WMD Analyst (Mission Support)

Responsibilities:</b></h3>

<ul><li>Provide support for daily operational functions of the staff to include daily monitoring, routing, and tasking of the Directorate's Task Management Tool (TMT) and FM14s on the Enterprise Workflow Management System (EWMS); assist and provide advice with the formulation of internal/external tasker packages and track all taskers to completion in coordination with Components, TSOCs, Joint Staff, and HQ and inter-agencies, both DOD and non-DOD.</li>
<li>Provide on-site executive assistance administrative officer functions, acting as an interface with military, governmental, and private sector organizations for visits and matters on protocol, coordinating protocol issues arising from official functions.</li>
<li>Maintain the long-range calendar and event scheduling, coordinating conferences, briefings and other meetings.</li>
<li>Primary liaison and subject matter expert for all deployments, CONUS and Overseas TDYs.</li>
<li>Provide administrative management of the Defense Travel System (DTS)</li>
<li>Ensure mission accomplishment and implement quality improvements in response to regulatory compliance or requirements,</li>
<li>Review travel authorizations and vouchers.</li>
<li>Manage cross-org, fund cite authorizations, and invitational travel orders (ITO).</li>
<li>Develop, monitor, and change DTS routing lists as required.</li>

<ul><li>Bachelor's degree in any field or 10 years prior military experience working Human Resources, Administrative or Knowledge management.</li>
<li>5 years' experience as administrative, action, or staff officer within HQ USSOCOM, a Service headquarters, or a combatant command headquarters (4-Star military HQ)</li>
<li>5 years' experience using communication skills, both written and oral, to include preparation of written products for senior leader (general officer/flag officer/senior executive service level) use and the ability to communicate at all levels</li>
<li>5 years' experience working with USSOCOM, subordinate organizations, DOD, and knowledge of each U.S. military service's roles and missions.</li>
<li>5 years' experience utilizing the Defense Travel System and 3 years as an Organizational Defense Travel Administrators (ODTA) or a DTS Reviewer</li>
<li>3 years' experience utilizing as a Government Travel Card Agency Coordinator</li>

We are seeking experienced <b>Assessment Analyst</b> to support Theater Security Cooperation (TSC) planning, analysis, and reporting efforts in support of USCENTCOM and higher headquarters. This role requires strong analytical expertise, operational planning experiencse, and the ability to contribute to complex, multi-level defense assessments in a dynamic operational environment.</p>
<h2 class="jobSectionHeader"><b>
Responsibilities</b></h2>
<ul><li>Support the collection, analysis, and reporting of periodic assessments for USCENTCOM and higher headquarters.</li>
<li>Develop and present assessment findings to senior leaders and key stakeholder forums.</li>
<li>Contribute to readiness reporting, campaign assessments, and strategic evaluation efforts.</li>
<li>Serve as a lead or supporting analyst for selected campaign plan assessments and related activities.</li>
<li>Coordinate with internal staff and external partners to consolidate data and produce integrated assessment products.</li>
<li>Participate in planning efforts, working groups, and operational planning teams supporting Security Cooperation initiatives.</li>
<li>Assist in the planning and execution of major Security Cooperation events and engagements.</li>

<ul><li>Active TS/SCI clearance.</li>
<li>Bachelor's degree from an accredited college or university (or equivalent experience).</li>
<li>Minimum 10 years of relevant experience in defense analysis, planning, or related functional areas.</li>
<li>Demonstrated knowledge of DoD missions, organizations, and processes.</li>
<li>Experience working as a senior-level contributor on multidisciplinary teams.</li>
<li>Proven ability to collect, analyze, and present complex data in support of operational and strategic assessments.</li>
<li>Strong written and verbal communication skills, including experience briefing senior leadership.</li>

