</div><div>Enters requisitions approved through internal hierarchy of approval; confirms requested items listed on requisitions match up with description and prices provided in quotes; ensures quotes are up to date to reflect most accurate pricing; and verifies there is a current contract matching the vendor(s) for the goods or services being requested.
</div><div>Confirms and notates when items have been received by the requester(s) to process payment for the vendor; reconciles discrepancies on packing slips and invoices; ensures vendors are paid timely; provides requests for confirmation of receipt; requests packing slips; and checks additional items to document request/receipt of items without an approved purchase order (PO).
</div><div>Communicates with Purchasing to ensure that Purchase Orders are assigned; enters requisitions and monitors data in departmental database to ensure purchase orders are assigned in a timely fashion; follows-up with Purchasing &amp; Contracting to ensure orders are processed and provides updates to requesters and vendors regarding status of purchase orders; and requests or writes emergency purchase requests or Sole Source letters in order to expedite request for a purchase order.
</div><div>Communicates with the vendors to receive information needed to create purchase orders; updates status of orders on invoices and reconciles those documents; requests information to add suppliers or update supplier information in the online system; receives documents and may contact vendors for an invoice(s) to reconcile discrepancies in pricing or quantity; and reconciles bills to original amounts requested on PO&rsquo;s.
</div><div>Prepares and processes training and travel requests; receives requests and transfers information onto form submitted to Accounting Services Division along with registration, lodging, and transportation checks; reconciles travel advances to ensure all travel is up to date and resolved in a timely manner; and maintains files for procurement and training/travel documents.
 </div><div>Minimum Qualifications:
</div><div>High school diploma or GED required, additional college coursework in Booking/Accounting, Business Administration, or Computer Operations preferred; two years of experience in office procedures, accounting, or customer service; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Requisition Technician

Manages, directs, develops and evaluates assigned staff; oversees and dictates employee work schedules to ensure adequate coverage and control; reviews and approves timesheets; assesses and processes employee concerns and problems and counsels or disciplines as appropriate; completes employee performance appraisals; directs work; and trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports to Director, County administrators and elected officials.
Manages and implements purchasing operations for the County; ensures and enforces adherence to established purchasing policies and procedures and with local, state and federal public procurement regulations and requirements; ensures the County obtains commodities and services which are high in quality, meet organizational needs and at the best price; functions as an official Purchasing and Contracting representative; acts in the capacity of the Director in their absence.
Evaluates and assigns requests for goods and services to responsible staff; discusses product or service requirements with requesting department; researches technical information and provides professional recommendations; assists with developing specifications; determines most appropriate method of procurement; reviews, approves and submits procurement agenda items, reviews and approve purchase orders, contract purchase agreements and formal contracts, change orders, renewals, extensions.
Administers and oversees all aspects of the solicitation process; prepares, reviews and approves various procurement methods (informal and formal); develops notices and advertisements and places same with newspapers and other publications; oversees public bid openings; analyzes, reviews and evaluates bid tabulations and proposal evaluation committee score sheets results; verifies and confirms that reference checks on potential contractors are accurate and favorable; and approves recommendations or selects vendor or contractor.
Reports and maintains departmental performance measures; reviews and tracks Key Performance Indicators (KPIs); plans, organizes and collaborates with other County departments to maintain departmental day-to-day operations; develops and maintains a variety of documentation associated with department operations within designated timeframes and per established procedures; assists with the implementation and processing of departmental manuals, reports; and files; disseminates, maintains and stores hardcopy records.
Maintains and enhances current knowledge of supply sources, product developments, contract availability, and of regulations, policies and procedures for governmental procurement; evaluates and interprets market trends and business situations that impact contract administration; and makes recommendations to adequately address needs.
Develops and recommends standard administrative contract procedures, contract formats, terminology, and shell agreements; consults with County legal department and other officials; and expedites the processing of agreements, contracts, and related documents as needed.
Minimum Qualifications:
 
Bachelor&rsquo;s degree in Purchasing, Supply Chain Management, Business, or related field required; five years of professional-level procurement and contract administration experience, with at least two years of experience comparable to the Senior Procurement Agent classification; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid Georgia Driver&rsquo;s license. National certification from the National Institute of Governmental Purchasing (CPPB or CPPO), Institute for Supply Management (CPM, CPSM, or CPSD), National Contract Management Association (CPCM) or other nationally accredited agency is required or must be able to attain within one year of employment in the classification.</div>

Procurement Manager

Purpose of Classification:
The purpose of this classification is to perform graphic design work to produce technical or creative visual or audio-visual projects in support of department programs and objectives.
 
 
Essential Functions:

Collaborates with department clients to provide graphic design product that will visually present ideas, concepts, and data to best support departmental programs and objectives; assesses graphic design needs; formulates and presents ideas and recommendations regarding media, formats, and design elements; prioritizes assignments; provides proofs or drafts for review and discussion; and completes projects on schedule.
 
 
Creates original print and digital projects using a variety of graphic design software and tools, to include videos, exhibits, signage, logos, newsletters, presentations, calendars, brochures, flyers, websites, emails, sketches, maps, or reports; selects appropriate media, materials, and formats; conceptualizes layouts; selects appropriate design elements; formats text and artwork; takes photographs for use in projects; writes or edits content as directed; ensures accuracy and clarity of visual information; and integrates elements to publish final project.
 
 
Produces and distributes final media projects; may operate print shop machinery and equipment to produce projects in-house; coordinates production of print, promotional, or audiovisual materials by outside vendors; and prepares, packages, and distributes final products.
 
 
Maintains and organizes inventory of supplies, digital design elements, and completed projects.
 
 
Maintains and upgrades knowledge of design practices, trends, computer software, and conputer hardware, and equipment.
 
 
Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures; receives and reviews various documentation, requests, and proof; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
 
 
Communicates with department staff, , other departments, vendors, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
 
 
Minimum Qualifications:
Bachelor's degree in Graphic Design, Visual Arts, Communications, or related field required; one year of experience in graphics design, communications, or a related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Serves as an advisor to court officials and department heads on matters involving court operations, program evaluation, and administration of court services; provides information to the general public, attorneys, and court staff regarding departmental guidelines; serves as a liaison to other agencies; responds to media and public inquiries and concerns; and manages Open Records Act requests.
 
 
Develops, implements, and monitors special court programs; receives and reviews court referrals to programs; oversees, assigns, and/or performs case management duties; provides statistical information, reports and dispositions as required; and prepares and maintains program files, documentation and correspondence.
 
 
Assists in developing and administers budget for assigned area; monitors expenditures to ensure compliance with approved budget; and may draft, review, process, and/or signs bonds.
 
 
Manages department technology systems; participates in the implementation of automated systems for assigned area; adapts and tests software; creates new and updates existing documentation; establishes operating procedures; administers security systems; establishes related training for staff; and manages and maintains court website according area of assignment.
 
 
Conducts technological needs assessments; evaluates technology and work processes to determine current and future requirements; investigates solutions to address technology/system issues; and makes recommendations regarding technology upgrades and purchases. 
 
 
 
Minimum Qualifications:
 
 
Bachelor's Degree in Business or Public Administration, Criminal Justice, or a related field required; five years of experience coordinating court programs and services, to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required : Must possess and maintain affirmation as a sworn
 
Deputy Clerk of the Court and Notary Public Certification; and according to area of assignment, may
