Marine Corps OPSEC posture and maintain currency in awareness of &quot;OPSEC Best Practices&quot; across the service and DOD. 
12) Support the development and submission of ad-hoc reports. 
13) Support the integration OPSEC into support of USMC MILDEC and SIGMAN initiatives

Required Experience 
<ul><li>One of the following Education Requirements:
<ul><li>High School Diploma with minimum 6-10 years experience in related work OR</li>
<li>Bachelors degree and a minimum of 3-5 years of experience in related work
</li></ul></li><li>Formal OPSEC training from the US Army, Navy, Air Force, or Marine Corps</li>
<li>US Citizen / Active TS/SCI Clearance or current eligibility for SCI (within 2 years)</li>
<li>Ability to travel up to 1-2 weeks per quarter</li>
</ul>
Preferred Qualifications
<ul>
<li>Federal employment with the USMC or prior military service</li>
<li>Experience as a planner with HQMC or on a military staff.</li>
<li>Experience or formal training with MILDEC and SIGMAN</li>
</ul>
