Within the County organization, the <b>Health &amp; Human Services</b> <b>Behavioral Health Division</b> provides mental health and substance use treatment services for Door County residents and their families. Care is available to individuals of all ages, with federal guidelines prioritizing pregnant women and individuals who use intravenous drugs for substance use services.</p>
<p>
The department offers outpatient counseling, psychiatric and psychological evaluations, medication management, and support for co-occurring disorders. It also provides substance use counseling, OWI assessments, and the Intoxicated Driver Program. These services promote accessible, coordinated care that supports recovery and overall well-being.</p>

Job Summary:</b></p>
<p>
This position provides direct clinical services to individuals and families affected by mental health and/or substance use disorders within Door County. Working as part of a multidisciplinary team, the role involves assessment, therapy, case coordination, and oversight of treatment plans while maintaining compliance with applicable state and federal guidelines. The position supports behavioral health stabilization, recovery, and service integration across community systems.</p>
<p><b>
Essential Duties &amp; Responsibilities
</b></p><div><ul><li>Delivers individual, couples, and family therapy, and facilitates primary treatment and continuing care groups for clients with mental health and/or substance use needs.</li></ul>
<ul><li>Conducts client screenings, comprehensive assessments, diagnostic evaluations, and develops person-centered treatment plans using clinical judgment and evidence-based practices.</li></ul>
<ul><li>Maintains detailed, confidential records of treatment plans, services delivered, and client progress, in compliance with DHS Chapters 34, 35, 36, and 75 requirements.</li></ul>
<ul><li>Provides recovery-focused services to participants in Comprehensive Community Services (CCS), supporting community integration and functional improvement.</li></ul>
<ul><li>Participates in service planning for individuals under mental health commitments, including crisis planning and regular multidisciplinary team meetings.</li></ul>
<ul><li>Engages in community outreach, education, and consultation with agencies, schools, and service providers to raise awareness of behavioral health resources and promote wellness.</li></ul>
<ul><li>Offers professional training to internal staff, medical professionals, and external groups on clinical topics related to behavioral health and co-occurring conditions, as needed.</li></ul>
<ul><li>Collaborates in clinical staffing and cross-disciplinary team development to enhance service coordination and therapeutic outcomes.</li></ul>

<li><b>Communication:</b> Clearly documents clinical actions and communicates case details across service systems while maintaining confidentiality and professionalism.</li>
<li><b>Team Collaboration:</b> Works constructively in interdisciplinary teams to coordinate services, align treatment approaches, and support client recovery.</li>
<li><b>Regulatory Compliance:</b> Demonstrates working knowledge of DHS regulations and applies them consistently in documentation and service delivery.</li>
<li><b>Technical Proficiency:</b> Utilizes electronic health records and standard software tools effectively for documentation, scheduling, and coordination.</li>
<li><b>Cultural Competency:</b> Demonstrates sensitivity to and understanding of diverse backgrounds and community needs in behavioral health service provision.</li>
</ul><p><b>Required Education &amp; Experience</b></p>
<ul><li>Master&rsquo;s degree in Social Work, Counseling, Psychology, or a closely related field from a certified college.</li>
<li>Must hold an In-Training Certificate at time of hire.</li>
<li>Must obtain Wisconsin licensure as a Licensed Professional Counselor (LPC) or Licensed Clinical Social Worker (LCSW) within three (3) to five (5) years of employment.</li>
<li>Valid driver&rsquo;s license.</li>
</ul><p><b>Preferred Education &amp; Experience</b></p>
<ul><li>Dual certification or experience in treating co-occurring mental health and substance use disorders.</li>
<li>Knowledge of DHS 34 (Crisis Services) and DHS 36 (CCS) standards.</li>
<li>Previous experience working in community-based behavioral health settings.</li>
</ul><p><b>Physical &amp; Work Environment Requirements</b></p>
<p>
Work is primarily conducted in an office or clinical setting with minimal exposure to environmental discomforts. Tasks require frequent sitting, computer use, and verbal communication via phone and in person. Occasional travel within the county for home visits or community meetings may be necessary. Must be able to lift up to 10 pounds for routine office tasks.</p>

Job Summary</div>
<p>
The Area Manager provides operational leadership for Door County Library branch locations, excluding the Sturgeon Bay location, under the direction of the Library Director. This position ensures consistent service delivery, programming implementation, and public access standards across assigned branches through supervision of branch leadership and coordination with library-wide staff. The role exercises independent judgment in managing branch operations, supporting library planning and budgeting processes, and representing the Library Director in designated administrative and community matters.</p>

Essential Duties &amp; Responsibilities</div>
<div><ul><li>Directs operations across all library branch locations; provides guidance and oversight to Branch Managers to ensure consistent service aligned with Library policy and procedures along with consortium standards.</li></ul>
<ul><li>Supervises and evaluates Branch Managers; including approving payroll and participating in hiring process of direct reports and their subordinate staff. Ensures their team has needed tools, knowledge and resources to be successful.</li></ul>
<ul><li>Writes reports, monitors and verifies staff timesheets in the payroll system, and maintains accurate departmental records.</li></ul>
<ul><li>Oversees high-level branch programming, outreach, and collection development; assigns responsibilities and works with Branch Managers and HQ staff to align efforts with strategic priorities.</li></ul>
<ul><li>Regularly visits branch locations to evaluate performance, support local staff, and ensure uniform implementation of procedures and standards.</li></ul>
<ul><li>Assists in developing the annual library budget; monitors expenditures, performs internal financial transactions, and prepares reports.</li></ul>
<ul><li>Contributes to library-wide recordkeeping, state reporting, and policy implementation.</li></ul>
<ul><li>Participates in the Library&rsquo;s Management Team and contributes to strategic planning, service evaluations, and operational decision-making.</li></ul>
<ul><li>Collaborates with administrative and technical services staff to align branch operations with countywide goals and service models.</li></ul>
<ul><li>Keeps the library abreast of standards and trends and serves as liaison between the library and its borrowing consortium, serving on consortial committees as necessary.</li></ul>

<ul><li>Master&rsquo;s degree in Library Science (MLS/MLIS) from an ALA-accredited institution.</li>
<li>At least three (3) years of progressively responsible library or public service experience, including supervisory responsibilities.</li>
<li>Valid driver&rsquo;s license.</li>
<li>Equivalent combinations of education and experience may be considered.</li>
