<p></p><div><div><div><p>San Mateo County Health is seeking a well-qualified individual for the position of <b>Community Program Analyst II - Aging &amp; Disability Services</b>.<br>

The Community Program Analyst II position within the In-Home Supportive Services (IHSS) Unit, a community-based service for older adults and people living with disabilities, within the Aging and Disability Services (ADS) Division. The position performs a variety of technical tasks related to monitoring, policy interpretation, policy development, and development of training materials for the IHSS program. Much of the work includes compiling and analyzing data, collaborating with staff and clients/families to ensure a service delivery system that is responsive to the needs of older adults and people with disabilities. Individuals should have knowledge of issues regarding aging, disabilities, functional/cognitive/mental limitations and experience in QA within a large, regulation driven service delivery system.<br>
<br>
The Community Program Analyst will conduct QA case documentation reviews, home visits, and consultation as detailed by the California Department of Social Services (State). The analyst will provide technical guidance and education on program regulations and county operations and produce monthly, quarterly and year-end reports for Aging and Disability Services management/executives and State QA/Program Integrity. In addition, the analyst will serve as liaison among social workers, Public Authority and IHSS clients/providers to resolve disputes. The role also includes leading investigations and collaboration with the California Department of Health Care Services on suspected program misuse and oversight of all required QA monitoring work of the unit.<br>

Community Program Analysts provide technical assistance and evaluate program functions to support effective community and client service delivery. They serve as County liaisons with contract service providers, and community-based organizations, ensure compliance with program regulations and procedures and monitor contracts related to assigned programs. Analysts may also perform other work-related duties as required.<br>
<br>
The current vacancy is in the ADS Division located in San Mateo, CA, but may move to the South San Francisco office if needed. The position will travel throughout the County to perform the duties of this position. Travel to meetings and training courses located in Sacramento and other counties is also required.</p><p><br>
<br>
The<b> ideal candidate </b>will demonstrate:</p><ul><li>
Fluency in Spanish, Russian, Tagalog, Mandarin, or Cantonese <b>(preferred but not required</b><b>)</b>.</li><li>
A self-directed, proactive, and solutions-oriented approach, with strong attention to detail.</li><li>
Excellent written and verbal communication skills.</li><li>
Two to three years of leadership experience in a highly regulated program.</li><li>
Prior experience with IHSS.</li><li>
The ability to prepare professional, detailed written and statistical reports, including experience with data entry.</li><li>
Proficiency with Microsoft applications (Word, Outlook, PowerPoint, Excel, Teams, Power Apps), Adobe, and the ability to quickly learn multiple database systems such as the Case Management, Information, and Payrolling System (CMIPS II).</li><li>
Skill in building strong, collaborative working relationships with organizations and individuals from diverse backgrounds.</li><li>
Capacity to manage projects while balancing multiple assignments, adjusting priorities, and meeting deadlines.</li><li>
Strong knowledge of systems of care for older adults and people with disabilities from diverse backgrounds and cultures, including experience conducting home visits.</li><li>
Familiarity with QA desk reviews and home visits, including identifying assessment discrepancies and concerns, and developing solutions to improve compliance with regulations.</li><li>
The ability to analyze, interpret, and implement new and existing federal, state, and county regulations and laws related to IHSS and the continuum of care for older adults and people with disabilities</li></ul><div><b><br>
This is a limited term, at-will position. </b><i>Limited Term Employees are assigned to assignments not to exceed three years. Participating in departmental, countywide, and state-level planning processes.</li><li>
Analyzing, monitoring, and incorporating legislative changes and other relevant information into program policies and procedures.</li><li>
Performing administrative duties related to QA, program integrity activities, and suspected misuse of program funds.</li><li>
Providing consultation and assistance to the community as needed.</li><li>
Monitoring and supporting compliance with regulatory changes such as the Fair Labor Standards Act.</li><li>

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:</div><div><br>
Bachelor's degree in public or business administration, management or a related field and four years of professional level analytical, administrative and programmatic experience in a community-related setting, including some experience in contract monitoring.<br>
