GENERAL SUMMARY

Performs major procurement activities, in the acquisition of a broad range of products and services for the Technology Engineering Center, including both direct material and indirect products and services. Understand, analyze, and communicate cost and supplier data in a Federal Acquisition Regulation (FAR)/Government environment. Qualifies vendors, evaluates bids, and negotiates prices and terms for purchased goods and services. Tracks purchases, monitors vendor quality, and maintains a current database of vendor information.

PRINCIPLE DUTIES AND RESPONSIBILITIES
<ul>
<li>Negotiate/source multiple vehicle components and systems for new vehicle development builds that meet down-select source requirements</li>
<li>Work closely with engineering and design on rapid component design changes and sourcing/delivery impact assessment</li>
<li>Ensure ITC (International Trade Compliance), ITAR, FAR/DFARS, are strictly followed, as well as associated Price Analysis Packages fully completed upfront</li>
<li>Negotiate with suppliers NDA&rsquo;s, Bailment, TAA&rsquo;s, Development Agreements, T&amp;C&rsquo;s, and IP foreground/background</li>
<li>On board new suppliers and ensure completion of onboarding documentation</li>
<li>Maintain commodity specific preferred/new supplier list or scorecard</li>
<li>Complete Sourcing Strategy Plan reviews on critical items</li>
<li>Complete and obtain approval for PO file documentation ensuring determination of fair and reasonable pricing</li>
<li>Issue SAP PO&rsquo;s and ensure approved file packages are uploaded</li>
<li>As core Integrated Product Team (IPT) member, balance multiple IPT's to achieve schedule/budget objectives for each program</li>
<li>Identify and resolve supplier open issues, risks, and performance concerns</li>
<li>Manage continuous SCM exchange of information to keep team, suppliers, and SCM group up to date</li>
<li>Attend and manage multiple meetings including IPT, Program Management, SCM staff, and supplier meetings</li>
<li>Track and meet metric requirements including but not limited to: Open Requisition&rsquo;s, RFQ&rsquo;s issued/closed, source on time, writeup completions, PO&rsquo;s and Stock Transfers completed, target to actual cost performance</li>
<li>Assist Accounts Payable with promptly tracking / resolving open commitments and invoice variance</li>
<li>For complex service/development PO&rsquo;s, crosscheck invoices against actual supplier quote/SOW to ensure contractual performance is achieved</li>
<li>Work closely with existing or new suppliers on new technology introductions and development projects</li>
</ul>
KNOWLEDGE AND SKILLS
<ul>
<li>Bachelor&rsquo;s degree in Business, Supply Chain, Engineering, or equivalent preferred (with CPSM/CPM, and/or MBA preferred)</li>
<li>Must have at least 4 years of procurement experience, self-motivated, takes initiative</li>
<li>Experience in negotiation in automotive or defense industries</li>
<li>Experience in working successfully in cross-functional groups</li>
<li>Analytical thinking, negotiating, and problem-solving skills required</li>
<li>PowerPoint creation and presentation of detailed sourcing analysis required</li>
<li>High level of internal and external communication</li>
<li>Ability to read prints/understand basics of component manufacturing</li>
<li>Demonstrated ability to multi-task and manage competing priorities required</li>
<li>Demonstrated effective interpersonal skills</li>
<li>Excellent verbal and written communication skills</li>
<li>Ability to continuously analyze problems, recommend, and implement solutions</li>
<li>Show effective customer service with internal departments and end corporate customer</li>
<li>Ability to be flexible, adapt to change and work independently</li>
<li>Self-motivated and takes initiative/ownership</li>
<li>Proficient with Microsoft Excel, PowerPoint, Word</li>
<li>SAP S4 experience preferred</li>
</ul>
PHYSICAL EFFORT
<ul>
<li>Sight: must be able to regularly read computer screen, reports, and various documents with detail and clarity to accomplish work tasks in a safe and efficient manner, including regular use of adequate close vision, distance vision, color vision, peripheral vision, and ability to adjust focus</li>
<li>Hearing: must be able to regularly hear well enough to communicate</li></ul> 


WORKING CONDITIONS
<ul>
<li>Physical Location: This position operates between an office and manufacturing plant environment and is often assigned to a specific shift or hours. The Employee must be able to perform job functions in an environment with varying difficult work conditions such as extreme cold, heat, inclement weather, at heights, and/or while exposed to constant/intermittent loud noises</li>
<li>Teamwork: This position will work with others to ensure efficiency in the workplace</li>
<li>Listening Skills: This position will need to understand how to use machinery properly and safely to prevent accidents and ensure all tasks are completed accurately</li>
<li>Ability to follow instructions: Managers assign tasks and responsibilities, which vary; this position should be able to follow instructions competently</li>
<li>Methodical approach: Production lines follow a set process, so this position needs a methodical approach to ensure all tasks are completed in the correct order for a smooth-running production line</li>
<li>Concentration: This position may perform the same or similar tasks repeatedly, so a strong level of concentration when carrying out these tasks is important for quality control purposes. This role is often fast paced, so being able to maintain focus at all times is important</li>
