Purpose of Classification:
The purpose of this classification is to operate water and wastewater treatment facilities in compliance with federal, State and Local regulations for the operation of water treatment, distribution, storage facilities and/or wastewater collection, lift stations or treatment facilities.
This classification is safety sensitive, subject to random drug testing in accordance with the County&rsquo;s Drug &amp; Alcohol Policy.
Essential Functions:

Performs all aspects of operation, sampling, monitoring, and testing required to maintain compliance with federal, State and Local regulations that govern water treatment and wastewater operations; performs laboratory analysis; and physically checks equipment to ensure correct operation feed, dosages, and calibrations necessary to properly operate facilities and systems.
Assists in the performance of regular and unscheduled repairs and maintenance on plant equipment and machinery; conducts weekly checks of the treatment plant; rotates equipment; changes and connects chlorine and other specialized water treatment plant equipment; monitors chemical feed equipment, operates solids processing equipment; and operates load lugging trucks.
Collects potable water and wastewater samples and performs laboratory analysis such as pH, turbidity, chlorine levels, fluoride levels, dissolved oxygen levels, and total suspended solids, total volatile solids, and temperature on grab samples; and calibrates lab equipment and instruments.
Monitors the Supervisory Control and Data Acquisition systems for any changes that may impact the plant processes such as pressure changes, chemical pumps faulting out, distribution storage tank levels, chemical tank levels, turbidity levels, and filter function.
Prepares reports and records testing results; completes forms and various paperwork; enters data into the computer; and receives telephone calls and responds to customer complaints.
Maintains a safe and clean work environment (both inside the facilities and on the grounds) per OSHA and DeKalb County standards.
Participates in continuing education classes and testing to qualify for the Georgia and DeKalb County certification and licensure requirements.
Minimum Qualifications:
High school diploma or GED required; previous experience in a water or wastewater utility or coursework in Biology, Chemistry, Engineering, or a related field is preferred; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job will be considered.
Specific License or Certification Required: Must possess and maintain a valid Georgia driver&rsquo;s license; must obtain a Georgia Class III Water or Wastewater Operator License within one year of hire.</div>

Plant Operator Trainee (Drinking Water or Wastewater)

Purpose of Classification:
The purpose of this classification is to perform custodial or other routine maintenance duties in support of County facilities.
 
 
Essential Functions:

Provides custodial duties to County facilities and parks; vacuums, sweeps, mops, scrubs, waxes, and/or shampoos carpet and floor surfaces located in hallways, stairs, offices, restrooms, kitchens, public rooms, elevators, storage rooms, and other areas.
 
 
Cleans, dusts, and polishes furniture, equipment, artwork, fixtures, surfaces, walls, wood paneling, window sills, trim, doors,cabinets, vents, and other surfaces; and cleans telephones and office equipment/supplies.
 
 
Cleans, deodorizes and disinfects bathrooms; cleans mirrors; and replenishes soap products and paper products.
 
 
Washes/cleans windows and blinds.
 
 
Empties trash containers and recycling containers; replaces trash liners in containers; picks up and disposes of trash from floor/ground areas; separates recyclable materials from other trash; carries/transports trash to dumpster or other designated trash
 
 
Maintains building security; turns off lights, copiers, calculators, heat switches, and other office equipment not in use; unlocks/locks doors; and disarms/resets security alarm system.
 
 
Operates/utilizes various equipment, tools and supplies which may include a vacuum cleaner, carpet cleaner, buffing machine, mop, broom, cleaning supplies, alarm system, ladder, lawn mower, weedeater, leaf blower, snow blower, shovel, rake, drill, saw, or mechanic tools.
 
 
Utilizes precautionary safety equipment and monitors work environment to ensure safety of employees and other individuals.
 
 
Assists in monitoring inventory levels of equipment, tools, or supplies; initiates requests for new or replacement materials; and stocks or distributes supply items.
 
 
Prepares or completes various forms, reports, correspondence, timesheets, vacation requests, or other documents; and forwards or retains as appropriate.
 
 
Communicates via telephone and/or two-way radio; provides information and assistance; takes and relays messages; and responds to requests for service or assistance.

The purpose of this classification is to apply structured analysis, data modeling, and information engineering to design or develop information systems solutions for one or more moderately complex systems, as assigned.

Systems Analyst (Library)

Purpose of Classification:
The purpose of this classification is to provide library services involving development and maintenance of library programs, curricula, collections, as well as advanced library services.
Essential Functions:

Minimum Qualifications:
Master&rsquo;s degree in Library and Information Science from an American Library Association accredited graduate school required. Previous experience in library services, education, or customer service is preferred.

Librarian

The purpose of this classification is to prevent, suppress and extinguish fires and to perform other related firefighting activities. Incumbents in this classification attend the fire academy.

Essential Functions:

Attends training sessions as required to gain skills and knowledge regarding department operations, job performance, and policies, procedures, rules and regulations; reads professional literature and training materials; completes tests and skills assessments; and obtains and maintains professional affiliations.
Responds to emergency calls for fire suppression, medical assistance, hazardous materials incidents, motor vehicle accidents, natural disasters, explosions, bomb threats, downed power lines, and other emergency situations; responds to instructions from dispatcher; and contacts appropriate related agencies as needed.
Provides protection of life and property; suppresses, controls and extinguishes fires; performs search, rescue, extrication of victims, and forcible entries; assists individuals from burning structures; establishes openings in buildings for entrance, ventilation, or salvage; ventilates smoke and gas from buildings; performs salvage operations such as throwing salvage covers, sweeping water, and removing debris; assists with cleanup activities; and exercises control of emergency situations until relieved by a superior officer.
Responds to a variety of emergency calls requiring the administration of basic first aid and medical treatment.
Maintains a state of readiness/preparation for emergency response; checks/maintains stock of equipment and supplies on fire vehicles and in fire station; re-loads equipment and apparatus following response to emergency calls; assists in preparing apparatus for subsequent emergencies and in testing personal equipment, hoses/pumps, and other tools and apparatus; and ensures the emergency medical service equipment is properly stocked and operational.
Maintains a comprehensive, current knowledge and awareness of applicable regulations, policies and procedures; maintains an awareness of new equipment, procedures, trends and advances in the profession; participates in physical fitness training, training drills and other continuing education activities; and attends shift meetings, workshops and seminars as appropriate.
Performs general maintenance tasks necessary to keep vehicles, buildings, quarters, apparatus, equipment and tools in operable condition, which may include inspecting/testing equipment, replacing fluids, greasing equipment, replacing parts, washing/cleaning equipment, cleaning quarters, or grounds maintenance; monitors equipment operations to maintain efficiency and safety; and reports faulty equipment for necessary maintenance work.
Minimum Qualifications:
High School Diploma or GED required; must be at least 18 years of age; previous work experienced preferred.
