<div><p><b>TITLE: Proposal Associate</b></p>
<p><b>Location: Ashburn, VA (open to remote or hybrid for strong Commercial or Data Center Estimating Exp)</b></p>
<p><b>POSITION SUMMMARY: </b>The Proposal Associate, Preconstruction-Estimation is responsible for assisting the Sales Team &amp; Operations/Project Managers with the development of proposal packages for customer deliverables and assure all aspects of the final proposal deliverable is ready for distribution by the sales rep. Interacts &amp; communicates with internal resources such as Estimation, Preconstruction, Engineering, OTS/Controls, CX and operations teams to produce the overall delivery proposals. Has professional appearance and excellent communication skills.</p>

<ul><li>Assists sales personnel by obtaining the necessary data to assure the Preconstruction and estimation departments have what they need to compile the deliverable.</li></ul>
<ul><li>Conducts weekly estimation deliverable meeting to assure all lines of business are aware of actions items to assure timely deliveries.</li></ul>
<ul><li>Prepares Proposals for the following hierarchy business lines:</li></ul>
<p><b>a. Data Center Implementation (DCI)</b></p>
<p>i. Design Build Projects</p>
<p>ii. Other Construction (Turnkey Projects)</p>
<p>iii. White Space Fit Out (TFO)</p>
<p>b. Service Operations (SO)</p>
<p>i. Battery Install</p>
<p>ii. Battery Maintenance</p>
<p>iii. Electrical Maintenance / Testing</p>
<p>iv. Facility Operations</p>
<p>v. HVAC Install</p>
<p>vi. HVAC Maintenance</p>
<p>vii. Monitoring</p>
<p>viii. OTS/Controls</p>
<p>ix. QA/QC and CX Services</p>
<ul><li>Prepares proposals and participates in presentations, as necessary, in conjunction with the PreCon Managers/Estimators.</li></ul>
<ul><li>Works with the marketing team to ensure we have the necessary components within our proposal package.</li></ul>
<ul><li>Assists on startup package for project handoffs upon award for Sales Rep.</li></ul>
<ul><li>Reviews awarded projects with Operations/Project Manager.</li></ul>
<ul><li>Is responsible for assisting in special projects.</li></ul>
<ul><li>Advocates and enforces proper safety measures in all company operations.</li></ul>
<ul><li>Travel</li></ul>

<p>Education/Experience (Desired):</p>
<ul><li>Minimum 2-3 years of general construction, mechanical, electrical, low volatage or trade school experience.</li></ul>
<ul><li>Knowledge of Project Management/Bidding software Procore</li></ul>
<ul><li>Must have a stable work history</li></ul>
<ul><li>Field experience is preferred but not required</li></ul>
<ul><li>Bachelor&rsquo;s degree in marketing, advertising, journalism, engineering, or related degree.</li></ul>
<ul><li>Experience in program/project management is a plus.</li></ul>
<p>Knowledge/Computer Skills:</p>
<ul><li>Knowledge of Microsoft Office packages.</li></ul>
<ul><li>Ability to communicate with Internal resources to determine their needs.</li></ul>
<ul><li>Ability to forecast requirements, resources and projected timelines required to complete the deliverable.</li></ul>
<ul><li>Basic accounting skills.</li></ul>
<ul><li>Ability to work closely with management.</li></ul>
<ul><li>Must have excellent verbal and written skills.</li></ul>

<p><b>SCHEDULE: First 2 weeks in office (4) days from 8:00am to 3:30pm. Then regular hours will be 11:00am to 6:30pm EST</b></p>

<div></div><div><b>POSITION SUMMARY: </b>The Construction Scheduler II will provide various functions, which primarily involve providing expertise in the area of project controls, scheduling, and schedule analysis; earned value management and construction activities in support of a construction program. They will ensure that a project is carried out within the projected time-frame and work closely with Project Managers and site staff to compile data for cost and time status on projects.

<div></div><ul><li>Highly proficient in Primavera P6 and Microsoft Project, including development of Work Breakdown Structures (WBS), critical path analysis, constrained logic, and schedule baselines specific to commissioning workflows</li>
<li>Strong understanding of commissioning sequencing, including equipment pre‑functional testing, point‑to‑point checks, functional performance testing, integrated system testing (IST), and phased turnovers</li>
<li>Demonstrated experience coordinating schedules with equipment vendors, testing agencies, commissioning authorities (CxA), contractors, and owners to ensure realistic durations, resource availability, and risk‑aware execution</li>
<li>Skilled at schedule risk analysis and &ldquo;what‑if&rdquo; scenario planning, identifying compression opportunities and mitigation strategies in response to late design deliverables, long‑lead equipment, or construction delays</li>
<li>Ability to translate complex technical commissioning requirements into clear, actionable schedules, dashboards, and narratives suitable for executive, owner, and client review</li>
<li>Experienced in supporting start‑up and commissioning in fast‑paced, startup‑style environments, adapting schedules quickly as scope, design maturity, or procurement strategies evolve</li>
<li>Strong collaboration and communication skills, with experience facilitating commissioning schedule reviews, coordination meetings, and milestone planning sessions across multidisciplinary teams</li>
<li>Detail‑oriented and claims‑aware, with the ability to document schedule impacts, commissioning delays, and recovery actions to support transparency, change management, and potential REA or claim efforts</li>
<li>Develop resource load and level project schedules using the performance work statement (PWS), technical proposal, WBS, and oral directions from senior project managers and technical leads.</li>
<li>Understand EVMS best practices.</li>
<li>Analyze drawings, specifications, and scope of work in the preparation and acceptance of usable Baseline schedules for construction.</li>
<li>Monitor multiple project schedules being developed and updated by Operations staff and provide guidance, as necessary.</li>
<li>Interact with the Operations team and represent CPG and its partners in the best manner to owners, subcontractors, and their representatives.</li>
<li>Support the development of conceptual bid and proposal schedules with executive management and present to selection committees if required.</li>
<li>Utilize analytics to identify and report on project trends.</li>
<li>Effectively cost and manpower load schedules for use during the execution of the project.</li>
<li>Evaluate the actual construction status relative to proposed plan.</li>
<li>Analyze and communicate the impact of changes to the schedule.</li>
<li>Prepare Time Impact Analyses per recommended practices by commonly accepted standards.</li>
<li>Travel to project sites.</li>
 <li>Critique, create, and recommend improvements to departmental policies and procedures.</li>
 <li>Be responsible for special projects and other departmental duties as necessary.</li>

<ul><li>Undergraduate degree in Engineering, Architecture, Construction Management or a related discipline.</li>
<li>8+ years scheduling experience on commercial construction project (Data Center Experience a plus!) with at least 8 years focused on planning and scheduling.</li>
<li>Or Certification with a (PMI-SP, or PMP or SIX Sigma) is preferrable.</li>
<li>Proven success implementing strategic initiatives.</li>
<li>Familiarity with the concepts of Lean Scheduling, EVMS, resource loaded scheduling, and its interface into traditional CPM schedule is preferred.</li>
<li><b>U.S. citizenship is required</b></li>
</ul><div><b>Computer Skills:</b></div>
<ul><li>Advanced proficiency in Microsoft Project</li>
<li>Auto Cad or Bluebeam or PDF drawing takeoff experience</li>
