The City of Country Club Hills is now accepting applications for the following full-time position vacancy: DIRECTOR, HUMAN RESOURCES The Human Resources Director plans, leads, and manages all HR polices and programs to ensure compliance with laws and alignment with the City&rsquo;s mission statement and talent search strategy. This position also oversees the daily workflow of health benefits and risk management functions.ESSENTIAL DUTIES/RESPONSIBILITIESBENEFITS ADMINISTRATION:&middot; Manage day-to-day administration of health, dental, vision, life and disability through the ADP-HRIS system and carrier feeds. Communicate promptly and clearly with employees to resolve benefits-related issues &middot; Facilitate open enrollment with the Benefits Broker from start to finish, ensuring accurate ADP setup. Responsible for all new employee communication, including onboarding, to ensure a smooth execution&middot; Oversee ACA reporting 1094/1095Cs via ADP to ensure full compliance with state and federal regulations &middot; Manage payroll funding for benefit premiums for all enrollees, audit benefits regularly to confirm accuracy, resolve discrepancies, and ensure bills are paid timely &middot; Handle unemployment claims and coordinate with legal on hearings, when necessary&middot; Performs other duties as assigned HUMAN RESOURCES:&middot; Collaborates with the Mayor and City Administrator to implement the City&rsquo;s goals and strategies relating to staffing, recruiting, terminations and retention&middot; Oversees the administration of human resource services compensation, benefits, and leave; disciplinary matters; terminations, disputes and investigations; performance and talent management; recognition, morale, training and professional development&middot; Monitors and ensures the City&rsquo;s compliance with federal, state, and local employment laws and regulations, and recommends best practices&middot; Facilitates professional development, training, and certification activities for employees&middot; Keep all personnel/benefits records organized in a confidential, locked storage cabinet&middot; Facilitate online sexual harassment training yearly&middot; Gather employee separation notices and conduct exit interviews&middot; Contract with outside suppliers to provide yearly training to employees&middot; Participates in union bargaining, conducts investigations, and provides written outcomes&middot; Performs other duties as requiredRISK MANAGEMENT:&middot; Act as a liaison between the City and IML-RMA service team members&middot; Working with Department Heads in updating the City&rsquo;s exposure/values to ensure that IML-RMA has accurate numbers&middot; Notify IML-RMA when the municipality acquires new vehicles or removes old property, equipment&middot; Report claims promptly and directly to IML-RMA&middot; Complete IWCC documents and invoice promptly&middot; Maintain and post the 300 Log by February 1 of each year and display through April 30&middot; Organize a safety committee and schedule and lead quarterly meetings with Department Heads and IML-RMA staff&middot; Notify IML-RMA of special events at least 30 days before the date of the event and obtain a certificate of insurance from contractors, vendors&middot; Performs other duties as assignedREQUIRED SKILLS/ABILITIES:&middot; Excellent verbal and written communication skills&middot; Excellent interpersonal and negotiation skills&middot; Excellent organizational skills and attention to detail&middot; Excellent time management skills with a proven ability to meet deadlines&middot; Strong analytical and problem-solving skills&middot; Strong supervisory and leadership skills&middot; Ability to adapt to the needs of the organization and employees&middot; Ability to prioritize tasks and to delegate them when appropriate&middot; Thorough knowledge of employment-related laws and regulations&middot; Proficient with Microsoft Office Suite or related software&middot; Proficiency in ADP or the ability to quickly learn the employee and benefit HRIS management systemEDUCATION AND EXPERIENCE:&middot; Bachelor&rsquo;s degree in Human Resources, Business Administration, or related field, or (7) years of a combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job&middot; HS diploma or equivalent (GED) required&middot; 5+ years of HR management, with at least 2+ years in Group Benefits Administration&middot; 3+ supervisory and management skills&middot; Experience in Municipality preferredPHYSICAL REQUIREMENTS:&middot; Prolonged periods of sitting at a desk and working on a computer&middot; The employee is required to stand, walk, use hands, fingers, feel, reach with hands and arms, talk, and hear&middot; Must be able to lift and/or move 15 poundsWORK ENVIRONMENT:&middot; The noise level is moderate to low&middot; Reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions of the jobSALARY RANGE: 60-85K (annually, based on experience)BENEFITS OFFERED:&middot; Medical, Vision, and Dental Plans&middot; IMRF Retirement Plan and 457 Deferred Compensation Plan&middot; Vacation, Sick, Personal, Paid Holidays&middot; Additional Benefits: Life Insurance, Short-Term Disability, Wellness ProgramAPPLICATION DEADLINE IS OPEN UNTIL DECEMBER 12, 2025If you are interested, please email an application and resume to Lisa Dixon, HR Generalist, at resumes@countryclubhills.org.
