DOER is seeking an intern to support graphic design and science communication for DOER outreach. The intern will be part of the Coordination and Engagement team which leads DOER&rsquo;s communications efforts, including media relations, stakeholder engagement, public events, web content, and social media.</p><p>
</p><p>The intern will work on a variety of public education and awareness initiatives across the breadth of DOER policies including renewable energy, energy efficiency, siting and permitting, and general energy policy. To support these policy initiatives, the intern will work with DOER staff to develop various public-facing content, including one-pagers, informational graphics, and technical assistance documents that communicate the complexity of DOER&rsquo;s policies and procedures in plain language for a general audience. The intern will coordinate with the Coordination and Engagement team as other staff update the website and distribute social media, press, and other related content.</p><p>
</p><p>A strong candidate will have solid graphical and written communication skills, including experience using a graphic design platform or software, and good organizational skills. An ideal candidate will have some experience in science communication, especially in energy, and demonstrated experience designing content that explains complicated concepts simply. Knowledge of, or a desire to learn about, Massachusetts&rsquo; energy priorities and initiatives is a plus. The intern will need to manage multiple projects with concurrent timelines and will need to be proactive, detail oriented, and able to work independently.</p><p><br>

General Statement of Duties and Responsibilities</b></p><p>
DCAMM is looking for an attorney with commercial leasing and commercial real estate experience to join DCAMM's Office of the General Counsel (OGC) to provide timely and high-quality legal services, advice, and guidance to the Office of Real Estate Management and other agency offices with respect to the acquisition, disposition, development and leasing of real estate as well as associated issues. The selected candidate will be expected to provide legal advice and guidance on an array of legal matters involving DCAMM, with a particular focus on real estate transactions, including leases, dispositions, and acquisitions; draft high-quality agreements, memoranda, and other documents; negotiate disputes in the best interest of the Commonwealth; provide analysis and interpretation of applicable laws, policies, and contract provisions; participate in meetings and decision making on relevant issues and projects; and to perform such other legal services as may be needed to support the General Counsel and DCAMM. Examines Brownfields Tax Credit applications, returns and other filings; verifying data through communication with the assigned Tax Examiner, the Massachusetts Department of Environmental Protection (MassDEP),and possibly the taxpayer or credit application preparer; gathering information from all available resources to make certain the net response and removal costs claimed by applicants are necessary to achieve the permanent solution or remedy operation status pursuant to G.L. 21E or whether and to what extent such costs are incurred for other purposes (i.e., construction, maintenance); as defined under G.L. c.63, &sect; 38Q and G.L. c. 62, &sect; 6(j). Coordinates findings with the assigned Tax Examiner and/or Appeals Officer assigned to the case.</p><p>
Documents to be reviewed include, but are not limited to Brownfields Tax Credit applications, DOR&rsquo;s tax credit audit findings, invoices, environmental technical reports, technical correspondence from the MassDEP, technical field notes, contract documents, financial reports, laboratory analytical reports, environmental site investigation reports, human health and ecological risk assessments, geotechnical investigation reports, environmental remediation planning and design documents, architectural designs and reports, construction drawings, and as-built records.</p><p></p><p>
Prepares well-written and comprehensive reports and letters that clearly and concisely explain the basis for decisions with appropriate references to public written statements and makes recommendations to the Tax Examiner and/or Appeals Offi for qualifying expenses.</p><p>

Preferred Qualifications:</b></p><p>
1. Solid understanding of G.L. 21E, 310 CMR 40.0000 (the Massachusetts Contingency Plan-MCP) including MCP-related technical guidance documents and policies, and all of the requirements set forth under the Brownfields Tax Credit Statutes, the Brownfields Tax Credit Regulation, and associated directives including Technical Information Releases (TIRs) relative to the requirements set forth for application of the Massachusetts Brownfields Tax Credit.</p><p>
2. Experience with large/complex redevelopment/environmental remediation and construction projects.</p><p>
3. Excellent writing skills-ability to write concisely, express thoughts clearly, and develop ideas in a logical sequence.</p><p>
4. Excellent organizational skills-ability to prepare technical and general reports including the use of charts, graphs and tables</p><p>
5. Knowledge of MGL chapters 62, 62B,62C, 63, 64H and 64I and applicable public written statements relating to applications for credit, other tax benefits and/or voluntary disclosure relief.</p><p>

Position Summary:</b></p><p>
DCAMM is looking for an attorney to join DCAMM's Office of the General Counsel (OGC). This team member will provide the highest quality legal advice to OGC to enable it to efficiently perform its statutory functions. This position seeks an experienced commercial real estate attorney for sophisticated multi-party complex transactions, including acquisition and disposition of Commonwealth real property, permitting and licensing and the certification of eligible contractors to perform work on public projects. This enables OGC to perform a critical and active role in developing and implementing DCAMM&rsquo;s policies with respect to all real estate, construction, certification and associated actions.</p><p>
The Counsel III will be expected to draft high-quality agreements, memoranda, reports and other documents, and to negotiate the same in the best interest of the Commonwealth; work closely with members of DCAMM&rsquo;s senior staff to ensure that all actions of DCAMM are authorized by applicable laws, regulations and guidelines; respond to legislative and public requests and prepare briefings and other analyses; interact with appointed officials in the executive branch; be responsible for staying abreast of rapidly evolving legal issues, precedents, rulings and statutes impacting DCAMM&rsquo;s operations; and follow a hybrid work model that consists of both in-office and work from home days.</p><p><b>

Provide legal advice, engage in negotiations and draft documents associated with a high volume of complex, commercial real estate acquisition and disposition transactions, which may include resolving title matters and deed restrictions.</li><li>
Provide legal advice, engage in negotiations, advise on deal structure and draft documents for the Public-Private Partnership team associated with the complex redevelopment of state assets (state office buildings, higher education campuses, health and human services campuses, etc.).</li><li>
Provide legal advice and draft documents associated with the procurement, amendment and resolution of disputes regarding the lease of space for the use of user agencies within the Commonwealth.</li><li>
Undertake legal research and prepare memoranda and other materials.</li><li>
Work on public presentations, attend public hearings and meet and coordinate with other agencies and appointed and elected officials across Massachusetts.</li><li>
Assist the General Counsel in providing strategic and overall management for all DCAMM projects.</li><li>
