GENERAL DESCRIPTION:
Brief Job Description:
Under the general supervision of the Immunization Operations Director, coordinates administrative activities of the Immunization Business Operations, Grant, and Policy Unit. The position requires tact, diplomacy and planning to accomplish assignments independently and is performed under limited supervision of the Operations Director with moderate latitude for the use of initiative and independent judgment. Coordinates complex internal administrative support and assistance work. Maintains the Operations Director's calendar and schedules group and individual meetings. Record written meeting notes, screens content of correspondence and emails for the Unit Director and maintains a suspense file for follow-up and compliance due dates. Develops, coordinates, and maintains filing, record management, and routing systems for the team. Works closely with the Section Staff Services Officer (SSO) to receive and distribute administrative assignments and tasks to team members and other appropriate staff. Coordinates with Unit staff, Operations Director and Immunization Section office for signature approvals on documents. Provides some administrative office support to the Immunization Unit staff as needed.

(30%) Provides administrative support as assigned by the Operations Director. Prepares confidential materials, correspondence, memos, and reports using Microsoft Word and Excel. Coordinates the preparation, editing, proofing and distribution of technical documents, reports, correspondence, memos, and forms before submitting for signature/approval of the Operations Director. Maintains official copies of correspondence. Receives, analyzes, distributes, and takes appropriate action on incoming mail and telephone calls on behalf of the Unit Director.
(30%) Compile materials for meetings, conferences, seminars, presentations, and trainings. Coordinates regular Unit meetings and conference calls on behalf of the Operations Director. Coordinates conferences and senior management meetings on behalf of the Unit. Coordinates the development of handouts and other materials necessary for all meetings. Monitors the email and calendar of the Operations Director and interprets and disseminates information to Operations Director regarding critical issues. Evaluates requests and inquiries to determine which are priority matters and alerts the Operations Director accordingly. Coordinates and maintains the Unit&rsquo;s multiple Unit constituent mailboxes and calendars in Microsoft Outlook. Coordinates responses to contingent inquiries. Ensures calendar is updated and identifies potential scheduling conflicts. Prepares daily binder and keeps files organized. Keeps Operations Director informed of pending decisions and commitments.
(15%) Explain and disseminate information concerning agency programs and procedures. Participates in the planning, development and training related to Unit administrative policies and procedures. Serves as liaison between programs, Unit and Section for authorization sign-off on rule items, grant compliance reports, service contracts, out-of-state travel requests and Memorandum to the Commissioner. Ensures out of state travel requests are prepared according to division policy and tracked through final approval or denial. Includes offering technical advice and assistance to Unit personnel in administrative policy and procedure matters. Purchasing for Unit using HHSAS, Office Depot, PRF&rsquo;s, &amp; other methods of purchasing.
(15%) Conduct administrative reviews of reports, documents, applications, or summaries to ensure administrative completeness. Coordinates the completion of Unit assignments to ensure timely submission. Ensures that Unit staff is aware of, and adheres to, all policy guidelines. Coordinates submission of assignments to the section and act as backup to the SSO to coordinate assignments to the division offices; maintains necessary files/records. Develops and maintains filing system for personnel files. Serves as back up to the Section SSO for HR Issues &amp; IT procurement &amp; Special Assignments. Assist SSO in training Section/Unit&rsquo;s administrative assistants on office procedures and may supervise the work of others.
(5%) Prepares Travel Request Authorization Forms and makes travel arrangements and reservations. Enters, monitors and approves travel-related submissions on behalf of the Unit Director in the Travel Reimbursement System.
(5%) Other duties as assigned may include actively participating during a disaster response and/or recovery effort, serving in a supporting role during a disaster response and/or recovery effort, and assisting in work to maintain continuity of operations of the agency during a disaster response and/or recovery effort. Such participation may require an alternate shift pattern assignment and/or location. Serves as a Floor Coordinator for Evacuation Coordination (i.e. Fire Drills). Unit personnel in administrative policy and procedure matters. Purchasing for Unit using HHSAS, Office Depot, PRF&rsquo;s, &amp; other methods of purchasing.

Job Description:
Under the general direction of the Immunization Section Operations Director, the Financial Analyst IV will perform highly advanced financial analysis and monitoring of technical and program related projects and procurements that support expenditure forecasts; financial and operational impact; budget and operational impact; performance measures; and project deliverables for the Immunization Section. Position will oversee and administer financial processes and systems within the Section and review, analyze, and evaluate financial data. Work involves examination, investigation, and review of accounting records, financial statements, management practices, budget, and internal controls to ensure compliance with federal and state laws and/or regulations as well as DSHS policies, regulations, for related projects and procurements. Position will plan, assign, and supervise the work of the Section's Resource Coordination Team, planning and assigning the work of the Financial Analyst III and Program Specialist V. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment. 
Essential Job Functions:
Acts as Lead to plan, review and report on the financial analysis of Immunization Section projects and procurements, overseeing the financial status of various Section programs. Performs final review and/or approval of financial reports and budget, the backup documentation supporting the report, the follow-up correspondence associated with the report, and all other written materials prepared by program staff and Resource Coordination Team staff related to the financial component. Participates in strategic planning and the research and development of policies and procedures, reports, studies, legislation, and guidelines; and oversees the development and management of Section financial reporting processes, procedures, and forms to support program activities. Reviews projects for financial completeness, compliance with financial standards; uniformity in methods; and adherence to financial statutes, agency rulings and procedures. Plans, assigns, and supervises the work of direct reports. Responsible for Grant Budget Review, Load, Oversight and Allocations to meet activities of programmatic objectives. (35%)
Responsible for preparing and providing financial and expenditure progress reports to the Immunization Section Operation Director. Escalates and coordinates the resolution of financial risks as necessary with Section leadership, as needed. Makes recommendations for strategies to mitigate financial risks and resolve financial and regulatory problems. Conducts meetings with appropriate staff to inform them of relevant policies and procedures; and review/consolidate work product of others. Oversees the development of models and analyses to include annual expenditure forecasts and long-term financial plans. (15%)

