The Capital Projects Manager (CPM) position is part of the District of Columbia Public Library (DCPL) Capital Planning and Construction division.
The District of Columbia Public Library is a vital and cherished institution with significant ongoing investments in new and modernized libraries across all eight wards. Beautiful, award-winning, well-loved libraries make up the Library Built environment within the District and are benchmarked nationally and internationally.
Capital Planning and Construction is responsible for new construction and renovations with a strong commitment to excellence in the civic built environment. We are focused on creating civic destinations that are context-sensitive, human-centered, and climate-forward.
The position reports to the Director of the division.
The position is primarily based out of MLK Jr. Memorial Library, a landmark, and celebrated central library that reopened after an extensive $200M+ renovation in 2020. This position is one-year term renewable year over year, subject to performance, compatibility of skillset to project phase and continued funding.
The position will have significant impact both within and outside the DC Public Library in safeguarding and enhancing credibility within the communities, District administration and agencies, as well as with design and construction industry partners.
The CPM will routinely collaborate with internal library team members, design &amp; construction firms, trade contractors, utility companies, furniture, fixtures and equipment suppliers, other service providers, and district agencies. 
MAJOR DUTIES AND RESPONSIBILITIES<ul><li>
The CPM will support human-centered and inclusive design that is responsive to the needs of the community with age-appropriate environments that accommodate a diverse range of library patrons and facilitate various activities.</li><li>
The CPM will shepherd the delivery of the assigned new construction and renovation projects within the Library Built Environment Roadmap within budget and on time while adhering to safety and compliance requirements.</li><li>
The CPM will seek guidance as needed to then independently manage and monitor the simultaneous design, construction or renovation of 1 to 2 library projects.</li><li>
With direction from the Director, CPM will contribute to the projects that are climate-forward, net-zero energy ready.</li><li>
The CPM will support design and construction that integrates advanced building systems, including acoustics, mechanical, electrical, plumbing, building automation, AV technology, and security, into resilient and vibrant interior spaces within a high-performing building envelope.</li><li>
The CPM will collaborate with the CPM team to make recommendations to the Division head for approval, to enable timely decisions, holding collaborators and contractors accountable, and initiating corrective actions when needed.</li><li>
The CPM will be extremely organized and maintain strict project records including document control and flow.</li><li>
The CPM will formulate and refine succinct scopes of work, propose project delivery methodologies, formulate well thought through conceptual schedules, and market informed cost estimates and budgets.</li><li>
The CPM will anticipate and proactively initiate administrative, technical, and fiscal actions to mitigate risks to scope, schedule, budget and compliance.</li><li>
Based on the needs of the project, the CPM will enable preliminary feasibility studies, site due-diligence investigations, geotech borings, Phase I &amp; II environmental assessments, and map out the regulatory process to validate the project&rsquo;s scope, budget, schedule for the project.</li><li>
During the solicitation process, the CPM will collaborate with the procurement team in selection of the most qualified consulting design, engineering, construction firms and or other contractors. The CPM will provide the Director of Capital Projects a detailed recommendation for award of contract. The CPM will support contract negotiation and contract issuance process including tracking the budgetary and legal sufficiency packages required for Council award.</li><li>
Upon award of contract(s), the CPM will serve as the contract administrator, and onboard the selected firm(s) ensuring compliance with all contractual and fiscal statutory requirements throughout the contract term. The CPM will, as required, serve as the contract administrator for assigned contracts and review contractor performance and ensure timely payment for rendered services. The CPM will, as required, serve as a panel member to support team members shepherding concurrent Capital projects.</li><li>
