Summary of Duties<ul><li>
Assess eligibility and support needs for children with disabilities using ODDS assessment tools.</li><li>
Conduct in‑person visits and interviews to evaluate health, safety, and service satisfaction.</li><li>
Coordinate and monitor Medicaid‑funded services, ensuring compliance with ODDS and federal requirements.</li><li>
Facilitate team meetings and collaborate with families, providers, schools, medical partners, and community agencies to develop and implement service plans.</li><li>
Maintain accurate documentation, service plans, assessments, and billing records in accordance with Medicaid standards.</li><li>
Use state systems to authorize services, track expenditures, resolve billing issues, and support families with Medicaid/ONE system enrollment and redeterminations.</li><li>
Provide guidance on available services, issue Notices of Planned Action, and represent the program in administrative hearings.</li><li>
Research resources, identify service gaps, and recommend cost‑effective solutions to meet each child&rsquo;s needs.</li><li>
Collaborate with ODDS leadership and policy experts to improve processes, develop procedures, and provide technical assistance to providers.</li><li>
Represent ODHS/ODDS with community partners to share information, promote referrals, and explain relevant rules and program requirements.</li></ul>
Minimum Qualifications
<ul><li>A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and two years' experience coordinating or administering a program, OR 
Any combination of experience or education equivalent to five years of experience that typically supports the knowledge and skill requirements listed for the classification.</li></ul>

Working Conditions
<ul><li>This position allows for a hybrid work schedule that includes both in-person requirements and remote work.</li><li>

The mission of FSA is to assure the provision of those social services which together with health, housing, and employment programs will enable the maximum number of residents and families in the District of Columbia to become or remain economically and socially self-sufficient.

The mission of the District of Columbia Department of Human Services (DHS) is to provide meaningful and equitable services, supports, and access to resources for District residents to realize their goals. Our approach to preventing homelessness and supporting individuals and/or families experiencing homelessness is focused both on systems-level reforms and on the quality of the programs and supports within that system. These efforts include creating economic opportunity, making our neighborhoods safer, and providing more effective and efficient government services. The FSA helps individuals and families experiencing homelessness, people with low income, adults at-risk for abuse or neglect, teenage parents, families experiencing challenging times and refugees to become stable and fully self-sufficient through an array of social services, assessments and case-management and crisis-intervention.
Duties and Responsibilities
Perform duties in connection with the provision of a wide variety of especially complex social work services in the D.C. community. Plan, organize, develop and implements a comprehensive and intensive program of adult oriented and/or family-centered social work services for D.C. residents who are highly at risk of abuse, neglect, exploitation and self-neglect. Provide outreach social services directed towards helping individuals/families receive maximum benefits from social, medical, and legal services by counseling them, relatives, and significant others to help them accept, recognize and resolve social, environmental and emotional problems that interfere with treatment, recovery, and independent functioning. Social Services provided are also geared toward promoting understanding, positive feeling and attitudes concerning illness and resolution of adult abuse and related social problems.
Provide individual and family-centered social services engaging individuals/families in problem-solving to strengthen their capacities for coping more effectively with the health, social, financial, environmental, and emotional stresses that threaten their stability and functioning in their particular circumstances. Utilize differentially the professional social work methods of case work and the professional techniques of individual psycho-social assessment and interviewing, crisis intervention, time limited therapy, family therapy and consultation in work with clients, staff: and community. Initiate and coordinate community relations work by establishing outreach education programs with social service agencies, community groups, advocacy groups, and professional associations for the purpose of providing understanding related to adult abuse and its prevention and remediation and maintenance of dependent adults in the least restrictive environment.
Qualifications and Education
Degree: Social Work. Must fulfill all the requirements for the master's degree in social work in a school accredited by the Council on Social Work Education.
Specialized Experience: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, applicants must have one (1) year of specialized experience equivalent to at least the next lower grade in the normal line of progression.
Licenses and Certifications
Must possess and maintain Licensed Independent Clinical Social Worker (LICSW) in the District of Columbia as specified in the Health Occupation Revision Act of 1985, DC Law 6-99.
Must possess and maintain a valid driver's license.
Working Conditions/Environment
Work is performed in an office setting, health service facility, institution or in client's homes throughout the entire City. The employee is exposed to potentially dangerous situations and is subject to possible physical attack from emotionally disturbed hostile, volatile, or uncooperative clients and from illness or contagious disease from clients. The work environment involves risk with exposure to unpredictable situations where conditions cannot be controlled, such ac; the homes of clients and in high-risk or high crime areas. Danger is not always obvious but may be visible one time and not the next. Outside communication may be non-existent. The employee is subject to unusual environmental stress from the working environment, such as being subject to possible physical attack or similar potentially dangerous situations where conditions cannot be controlled, and from continually working with severe problem situations. The high risk work environment subjects the social worker to working in an unprotected environment with rapid changes in circumstances which cannot be foreseen.

