<div></div><div><div><div>The Opioid Response Data Analyst supports Orangeburg County&rsquo;s Recovery Response Team (RRT) by collecting, analyzing, and interpreting data related to opioid and polysubstance-related incidents. This position ensures accurate tracking of overdose trends, referral outcomes, and community impact while maintaining compliance with all state and federal privacy standards, including HIPAA and 42 CFR Part 2. 
 
Work is performed under the direction of Orangeburg County EMS Director with considerable leeway to exercise independent judgment within the framework of applicable rules, regulations, policies and procedures in the performance of duties, both in terms of planning and accomplishing work. Position does other related work as required. Position is funded by a temporary project source and is subject to an end date. 
 
Duties and Responsibilities: 
 
The functions listed below are those that represent most of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary. 
 
<ul><li>Manage and maintain datasets related to EMS overdose encounters, law enforcement reports, law enforcement data, hospital outcomes, and follow-up referrals.</li><li>Develop secure data pipelines to integrate sources such as CAD, ESO, ODMAP, Central Square databases and state overdose surveillance systems.</li><li>Ensure data accuracy, completeness, and timeliness through validation, quality control, and cross-referencing.</li><li>Maintain detailed documentation of all datasets, metadata, and data flow processes.</li><li>Assist in compiling required data for state and federal reporting requirements (SCORF reports).</li><li>Perform routine analysis of overdose incidents, including geographic clustering, time-of-day trends, and demographic patterns.</li><li>Identify high-risk areas or populations for targeted outreach and prevention activities.</li><li>Analyze referral outcomes and engagement rates to assess RRT program effectiveness.</li><li>Develop predictive and situational dashboards to support rapid response and decision-making by EMS leadership and partner agencies.</li><li>Design and maintain dynamic dashboards, visual reports, and performance scorecards using Power BI, Tableau, or similar tools.</li><li>Prepare monthly and quarterly reports for EMS administration, county leadership, and state partners.</li><li>Create infographics and visual summaries for public education, community partners, and grant reporting.</li><li>Present findings at internal and external meetings, summarizing data trends in plain language for non-technical audiences.</li><li>Establish key performance indicators (KPIs) for overdose response and recovery engagement.</li><li>Evaluate the effectiveness of harm reduction and post-incident outreach initiatives.</li><li>Support the development of new interventions through evidence-based insights.</li><li>Assist with grant evaluation metrics and continuous improvement efforts.</li><li>Work collaboratively with OCEMS, Tri-County Commission on Alcohol and Drug Abuse, the Orangeburg County Sheriff Office, and behavioral health partners to exchange de-identified data.</li><li>Uphold strict confidentiality and data-handling standards in accordance with HIPAA, FOIA, and 42 CFR Part 2.</li><li>Participate in community coalitions, task force meetings, and partner workgroups as a data subject-matter expert.</li><li>Uses computer applications or other automated systems such as spreadsheets, word processing, calendar, e-mail, and case management software in performing work assignments.</li><li>Perform other duties and related work as instructed and assigned.</li></ul>

This job has no supervisory responsibilities. 
 
Minimum Education and Experience Requirements: 
 
<ul><li>High School diploma or GED equivalent required.</li><li>Two (2) or more years of experience in data analytics, preferably in a public health or emergency services setting.</li><li>Demonstrated ability to clean, analyze, and visualize large datasets from multiple sources.</li><li>Strong written and verbal communication skills, including experience presenting data findings to non-technical audiences.</li><li>Ability to manage sensitive information with discretion and confidentiality.</li><li>Experience with EMS charting systems and ODMAP / state overdose dashboards.</li><li>Familiarity with substance use disorder data, harm-reduction programs, or community paramedicine.</li><li>Experience in grant-funded program evaluation and federal/state reporting frameworks.</li><li>Knowledge of geospatial mapping and GIS tools for hotspot analysis.</li></ul> 
Special Certifications and Licenses: 
 
<ul><li>EMT Certification: State and National Registry</li><li>BLS, FEMA ICS 100, 200, 240, 700 and 800.</li><li>Must possess and maintain a valid South Carolina Driver&rsquo;s License.</li></ul> 
Physical Demands: 
 
Performs medium to heavy work that involves bending, stooping, reaching, twisting, climbing, balancing, kneeling, pushing, pulling, grasping walking, standing, stooping, jumping, digging and physically raising and manipulating objects of varying size, shape, weight, and material.
 
 
Position involves exerting between 20 and 50 pounds of force on a regular and recurring basis and 50 to 100 pounds of force on an occasional basis. Must be able to lift 125 pounds. This position may require walking for extended periods, treading rough and uneven terrain, and working in close proximity to motoring traffic and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. Frequently exposed to outside environment in all weather conditions, noise, and oil or grease.