During the design process, the CPM will collaborate with consulting design partners to establish and maintain alignment with goals, budget, and schedule, while proactively mitigating risks to success.</li><li>
The CPM will monitor projects and flag to the Director any deviation from program goals, agency policies, schedule changes, and changes to the objective performance and operational characteristics of the project.</li><li>
For each phase of the design process&mdash;starting with building program finalization, through concept, schematic design, design development, permitting, construction documents, and GMP finalization&mdash;the CPM with guidance from the Director monitor, and review narratives, drawings, presentations, and specifications.</li><li>
At the culmination of each phase, the CPM will ensure alignment with project goals by informing, consulting, seeking input, and obtaining support or approval from relevant internal and external stakeholders and regulatory entities.</li><li>
The CPM will have the ability to effectively collaborate with internal staff &amp; external partners who possess extensive knowledge and background in urban development, engineering and architecture.</li><li>
The project manager will collaborate with internal and external partners/stakeholders for resolution of complex routine challenges throughout the project lifecycle to ultimately enable successful completion.</li><li>
During construction, the CPM will review submittals, ASIs, RFIs, and onsite conditions to ensure adherence to design intent. The CPM will work with design and construction partners to resolve conflicts arising from interpretations of drawings and specifications.</li><li>
The CPM will perform site inspections, monitor construction quality, ensure compliance with safety and labor laws, adherence to project schedules, and cost control.</li><li>
The CPM will integrate library stakeholders at appropriate points during construction to facilitate a smooth project acceptance process, including equipment start-up, commissioning, testing, training, and staff move-in.</li><li>
The CPM will also manage the hand-off of record drawings, specifications, and warranty documents.</li><li>
The CPM will apprise and provide the Director of Capital Planning &amp; Chief Procurement Officer with justification for the need for contract change orders related to cost or schedule based on an exhaustive review of site conditions, field measurements, and basis for change in cost or schedule.</li><li>
The CPM will be responsible for timely issuances of payments for design and construction services rendered and for ensuring all project closeout requirements have been met.</li><li>
The CPM, in conjunction with the design and construction partners, shall support coordination operations with any District and Federal and agencies with jurisdictions through the planning, design and construction phases.</li><li>
The CPM will support the Director of Capital Projects, District agencies, contractors and vendors as required for stewardship of the Library built environment.</li><li>
The CPM performs related duties as assigned.</li></ul> 
MINIMUM QUALIFICATION REQUIREMENTS<ul><li>
Must possess a Bachelor&rsquo;s Degree from an accredited college or university in either of the following disciplines: Architecture, Interior Design, Building Technology, Engineering, Real Estate, Construction Management, Environmental Science or other related fields. LEED accreditation, professional registration.</li><li>
A minimum of 3 years in the AEC (Architecture, Engineering, and Construction) industry with a minimum of 1 year within an owner&rsquo;s project delivery team.</li><li>
 Experience in planning, design and construction of typologies such as mixed-use, Cultural, Retail, Civic, or innovative workspace and learning environments.</li><li>
Experience of successful delivery of built environment projects while being proactive, collaborative, ethical, and credible.</li><li>
Some knowledge of initiating administrative, technical, and fiscal actions to mitigate risks to scope, schedule, budget and compliance.</li><li>
Reasonable technical knowledge of successfully supporting concurrent new construction and complex renovation projects, collaboratively through the entire lifecycle, including planning, budgeting, procurement, design, construction, commissioning, outfitting, and transition to occupancy, operations and maintenance.</li></ul>

