JOB SUMMARY
This position is within Public Services of the District of Columbia Public Library (DCPL) and serves as an Education Services Specialist in the Adult Learning Department (ALD). DCPL System serves the entire Washington metropolitan area. The Library System comprises the Central Library, 25 neighborhood branch libraries, and employs approximately 600 employees. The DCPL is making a number of service improvements and embarking on a major transformation into a 21st century library system. The new state-of-the-art system will have innovative programs, advanced technology, expanded literacy services, modern and welcoming facilities, and robust collections, as well as serve as a national model for libraries around the nation.
The Adult Learning Department has two divisions: Adult Literacy and Digital Training. The Adult Literacy Division offers services such as book discussions, English Conversation Circles for non-native speakers of English, outreach, the GED Ready Practice Test, and individualized tutoring for eligible customers. The Digital Training Division offers over 20 different computer classes ranging from beginner to advanced levels in Microsoft and Google applications. Credentialing services include the NorthStar Digital Literacy Assessment and earning certification as a Microsoft Office Specialist.
The Education Services Specialist is responsible for planning and delivering quality instruction to adult education learners who are pursuing a high school diploma and/or basic academic skills in writing, reading comprehension, mathematics, science, and social studies. This position helps fulfill the mission of the department by providing instruction for the tutoring services.

MINIMUM QUALIFICATION REQUIREMENTS<ul><li>
Must possess a Master&rsquo;s in Education or related field</li><li>
Five (5) years or more of progressive experience in teaching GED or CASAS.</li><li>
Knowledge of teaching techniques, theories, and subject matter; and ability to instruct groups from diverse backgrounds.</li><li>
Demonstrate knowledge and competence of adult educational theory and andragogy, standardized assessments used in adult education, such as the GED preparation, CASAS, TABE, and other similar tests.</li><li>

Education Services Specialist

The DC Public Library manages a leisure library at the DC Jail, serving the incarcerated population housed at two connected facilities: the Central Treatment Facility (CTF) and the Central Detention Facility (CDF). Both facilities are managed and operated by the DC Department of Corrections. DCPL operates a walk-in library housed within the education unit at the CTF and provides mobile book cart service to residents of CDF.
The Assistant Manager at the DC Jail Library is part of the Service Design and Engagement Department at DCPL. The Assistant Manager reports to the Health &amp; Human Services Manager and works closely with staff at the Department of Corrections to ensure library services are provided in accordance with Department of Corrections regulations and operations.
The DC Jail is a secure facility operated and managed by the DC Department of Corrections. As such, the DCPL Jail Library is operating inside the space of another agency and requires an Assistant Manager who can effectively manage a program across two government agencies, working collaboratively with staff and administration at both agencies.
The Assistant Manager&rsquo;s tour of duty is Monday-Friday, 7:30 AM - 4:15 PM, and will report daily to the DC Jail. Entrance into the jail requires a daily full-body scan; no personal cell phones are allowed inside the facility; anything coming into the jail must be in a clear container. Meetings with DCPL colleagues typically take place outside the jail, usually at the Martin Luther King, Jr. Memorial Library.

Develop and deliver programming that meets the needs of the inmate population.</li><li>

For the past decade, the District of Columbia Public Library (DCPL) system has been undergoing an aggressive transformation to modernize its facilities and set the strategic direction for 21st century public library services in the District of Columbia. DCPL&rsquo;s physical campus includes 25 neighborhood libraries and the newly modernized Martin Luther King, Jr. Memorial (Central) Library.
DCPL is seeking a Library Program Coordinator (Selector) in the Collections Department. Under the supervision of the Associate Director of Collection Services, the Library Program Coordinator works with vendors, staff, and other Collections stakeholders to efficiently build on and improve DCPL&rsquo;s collection. This position is responsible for the selection of adult nonfiction, periodicals, and government documents print and electronic materials for DCPL. Support the Director of Customer Experience in customer journey mapping, monitoring, and measuring the quality of the agency&rsquo;s customer service delivery, customer data collection, identifying trends and patterns in customer feedback, evaluating customer-facing processes throughout the agency, and making recommendations for process improvements.</li><li>
Collaborate with the Communications and Collections Departments to design collection display standards and develop a collection display calendar.</li><li>

 MINIMUM QUALIFICATION REQUIREMENTS<ul><li>
Bachelor's degree in Business Administration from an accredited college and/or university</li><li>
1-2 years of experience in Customer Service or Customer Experience Role in a public sector/government environment</li><li>
1-2 years of experience in developing customer education campaigns</li><li>
1-2 years of experience in conducting language access, cultural sensitivity, and customer service training</li><li>
Comprehensive knowledge of Language Access Compliance and/or working with culturally diverse community stakeholders throughout the District.</li><li>
Excellent skills in verbal, written, and interpersonal communications, including the ability to persuade, motivate, and make public presentations; to work in a dynamic, people-centered role, such as customer service, community engagement, or public relations.</li><li>
Bilingual: Fluent in Spanish</li><li>
Comprehensive knowledge of adult learning techniques and methods in order to implement needs assessments, to conduct training, and to conduct follow-up to determine the transfer of training.</li><li>
Demonstrated ability to work successfully in complex, fast-paced environments.</li><li>
Ability to exercise sound judgement in problem-solving, without close supervision.</li><li>

LICENSES AND CERTIFICATIONS
The candidate must successfully pass the Language Proficiency Test (LPT) with a score of at least 3+ or &ldquo;High Intermediate +&rdquo; on the standard 1-5 scale within the first 180 days of their effective date of hire and remain certified during the duration of the appointment. 
WORKING CONDITIONS/ENVIRONMENT
The work is, generally, sedentary in nature; however, there may be local travel (within the District) to meetings, events, and activities, as well as walking, standing, and bending. 
DISTRICT REFERENCE CHECK

Type of Appointment: Career Service Full-Time Appointment
Tour of Duty/Schedule: This position primarily works during standard business hours with flexibility to perform duties during evenings and weekends to support operational needs.
Collective Bargaining Unit: This position is covered under a collective bargaining agreement.

Appointed Salary - The selected incumbent will be appointed at the appropriate salary rate of CS 13 based on the DPM's guidelines.
Budgeted Salary - This position is budgeted for a minimum salary of $106,763 to a maximum salary of $120,451.

RESIDIENCY REQUIREMENT
A person applying for a position in the Career Service, Educational Service, Management Supervisory Service, an attorney position in the Legal Service (series 905) other than the Senior Executive Attorney Service (SEAS), or an attorney position in the Excepted Service (series 950) who is a bona fide District resident AT THE TIME OF APPLICATION for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present no less than 8 proofs of bona fide District residency and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment. 
EMPLOYMENT BENEFITS
Selectee will be eligible for health and life insurance, annual (vacation) and sick leave, and will be covered under the District of Columbia government's retirement plan. However, if the selectee was previously employed in the District of Columbia government under an appointment for which he/she was eligible for Civil Service Retirement (CSR), contributions to CSR will resume upon re-employment.
