Job Duties

The DGS Office of Information Systems &amp; Services (ISS) is looking to hire a Senior Database Administrator. The Senior DBA is responsible for the administration, maintenance, and strategic planning of enterprise Oracle and SQL Server database environments to ensure high availability, performance, and security.

Our ISS team is seeking an experienced Senior Database Administrator to play a vital role in maintaining the reliability, performance, and security of our enterprise database systems. This position is essential to supporting DGS's mission-critical operations and strategic initiatives. 
 
Duties include, but are not limited to:

<li>Installing, configuration, upgrading, and performing performance tuning for Oracle and SQL server database.
 
</li><li>Developing and implementing robust database backup, recovery, and disaster recover procedures.
 
</li><li>Ensuring database security and configuration compliance with all agencies, state, and federal policies.
 
</li><li>Collaborating with application development teams on data modeling, design, and testing for new solutions.
 
</li><li>Providing Linux system administration services and on-call support for critical database systems.
 
</li><li>Developing and enforcing data standards and guidelines and on-call support for critical database systems.
 
</li><li>Creating and maintaining comprehensive documentation for all database configuration and operational procedures.</li>
</ul>
Minimum Qualifications
<ul>
<li>This position is opened to current Virginia State Employees only. 
</li> <li>Advanced-level expertise with Oracle 19c or 23ai database installation, configuration, upgrades, patching, performance tuning and troubleshooting. 
</li><li>Deep understanding of database design, data modeling, coding standards, testing, and full development lifecycle best practices. 
</li><li>Proven experience designing, configuring, and supporting Oracle RAC environments and cluster-based high-availability solutions. 
</li><li>Strong proficiency in Linux system administration, including performance monitoring, resource optimization, and integration with enterprise environments. 
</li><li>Extensive experience implementing and managing enterprise-grade backup/recovery solutions, database health monitoring, and proactive performance management. 
</li><li>Hands-on experience developing and executing disaster recovery strategies, including failover to remote non-cloud environments. 
</li><li>Skilled in implementing Oracle Advanced Security features (encryption, access control, auditing) and ensuring compliance with enterprise security standards. 
</li><li>Proficiency administering SQL Server environments alongside Oracle, ensuring cross-platform support within enterprise systems. 
</li><li>Demonstrated ability to create and maintain documentation, enforce database standards, and support audit.
 
</li><li>In-depth knowledge of Windows OS for enterprise troubleshooting, performance optimization, and web hosting support. 
</li><li>Strong understanding and application of enterprise change management process to ensure stability and governance 
</li><li>Proven ability to proactively monitor, troubleshoot, and tune production databases to meet SLAs (e.g., 97% uptime). 
</li><li>Ability to work with enterprise architects, security teams, system administrators, and application developers to support cross-functional database needs.</li>
</ul>
Additional Considerations
<ul>
<li>Oracle Database Administration Certified Professional (version 12 or later). 
</li><li>Skilled at translating technical concepts for non-technical stakeholders, writing reports, and participating in audits and compliance reviews. 
</li>Demonstrated ability to diagnose complex database issues, recommend scalable solutions, and implement best practices.

Job Duties

The Department of General Services (DGS) provides essential operational, technical, and support services that enable state agencies to deliver high‑quality programs to the citizens of the Commonwealth. As a central service agency, DGS oversees statewide facilities, real estate, procurement, laboratory services, and numerous enterprise systems that keep government running efficiently and safely. 
 
DGS is seeking a skilled and forward‑thinking Systems Analyst to support and enhance the agency&rsquo;s facilities technology ecosystem. This role plays a key part in ensuring the reliability, modernization, and effective use of applications that support security and access management, parking operations, maintenance activities, and Integrated Workplace Management Systems (IWMS). The analyst will help drive innovation, improve data quality, strengthen user experience, and ensure these systems fully support DGS&rsquo;s mission of operational excellence across the Commonwealth. 
 
Key Responsibilities include (but are not limited to):
 
 
Maintain expert knowledge of facilities applications, including IWMS, security/access systems, and parking platforms. 
Lead modernization efforts by redesigning workflows, optimizing modules, and implementing new system features. 
Recommend enhancements that reduce manual work, improve data quality, and support long‑term scalability. 
Leverage full system capabilities to strengthen DGS operations and decision‑making. 
Provide daily support for applications used in maintenance, parking, security, and facilities operations. 
Diagnose and resolve system issues, coordinating with vendors or VITA as needed. 
Support integrations between facilities applications and enterprise systems such as PeopleSoft, eVA, and Power BI. 
Develop and maintain reports, dashboards, and data extracts. 
Improve data structures, naming conventions, and metadata to support analytics and data governance. 
Perform administrative tasks including user provisioning, permissions management, and documentation upkeep. 
Enhance user experience by improving forms, workflows, and system usability. 
Create training materials, job aids, and communication plans to support modernization and user adoption.

Minimum Qualifications

</li><li>Knowledge of security and access management systems and/or facilities management systems. 
</li><li>Ability to analyze business needs and translate them into technical solutions. 
</li><li>Experience developing documentation, reports, and working with data analysis tools. 
</li><li>Strong problem-solving and critical thinking skills. 
</li><li>Effective communication and collaboration skills with technical and non-technical stakeholders. 
</li><li>Strong organizational skills and attention to detail. Ability to manage multiple priorities in a fast-paced environment.</li>

Additional Considerations
<ul>
<li>Hands-on experience with security and access management systems such as Lenel, C&bull;CURE, Milestone, and Motorola Rave.</li>
<li>Experience with Integrated Workplace Management Systems such as FM:Systems and AssetWorks FacilityForce.</li>
<li>Background in facilities operations (maintenance, parking, security).</li>
<li>Experience as a Business Analyst, Systems Administrator, or Systems Analyst.</li>
<li>Strong critical thinking and problem-solving skills.</li>
<li>Familiarity with reporting tools and data analysis (e.g., SQL, Power BI, or built-in reporting features).</li>