Office related work as well as work performed at construction locations. Such visits expose the incumbent to a variety of hazards associated with construction activities, including high noise levels, dust, moving equipment, chemicals, temperature extremes, etc.

Library Technician (Collections) CS-06

This position is located in the Office of the Executive Director, District of Columbia Public Library (DCPL), Events, Exhibits &amp; Development Department. The Events, Exhibits &amp; Development Department manages all revenue-generating projects for DC Public Library, including our Event Rentals program; coordinates major Library programs at the Martin Luther King Jr. Memorial Library; and is responsible for the implementation of the Library&rsquo;s Arts &amp; Exhibits program.
The position serves as an Events Program Coordinator and is responsible for the administrative process of planning, coordinating, and executing events and special activities for DCPL. The Events Program Coordinator works with vendors, staff, and other stakeholders to host DC Public Library public events and private paid event rentals. 
MAJOR DUTIES AND RESPONSIBILITIES<ul><li>
Organizes, produces, and manages library-sponsored events and event rentals for the DC Public Library, most of which will occur at the newly modernized Martin Luther King Jr. Memorial Library, but on occasion may occur at one of neighborhood libraries.</li><li>
Library events include author talks, festivals, cultural programs and performances, film screenings, or other community-based programming. Event rentals may include private events such as weddings or birthday parties; corporate and non-profit board meetings, fundraising events, and galas; or invitation-only events sponsored by other District or Federal government agencies.</li><li>
Develops event run-of-shows and staffing needs for each event in collaboration with other Library departments, including Public Safety, Facilities, and Public Service.</li><li>
Creates, maintains, and distributes event documents, including schedule, contact sheet, and event program, and logistics to include parking, credentials, talent, craft services, and signage.</li><li>
Manages contract requests and payment process for event rental clients and program partners. Works closely with the Library&rsquo;s Finance, Legal, and Risk Management teams to ensure that all events follow all District regulations and Library policies.</li><li>
Maintains accurate records, preparing reports, and documenting program outcomes; assist in program evaluation, research and reporting to improve future events.</li><li>
Monitors proper funding and in-kind usage for agency events. Manages records of all contracts and payments associated with events.</li><li>
Work in partnership with Event Manager to provide prospective clients with information about the various spaces available at the Library; updated, accurate information about rental rates, space availability, and capacities; and other key information.</li><li>
In partnership with others on the Events team, manages the marketing resources for the event rental program, including a website presence, social media, and advertising, while helping to ensure that all marketing for the event rental program is consistent with DCPL&rsquo;s overall branding and marketing efforts</li><li>

This position is located in the District of Columbia Public Library (DCPL). DCPL provides environments that invite reading, learning and community discussion and to equip people with the resources they need to learn all their lives. The Supervisory Librarian (School Support Engagement) is responsible for developing, managing, and implementing initiatives that foster strong partnerships between the DCPL and local schools, educational organizations, and community groups. This position is key to expanding library services for students, educators, and families, ensuring that schools and libraries are fully aligned to support the academic and informational needs of K-12 students. The Supervisory Librarian (School Support Engagement) works closely with the Director of Youth and Family Services, library staff, teachers, school administrators, and community stakeholders to promote library resources and enhance student learning through outreach, programming, and collaboration.

