Payroll Specialist / Compliance Manager Pay: $27.00&ndash;$32.00 per hour (depending on experience) Job Type: Full-time Schedule: Monday&ndash;Friday | 7:30 AM &ndash; 4:00 PM Work Location: In person &ndash; Temecula, CA 92590Job SummaryWe are seeking an experienced Payroll Specialist with a emphasis on certified payroll and labor compliance. This position supports payroll, labor compliance, estimating, and general office operations. Public works experience is a plus.Required Qualifications<ul><li>High School diploma or equivalent</li><li>2+ years payroll processing experience; familiarity with Paychex, ADP or Sage preferred</li><li>Minimum 2 years of experience in labor compliance, certified payroll, and construction administration for public works</li><li>Proven ability to audit subcontractor certified payroll reports for accuracy and compliance</li><li>Proven knowledge of California Prevailing Wage and Davis-Bacon requirements</li><li>Experience with LCP Tracker and DIR reporting</li><li>Proficiency in Microsoft suite</li><li>QuickBooks experience (a plus)</li><li>Strong attention to detail and organizational skills</li><li>Strong verbal and written communication skills</li><li>Ability to multitask, prioritize, and work independently</li><li>2+ recent years in the general construction industry</li><li>Reliable transportation and clean driving record</li><li>Be able to pass a background check &amp; drug screening</li></ul>Duties and ResponsibilitiesGeneral Office<ul><li>Data entry, filing, and phone support</li><li>Set up and maintain new contract/job files</li></ul>Certified Payroll &amp; Labor Compliance<ul><li>Process and submit weekly certified payroll reports</li><li>Maintain compliance reporting with required agencies</li><li>Prepare and track DAS 140 and DAS 142 forms</li><li>Track apprentice training fund contributions</li><li>Track and audit subcontractor certified payrolls and required compliance documentation</li></ul>Payroll &amp; Human Resources<ul><li>Weekly payroll processing</li><li>Set up new hires</li><li>Handle changes, wage withholdings, and garnishments</li></ul>Estimating Support<ul><li>Assist estimators with bid preparation</li><li>Download and organize plans, specifications, and addenda</li><li>Prepare bid books and maintain bid boards</li><li>Track bid bonds</li></ul>Preferred Qualifications&middot; Notary Public required within 6 months of hire; certification cost covered by employer after probationary periodBenefits<ul><li>401(k) with Safe Harbor vesting after 5 years</li><li>Sick Leave per CA Statues</li><li>Health insurance</li><li>Progressive Paid Time Off (PTO), details provided upon hire</li></ul>Application Instructions<ul><li>Resumes and references must be submitted in PDF format only</li><li>Applications without a resume will not be reviewed</li><li>Word documents will not be opened</li></ul>Equal Employment Opportunity Statement We are proud to be an Equal Opportunity Employer.
