The Division of Licensing Programs protects the health, safety and well-being of vulnerable adult and child populations served in regulated care settings within the Commonwealth.<br>

The Licensing Inspector is responsible for reducing risks to adults and children in care facilities through the promotion and support of improved quality of care and enforcement of state licensing laws, regulations, and evaluation of standards of practices. This position monitors and provides regulatory oversight by evaluating applicants, conducting inspections, and investigating reports of alleged noncompliance.<br>
<br>
Inspections may include all Division of Licensing covered programs, including assisted living facilities, adult day care centers, children&rsquo;s residential centers and child placement agencies. Inspectors enforce licensing regulations through effective evaluation, which may include the review of medical documentation, and appropriate recommended action. Produces clear, concise and defensible written descriptions of violations; develops intensive plans of correction; manages caseload using an automated system to ensure appropriate action within timeframes set by policy; maintains effective interpersonal and communication skills that promote positive interactions with licensees and others; investigates complaints and allegations upon receipt from residents, families, other agencies and citizens; provides training, technical assistance, consultation and referral to providers as scheduled or requested; manages case record documentation on each provider; provides advice and assistance to regulatory colleagues in health care matters; provides excellent customer service to internal and external customers and participates effectively as a member of the regional licensing team to accomplish divisional goals.<br>

<ul><li>Travel is required with onsite inspection work primarily in Culpeper, Fauquier, Prince William, Rappahannock, Spotsylvania, and Stafford counties, but may need to travel to other areas in the state. Minimal overnight travel with Director approval, with requirements to work or meet in office at times.

This position is a mobile/remote worker who works a clear majority of their planned schedule in a mobile/remote mode away from agency offices/facilities; and performs work in the field, using a personal, rental or state-owned vehicle. Reimbursement is provided when using a personal vehicle.<br>

As one of the most experienced attorneys, the Attorney III is an expert in the most complex and sensitive legal work related to laws, regulations, and policies pertaining to Programs administered by the Department. This includes providing advice to the Community Care Licensing Division and applicable county clients, and regularly appearing before administrative tribunals throughout the state representing the interests of those receiving care or residing in community care facilities or children&rsquo;s residential program such as resource family homes, short-term residential therapeutic programs, child care centers, family child care homes, residential facilities for the elderly and adult residential facilities. The Attorney III develops evidence, strategies and tactics to litigate a wide range of cases that may involve license revocations, license application denials, and employee and licensee exclusion actions. The Attorney III works with licensing clients, witnesses and victims, medical staff, qualified experts, investigators, criminal prosecutors, law enforcement personnel, and others to effectively prosecute complex and sophisticated cases including child maltreatment and elder abuse. As such, Attorney III must possess expertise in the application of evidentiary rules, hearsay exception statutes, and other trial-related theory.