MAJOR DUTIES AND RESPONSIBILITIES
School Partnerships and Outreach:<ul><li>
Build and maintain relationships with local school districts, principals, teachers, and administrators to promote DCPL&rsquo;s educational resources and services.</li><li>
Work collaboratively with school staff to develop and implement strategies that meet the needs of students, educators, and families, ensuring that the library is seen as a vital partner in supporting academic achievement.</li></ul>
 Program Development and Delivery:<ul><li>
Design and implement library programs that align with the needs of students and schools, such as school visits, library orientations, homework help, reading initiatives, and after-school programs.</li><li>
Ensure programs address the specific academic and developmental needs of students and are delivered in collaboration with school personnel.</li></ul>
Curriculum Support:<ul><li>
Provide resources and assistance to educators by supporting curriculum-based needs.</li><li>
Offer research, books, materials, and digital resources to enhance classroom instruction and enrich students' learning experiences. Develop and maintain specialized collections and tools for educators that align with school curricula and educational standards.</li></ul>
Family Engagement and Literacy Promotion:<ul><li>
Develop initiatives that engage families in supporting students' academic success and foster a love of reading.</li><li>
Promote library programs and services for students and parents, including workshops on homework help, literacy development, and college readiness.</li><li>
Foster family involvement in library events, particularly those related to educational support.</li></ul>
Community Outreach and Partnerships:<ul><li>
Cultivate partnerships with community-based organizations, after-school programs, and other local institutions to extend library services to underserved communities.</li><li>
Coordinate and facilitate community outreach efforts that promote educational and literacy services available at DCPL. Representing DCPL at community events, school functions, and education-focused meetings.</li></ul>
Training and Support for School Personnel:<ul><li>
Provide training, resources, and professional development opportunities for educators and school staff on how to use library resources, including digital tools and educational programs.</li><li>
Help teachers integrate library materials and services into their classrooms, enhancing the learning experience for their students.</li></ul>
Evaluation and Reporting:<ul><li>
Collect data on school outreach activities, program participation, and impact to assess the effectiveness of library-school partnerships.</li><li>
Analyze feedback from students, educators, and community partners to evaluate program success and identify areas for improvement.</li><li>
Prepare and present regular reports on the outcomes of outreach efforts and school-based initiatives.</li></ul>
Collaborative Teamwork:<ul><li>
Work closely with other library staff, particularly those in Youth Services and other departments, to ensure cohesive planning and delivery of services.</li><li>
Collaborate on system-wide initiatives and programs, offering expertise on the needs of school-age youth and families.</li></ul>
Resource Management:<ul><li>
Oversee the development and maintenance of resources and materials specifically aimed at school-age youth.</li><li>
Ensure that the library&rsquo;s programs and collections are relevant, accessible, and aligned with school curricula and educational standards.</li><li>
Perform other related duties as assigned.</li></ul> 
MINIMUM QUALIFICATION REQUIREMENTS<ul><li>
Master&rsquo;s in Library and Information Science from an accredited college or university</li><li>
Five ( 5) years of specialized experience doing community outreach, partnering with schools and community organizations, 3 years of which have been at the managerial level managing programs and staff.</li><li>
Expert knowledge of early childhood literacy development, child development principles, and best practices in early literacy education.</li><li>
Professional knowledge of K&ndash;12 education systems, curricula, educational technology, digital learning tools, and library resources that support student learning.</li><li>
Strong leadership skills, with the ability to inspire and manage a team of staff and volunteers.</li><li>
Demonstrated strong leadership and supervisory skills, with the ability to inspire, manage, and train staff and volunteers, coordinate complex areas of responsibility, and maintain effective working relationships with agency staff, school administrators, teachers, and community stakeholders.</li><li>
Excellent written and verbal communication skills, with the ability to engage families, caregivers, community partners, and present information clearly in group settings.</li><li>
Demonstrated ability to design innovative and engaging early literacy programs.</li><li>
Proficiently skilled in assessing and evaluating programs and services using qualitative and quantitative methods to drive improvement and demonstrate impact.</li><li>
Strong organizational skills with the ability to manage multiple projects, priorities, and deadlines.</li><li>
Knowledge of agency program goals and objectives, timelines, and interdepartmental relationships within DCPL.</li><li>
Ability to identify, analyze, and report on activities, issues, and problems, and recommend appropriate solutions.</li><li>
Ability to lift 25 pounds and handle library materials in various formats.</li><li>
Frequent travel to schools, community events, and other outreach locations within the District of Columbia.</li><li>
Perform relevant work at the next lower grade level of CS 12 for a minimum of a year, incumbent cannot currently be serving a probationary period - Applicable to district government employees only</li></ul>

WORKING CONDITIONS/ENVIRONMENT
The work is performed in an office setting and will be required to travel between the DC Public Library&rsquo;s 26 branch location and applicable schools in the District of Columbia. 
DISTRICT REFERENCE CHECK
All applicants who are current or former District of Columbia Government employees will be subject to a background examination prior to the issuance of a conditional offer of employment. Type of Appointment: Management Supervisory Service (MSS).
MSS At-Will Statement: Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Tour of Duty/Schedule: This position primarily works during standard business hours with flexibility to perform duties during evenings and weekends to support operational needs.

Appointed Salary: The selected incumbent will be appointed at the appropriate salary rate of MSS 13
Budgeted Salary &ndash; This position is budgeted for the minimum salary of $99,513 to the maximum salary of $110,000.

RESIDENCY REQUIREMENT
Applicants claiming residency preference will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment. 
EMPLOYMENT BENEFITS
Selectee will be eligible for health and life insurance, annual (vacation) and sick leave and will be covered under the District of Columbia government's retirement plan. However, if selectee was previously employed in the District of Columbia government under an appointment for which he/she was eligible for Civil Service Retirement (CSR), contributions to CSR will resume upon re-employment.