We&rsquo;re seeking an experienced Forms Document Developer, Electronic Publishing Design Specialist 2 to create advanced, interactive PDF form design solutions. In this role, you&rsquo;ll use:</div><div><ul><li>
InDesign, Adobe Acrobat Pro, and other Adobe Creative Suite applications, to develop high-quality, digitally accessible interactive PDF forms.</li></ul></div><div><ul><li>
PAC 2024 and CommonLook to test and remediate forms for full digital accessibility.</li></ul></div><div><ul><li>
Workfront to manage and track your form design projects.</li></ul></div><div>
This position operates at an advanced level, requiring independent decision-making, strong customer interaction, excellent troubleshooting and problem-solving skills, coding knowledge (including JavaScript, HTML, CCS, and some FormCalc), and broad technical digital accessibility expertise for eForms design in InDesign and Adobe Acrobat Pro. Summary of Duties</div><div>
The primary purpose of the Electronic Publishing Design Specialist 2 position is to:</div><div><ul><li>
Develop digitally accessible, interactive and print PDF form solutions and produce final deliverables using the Adobe Creative Cloud (primarily InDesign and Adobe Acrobat Pro), Microsoft 365 apps, and ADA compliance software (PAC 2024 and CommonLook),</li><li>
Coordinate printing and translation of PDF form deliverables,</li><li>
Use Workfront to manage all projects assigned to them, and</li><li>
Ensure all deliverables are compliant with the Americans with Disabilities Act (ADA), Section 508, and Web Content Accessibility Guidelines (WCAG) 2.1, in order to meet federal digital document accessibility requirements.</li></ul></div></div><div><div> 
As a Forms Document Developer, you will:
</div><div><ul><li>Produce custom, interactive, digitally accessible PDF forms for a variety of programs using applications including Adobe Creative Cloud (primarily InDesign and Adobe Acrobat Pro.</li><li>
Assess and design complex eForm submission workflows that prioritize process improvement, security, and meeting the specific business needs of each program.</li><li>
Plan and oversee production of complex and time-sensitive projects.</li><li>
Serve as project coordinator, collaborating directly with diverse Web, Graphic, and Forms/Design Team members, customers, and internal/external vendors to ensure project specifications and deadlines are met.</li><li>
Review materials to ensure compliance with agency publication standards, policies, and accessibility guidelines and standards.</li><li>
Test form designs for digital accessibility (manually, using Adobe Acrobat Pro, or using PAC 2024) and perform accessibility remediation steps when needed (manually, in the design file, or in CommonLook PDF).</li><li>
Coordinate the translation and printing of major program documents and forms.</li><li>
Provide consulting advice to staff throughout ODHS and OHA, in coordination with management and senior design staff, regarding available PCS services, form design, digital accessibility, translation, distribution, alternate formats, best practices, and legal requirements.</li></ul></div><div> 
Minimum Qualifications
</div><div><ul><li>Four years of graphics arts design production experience.</li><li>
A bachelor's or associate degree in Graphic Arts may substitute for two years of the experience.</li><li>
A bachelor's degree in fine arts with a minimum of 18 quarter (12 semester) hours of graphic arts courses may substitute for one year of the experience.</li><li>
NOTE: Applicants invited for an interview should be prepared to present a personal portfolio of their interactive PDF form design work for review at that time.</li></ul></div><div>

Experienced with other software necessary for this position&rsquo;s success, including tools like Adobe Creative Suite apps, Microsoft 365 apps, Adobe Workfront, PAC 2024, CommonLook PDF, Adobe Sign, Adobe Experience Manager Forms (AEM forms), and AEM Designer (formerly Adobe LiveCycle).</li></ul></div><div><ul><li>
Able to demonstrate strong visual design skills, including a good eye for layout, color, and typography, while following brand guidelines.</li></ul></div><div><ul><li>
Skilled in time-management, with the ability to plan work, stay organized, prioritize tasks, track deadlines, and handle multiple projects at the same time while coordinating work with internal teams and vendors.</li></ul></div><div><ul><li>
Able to coordinate translations and create alternate or accessible formats when needed.</li></ul></div><div><ul><li>
Collaborative, clear communicators who can explain design choices and work effectively with different teams and stakeholders, both independently and as a team, with people from diverse backgrounds.</li></ul></div><div><ul><li>
Self-motivated and adaptable, responding well to feedback and changing priorities.</li></ul></div><div> 
The top candidates on the list will have specialized training or experience in designing interactive, digitally accessible PDF forms using Adobe InDesign and Adobe Acrobat Pro.</div><div>

Working Conditions

The Publications and Creative Services Office manage the writing, design, development, printing, and distribution of ODHS and OHA publications for internal and external audiences. The team's professionals provide the following services to you and other ODHS and OHA staff and partners:</div><div><ul><li>
Support language access by providing translations and alternate formats</li><li>
Consult with ODHS and OHA staff and partners to plan professional-quality publications that reflect agency style guidelines and are appropriate to the audience</li><li>
Edit and proof materials created by staff experts and partners in their individual fields</li><li>
Write materials for ODHS and OHA programs and offices as requested</li><li>
Provide graphic design, layout, original and digital illustrations, forms creation, graphic artwork, and online and electronic materials for ODHS- and OHA-generated publications</li><li>
Coordinate printing and distribution of publications.</li></ul></div><div>