Responsibilities:</b></h3>
<ul><li>Conducts data analytics and data mining involving requirements, complex budget and manpower resource data contained in the Intelligence Planning, Programming, Budgeting and Evaluation (IPPBE) and Planning, Programming, Budgeting and Execution (PPBE) systems. Oversees, tracks, and analyzes data from various database position changes for historical trends, and variances to recommend corrective or supportive actions as necessary. Responsible for the Army's Program Objective Memorandum (POM) MIP submission from the classified CPROBE into the OSD Select &amp; Native Programming (SNaP) Data Input System to build the Army's MIP Congressional Justification Book (CJB). Ensures financial and manpower data is accurate in budget exhibits within the Army's CJB and the Battlespace Awareness Portfolio briefing. Represents the Army Intelligence Security Enterprise in multiple fora with ARSTAF, Program Managers in the Intelligence Community and with OSD.</li>
<li>Maintains the integration of all managed intelligence and security resources into Army and OSD systems and databases. Coordinates and synthesizes financial and management data to interpret the composite financial results of operations. Ensure data products are accurate and presentable both inside the Army and to outside organizations. Research resourcing errors in OSD and multiple National Databases and proposes corrective action. Ensuring resource changes are reflected in a timely manner and in compliance with guidance and standards.</li>
<li>Develop reporting and metric methodologies for use in tracking and monitoring financial resourcing. Ensures that performance systems are measurable and designed to improve overall organization effectiveness and efficiency. Develops, analyzes, submits, and executes short, mid and long-range, multi-year intelligence data requests supporting senior leader decision cycles. Develop methodologies to inform resource allocations across disparate databases. Ensures Army resources remain compliant with changes to fiscal guidance.</li>
<li>Establishes and maintains effective working relationships with individuals at various levels of intelligence organizations, Defense Agencies, DoD, and ARSTAF. Contacts are for the purpose of giving or obtaining information on non-routine problems requiring not only explanation or interpreting of facts but also discussion of impact, to gain concurrence, cooperation, or to persuade to a course of action. Incumbent demonstrates poise and exceptional communication abilities and interpersonal skills necessary to deal with organizational or functional opposition, competing objectives and conflicting resource priorities.</li>
<li>Works under the broad administrative direction of the Chief, Programs Division who sets overall objectives. The employee and supervisor work together to develop timelines, establish priorities and define objectives. With a delegated degree of independence is responsible for planning and carrying out assignments associated with data analytics and data mining of intelligence resources. Analyzes raw data to help optimize senior leaders understanding of the resources when making strategically guided decisions.</li>

</ul><h3 class="jobSectionHeader"><b>Qualifications:</b></h3>
<ul><li>Knowledge in all areas of planning, programming, budgeting, and budget execution under IPPBE system and/or Army PPBE process.</li>
<li>Knowledge in providing enterprise data analytics solutions for the design, analysis and delivery of capabilities for dashboard visualizations, interfaces, web services and other types of data exchanges.</li>
<li>Knowledge of a wide range of methods and techniques used in data analysis studies to enable the presentation of data to senior leaders within the decision cycle of the PPBE.</li>
<li>Knowledge of HQDA ODCS G-2 goals, objectives and programs, missions, and functions to perform comprehensive studies, analyses, and reports.</li>
<li>Skilled in establishing and maintaining effective working relationships with all levels of key management officials, and in making oral and written presentations in a clear and concise manner to layout the programmatic landscape both for reporting and decision purposes.</li>
<li>In-depth knowledge of how the Army runs financial and programmatic data analytics methodologies. The incumbent must analyze, identify, and present complex programs involving multiple data sets and various classification levels and interpret the data on a capabilities level.</li>
<li>Broad understanding of organization and processes involved in formulation of strategic policies within the framework of the Army, Department of Defense and other federal agencies.</li>
<li>Skilled in analyzing conflicting data and summarizing recommendations or initiative changes considering various points of view and specifying the reasons for acceptance or rejection.</li>
<li>Independently utilizes seasoned judgment, historical knowledge, and innovation to determine most effective way of collecting and presenting Army intelligence and security resources.</li>
