A key part of the Natural Resource Specialist&rsquo;s role will be to plan and coordinate fuels reduction projects throughout the county park system. Working with a team of highly skilled Natural Resource professional, the Natural Resource Specialist will have the opportunity to:</p><ul><li>

The ideal candidate will have a degree in forestry, biology, natural resource management, or environmental studies with related coursework such as aquatic ecology, zoology, fisheries management, conservation biology, geomorphology, hydrology, geology, GPS/GIS, statistics, plant ecology, and water law.<br>
<br>
<b>Natural Resource Specialist I</b> is the entry-level class and works under immediate supervision. Incumbents may be assigned to a specific area or may work in multiple natural resource disciplines. This class is flexibly staffed with Natural Resource Specialist II and incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher level.<br>
<br>
<b>Natural Resource Specialist II</b> is the fully experienced, journey-level class that works under general direction. Incumbents at this level are capable of independently performing the full range of duties in one or several specialized areas and are expected to serve as subject matter experts in these areas. Incumbents may provide direction and leadership on a project basis to professional, technical, support, consultant/contract, and volunteer staff.<br>
<br>
<b>Natural Resource Specialist III </b>is the advanced journey class in the series. At this level, incumbents are assigned to work on multiple specialized, complex and sensitive projects with duties that require the frequent application of analytical and program coordination skills exercised in an independent context. Positions at this level may provide supervision and leadership on a project basis to consultants/contractors, volunteers and other County staff. The Natural Resource Specialist III is distinguished from the Natural Resource Specialist II whose assignments and programs are within a narrower range of areas. The Natural Resource Specialist III is further distinguished from the Senior Natural Resource Specialist classification in that the latter is the lead or specialist worker, responsible for planning and coordinating complex, specialized programs, providing direction to Natural Resource Specialist I-III staff, including assigning, directing and reviewing the work of professional staff, or work on dedicated projects or the largest, most visible, complex and political assignments within their designated program.</div><p></p>
<div><h2 class="jobSectionHeader"><b>Examples Of Duties</b></h2></div>
<div><p><b>Duties may include, but are not limited to, the following:</b></p><br>

Develops, implements, coordinates, monitors, manages, and evaluates many vegetation management and habitat restoration projects.</li><li>
Serves as a subject matter expert for invasive species control, vegetation management techniques, and integrated pest management for the department, the County, external agencies, businesses, community groups and staff.</li><li>
Collects spatial data relating to native and non-native plant occurrences and vegetation management work and trains staff, contractors, and other partners in proper collection protocols.</li><li>
Manages vegetation management and plant occurrence databases for County Parks.</li><li>
Analyzes spatial data needs of the department using GIS software (ArcGIS Pro, ArcMap, ArcGIS Online).</li><li>
Create high-quality maps using GIS for Natural Resource Management projects and other departmental needs.</li><li>
Conducts small-scale herbicide applications through the possession of a qualified applicators license (QAL) and teaches and oversees staff and contractors on appropriate control methods.</li><li>
Coordinates with a Pesticide Control Advisor to obtain Pesticide Control Recommendations for the department.</li><li>
Supervise seasonal employees and train them in vegetation identification, vegetation mapping, non-native plant control techniques, including manual, mechanical, and chemical techniques.</li><li>
Organize meetings and schedules for vegetation management contractors, seasonal employees, and communicate this effectively to other natural resource management staff, volunteer staff, interpretive staff, ranger staff, and administrative staff.</li><li>
Reviews scientific permit applications for research in County Parks and administers and writes pertinent natural resource protection guidelines for permits.</li><li>
Reviews and provides comments on various technical and environmental documents, including environmental impact reports, initial study/mitigated negative declaration, mitigation plans, and biological assessments.</li><li>
Develops, prepares, negotiates, and monitors grants; ensures compliance with grant stipulations and funding agency reporting requirements.</li><li>
Prepares written materials such as permit applications, narrative and annual reports, technical charts, and publications.</li><li>
Maintains environmental regulatory compliance and monitoring required by permits and project activities.</li><li>
Research evolving Best Management Practices (BMP&rsquo;s) utilized within the industry and incorporate these measures into project plans when applicable.</li><li>
Develops, conducts, monitors, and evaluates comprehensive outreach, public education, training, and media activities.</li><li>
Reviews consultant deliverables and invoices to ensure compliance with contract stipulations, permits, and County standards.</li><li>
Represents the Parks Natural Resource Management division on committees, boards, and other related groups.</li><li>
Participates in the development and implementation of policies and procedures for new and existing programs.</li><li>
Manages vegetation management budgets, including tracking invoices and staying apprised of available funds.</li><li>
Provides management with information related to developing and monitoring budgets.</li><li>
Stays abreast of new trends, laws, regulations, and innovations in the related fields of natural resource conservation, environmental compliance, and permitting.</li><li>
Performs related duties as assigned.</li></ul></div><p></p>

<b>Education and Experience:</b><br>
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. Typical ways to qualify are:<br>

Level I</b>: A Bachelor of Science degree in Natural Resource Management/ Ecology, Environmental Science, Wildlife Biology, or a related field.<br>
<br>
<b>Level II</b>: Three years of relevant experience.<br>
<br>
<b>Level III</b>: Five or more years of journey-level relevant experience that comprises a broad range of area.<br>
<br>
<b>Substitution</b>: A Master of Science degree in Natural Resource Management/ Ecology, Environmental Science, Wildlife Biology or related field plus two years of relevant experience.</div><div><br>

License</b>:<br>
Possession of a valid California Driver's license or equivalent.</div><p></p>

The Position</b></div><div>
In June 2025, the County&rsquo;s Board of Supervisors voted unanimously to reestablish a countywide human trafficking prevention pilot program in the District Attorney&rsquo;s Office. The pilot program is an investment in technology and expertise to provide education and outreach, protect victims, prevent exploitation, identify traffickers, and bring perpetrators to justice.</div><div><br>
Working under the direction of and closely with the Director of Interjurisdictional Operations, the Human Trafficking Prevention Analyst (Prevention Analyst) will help conduct research and track and collect data regarding human trafficking crime activity, as well as targeted prevention efforts, to guide the county&rsquo;s efforts to combat human trafficking and support the victim/survivors.</div><div><br>
The Prevention Analyst will work closely with partner agencies &ndash; including community-based organizations, law enforcement agencies, agencies providing victim services, local cities, and school districts to track the scope of human trafficking in San Mateo County. In addition, the Prevention Analyst may attend daytime and evening meetings with community-based and other organizations, representing the Director of Interjurisdictional Operations.</div><div><br>
Using the research findings and the collected data, the Prevention Analyst will draft high-level reports to inform policymakers, including the Board of Supervisors, of the progress of the human trafficking prevention initiative.</div><div><br>
Expertise in research and data extraction, management, and reporting are essential to success in this position. Additionally, strong verbal and written communication skills are required to prepare analyses, reports, and presentations. Limited Term Position</b></div><div>
Funding for this pilot program has been approved through December 2026, so this position is being filled as a <b>Limited-Term</b> position.<b> </b>Limited-term positions are full-time, fully benefited, temporary positions. Limited Term employees receive medical and dental benefits, like regular employees, and a defined contribution retirement plan (401-A). Depending on need, the position could become a regular position, but there is no guarantee of this.<br>
