General Description
The Procurement Specialist II performs advanced purchasing and contract administration for complex and technical materials, equipment, and services. This position is responsible for developing specifications, issuing competitive solicitations, evaluating vendor responses, and ensuring adherence to County, State, and Federal procurement regulations. Work is performed using the Bonfire electronic procurement platform and requires strong analytical, communication, and contract-management skills.
Duties and Responsibilities
The functions listed below represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
<ul><li>Provides guidance, training, and technical assistance to County departments on procurement procedures, specification development, and competitive bidding requirements.
</li><li>Develops, issues, and manages informal solicitations such as Requests for Quotes (RFQs) and small purchases within delegated thresholds.
</li><li>Conducts pre-bid and pre-proposal meetings; explains and interprets specifications, contract requirements, terms, and conditions to vendors and internal stakeholders.
</li><li>Prepares, publishes, and administers formal competitive solicitations&mdash;including Invitations to Bid (ITBs) and Requests for Proposals (RFPs).
</li><li>Posts, tracks, and manages solicitations and vendor communications through the Bonfire electronic procurement platform.
</li><li>Drafts or assists in developing technical specifications, scopes of work, and evaluation criteria in collaboration with departmental staff.
</li><li>Evaluates vendor performance, documents deficiencies, and assists in corrective actions.
</li><li>Monitors order status, schedules deliveries, and expedites materials or services as needed.
</li><li>Identifies/resolves shipment delays, quality concerns, and vendor performance problems.
</li><li>Ensures procurement actions comply with applicable County policies, State statutes, Federal regulations, and audit requirements.
</li></ul>Minimum Qualifications:
Strong communication, negotiation, and customer-service skills.
Ability to manage multiple projects, meet deadlines, and maintain accurate documentation.

Education &amp; Experience:
High school diploma/GED with four (4) years of progressively purchasing experience.
Note: Professional purchasing experience may be substituted with a degree on a year-for-year basis.

General Description
The purpose of this class is to perform difficult professional work trying cases, providing legal counsel to the court, prosecuting criminal cases and performs other complex legal functions.
Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
<ul><li>Prepares criminal cases for trial; locates and interviews witnesses and victims; gathers and reviews evidence; obtain copies of video and audio tapes, 911 calls and statements; visits crime scenes; plans jury trials; reviews pertinent case law; creates visual aids; interviews police officers.
</li><li>Represents the state in criminal trials; picks juries, makes opening statements, questions witnesses, introduces evidence, argues before a judge and jury, and delivers closing arguments.
</li><li>Contact and confirm information for victims of crimes to determine restitution and victim impact information.
</li><li>Handles felony jail docket; negotiates dispositions and discovery issues.
</li><li>Reviews criminal cases for appropriate disposition.
</li><li>Represents the state in Motions to Revoke Probation and other motion hearings.
</li><li>Coordinates with community supervision officers with regards to the appropriate terms and conditions of probation, progress of probationers, and issues regarding revocation, modification, or adjudication of probation.
</li><li>Performs a variety of complex, independent duties in conjunction with court trials, including performing discovery, evaluating legal theories and principles, performing research, etc.
</li><li>Ability to staff cases with TDFPS representatives to determine the appropriate course of action, i.e. removal FBSS, court ordered services, etc.
</li><li>Participates and assists in pre-trial preparations.
</li><li>Performs other complex legal functions in a specific, assigned legal area to include family violence, and emergency protective orders.
</li><li>Participates in settlement negotiations (mediations) in CPS cases.
</li><li>Performs related work as assigned.
</li></ul>Minimum Education and Experience Requirements:
<ul><li>Requires graduation from an accredited Law School and admitted to the practice of law in the State of Texas.
</li><li>Requires two to four years of experience in the practice of law, transactional, compliance law, litigation, jury trials or closely related experience.

The purpose of this class is to assists in the provision of a broad range of administrative, contractual, and civil legal services in support of county government operations with particular emphasis on open government laws; and, prosecution of criminal cases.
Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
<ul><li>Primary focus on research, analysis, and drafting concerning Public Information Act requests and submissions to the Texas Attorney General on a broad array of county records, responding to subpoenas seeking production of county records and records of county officials, and advising county officials concerning records retention policies and compliance with records retention statutes and regulations.
</li><li>Tries cases before jury or Judge.
</li><li>Performs a variety of complex, independent duties in conjunction with court trials, including performing discovery, evaluating legal theories and principles, performing research, etc.
</li><li>Offers pleas to defendants on criminal matters.
</li><li>Screens cases; reads offense reports to determine if a crime has been committed and prepares narrative for the charging information.
</li><li>Coordinates with the Adult Probation Department in reviewing and filing Motions to Revoke Community Supervision cases.
</li><li>Represents the county during bond forfeiture hearings.
</li><li>Enters pleas before the Judge.
</li><li>Prepares jail docket offers and calculates time already served.
</li><li>Participates and assists in pre-trial preparations.
</li><li>Performs other complex legal functions in a specific, assigned legal area to include misdemeanors, family violence, and JP appeals.