Reviews and interprets new legislation and other applicable federal or state laws and regulations as well as the Legislative Appropriation Request (LAR) for department policies and procedures that affect programs. Prepares and provides financial and operational impact analyses of legislative proposals. Makes major defendable decisions and conclusions which are communicated to appropriate staff. Serves as technical advisor on financial matters. Makes recommendations for changes in the procurement and tracking processes. (15%)
Leads the preparation of management and productivity reports and studies. Leads special investigations, research studies, and internal audits. May prepare ad hoc reports/analyses as requested by management for quality improvement initiatives and reporting purposes. Coordinates program procurement activities to ensure staff process requests appropriately and in a timely manner. (15%)
Performs related work as assigned. Additional Information:

Works under general guidance from a Radiochemistry Team Leader and has moderate latitude in the use of initiative and independent judgment. Completes the preparation and analysis of drinking water and other samples for specific radionuclides according to standard operating procedures (SOPs). Completes the preparation and analysis of food samples under the Food and Drug Administration's (FDA) Laboratory Flexible Funding Model (LFFM) cooperative agreement. Operates laboratory equipment and counting instruments required for the analysis procedures, performing all necessary calibrations, instrument verifications, and routine maintenance. Completes quality control procedures required by the SOPs and records and evaluates quality control parameters. Ensures that samples are properly identified, preserved and stored. Performs routine monitoring of work areas to identify radiological contamination. Serves as a member of the radiological emergency response team. Meets all HHSC Performance Criteria. Essential Job Functions: 
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. EJF 1. Performs the assigned analysis of drinking water and environmental samples for radioactive isotopes. Prepares sample batches for sequential radium (ra-228 and ra-226) analysis, gross alpha and gross beta analysis, tritium analysis, uranium analysis, and strontium analysis as detailed in the Standard Operating Procedures (SOPs). Cooperates and communicates effectively with coworkers concerning the workload and assignments. Completes all subsequent calculations and initial data review. Performs data entry. Assists the team leader in investigating causes for analytical problems, implementing solutions, and documenting corrective actions. Prepares and labels all reagents used in analysis procedures in an accurate and timely manner. Requests supplies and chemicals as necessary so that sample analyses are not delayed. (40%) 
EJF 2. Operates the analytical instruments used in the assigned analysis procedures according to written SOPs and manages the counting instruments to maximize use of available counting time. Performs instrument calibration verifications and preventative maintenance as specified in the SOP to assure acceptable instrument performance. Evaluates and verifies instrument performance daily before use, reports instrument problems to the team leader, and assists with troubleshooting efforts. (20%) 
EJF 3. Completes and documents all required quality control (QC) steps as defined in the SOPs and Quality Manual for assigned test procedures. Includes the designated QC samples with each batch of samples processed. Evaluates analytical QC data after analysis to determine data acceptability and notify the team leader of any questionable data. Completes all calculations and data review and submits to team leader for review. (20%) 
EJF 4. Conducts initial processing and preservation of incoming samples. Verifies incoming sample identity, demographic data, requested testing, and preservation status. Performs routine housekeeping and decontamination protocols. Performs routine cleaning and decontamination of beakers, pipets, centrifuges, hoods and other equipment as required. Performs routine surveys of laboratory work surfaces to monitor radiological contamination levels and submits results to team leader. Coordinates with the gamma spectroscopist or team lead to prepare soil, vegetation, tissue and food samples for gamma analysis as assigned. Performs dry weight determinations, ashing, grinding and other sample preparation procedures as assigned. Assists with the training of other staff members with strict adherence to SOPs. Assists team leader in determining causes for analytical problems, implementing solutions, and documenting corrective actions. (10%) 
EJF 5. Functions as a member of the radiological emergency response team. Assists in the preparation of the mobile lab for travel and onsite operations within two hours of notification. Participates as assigned in training and graded emergency response exercises. Provides observations and suggestions that may improve emergency response procedures. Safe operation of either a state-owned vehicle or personal vehicle is required to conduct state business, and an acceptable driving record must be maintained in accordance with DSHS Policy OS-3901, Fleet Operations and Management &amp; Procedures and standards developed by the Texas Department of Public Safety. EJF 6. Performs other duties as assigned, which include but are not limited to actively participating and/observing in a supporting role to meet the agency&rsquo;s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.
