General Job Description
Works under the direction of the Director of Operations in Tuberculosis (HD) and Hansen's Disease (HD) Section with extensive latitude for exercising initiative and independent judgment, performs highly advanced financial monitoring of program related projects and procurements that support expenditure forecast, budget and operational impact. Work involves investigation and review of the TB and HD budgets and accounting records, and financial statements to ensure compliance with federal and state laws as well as DSHS policies and regulations. Prepares financial and expenditure progress reports. Assists with planning and coordination related to TB and HD procurements and budgets. Interprets agency policies; creates and documents processes and procedures; and recommends, implements, and evaluates process improvements related to procurement and budget. Analyzes and interprets budget data and creates reports for management. Creates, assigns, and responds to budget assignments and ensures their timely and accurate submission. Work involves providing recommendations and technical assistance to staff in all matters relating to financial compliance and best practices. Coordinates across the Section with other staff who have financial resource-related duties. Builds cooperative relationships that support good internal and external customer services.
Essential Job Functions (EJF)
(30%) Responsible for monitoring the annual operating budget for the TB and HD Section throughout the fiscal year to ensure each funding sources are expended in accordance to federal and state requirements. Track expenditures from multiple funding sources using CAPPS Financials and provide independent judgement on how each funding sources are used based on the fund requirements and purpose such as state funds for medication purchase, vendor contracts, federal funds for federal required activities, running reports in CAPPS Financials for remaining balances for management decisions and assisting with annual routine procurements to meet programmatic needs such as contracts with local health departments and printings with HHSC Printshop. Prepare and review CAPPS financial reports for budget assignments such as the annual budget load, Legislative Appropriation Request and task profiles changes. Develops expenditure reports and federal reports to be submitted to CDC and the National Hansen's Disease Program. Download expenditures reports from CAPPS Financial for and review with management. Provide financial recommendations to Section Director and managers on how to allocate financial resources to meet the programs objectives and utilize funds most efficiently. Develops procedures for managers to submit requisition requests for procurements to secure resources for programmatic activities. Assesses trends and resource utilization in support of the Section and agency goals and priorities. Tracks and reports on the use of resources and the need for additional resources. Act as the approval authority for all Section invoices to be paid by completing the claims forms for accounts payables.
(25%) Acts as a financial liaison on resource, budget, and procurement issues with other sections of the agency, including the Division, the Section, Contract Management Section (CMS), Accounting Section, Budget Office, Funds Coordination and Management, Information Technology Section, HHSC Procurement and Contracting Services (PCS) to accomplish financial resources to meet programmatic needs. Duties include providing accurate budget line items to load the annual operating budget to the central budget office. Sending Contract Request Forms to the Contract Management Unit for program contract renewals with local health departments. Maintains the budget spreadsheet for managers review and decisions throughout the year by downloading CAPPS Financial reports. Train operation staff on processes and procedures for basic procurements such as training requests. Produces reports from CAPPS financials as needed for management decisions, reports such as expenditure reports to determine the total cost year to date for specific costs such as training or vendor contracts.
(15%) Provides leadership on procurement, requisition and purchase order activities for the Section. Reviews and approves requisitions as needed in CAPPS Financial. Provides guidance and technical assistance to operations staff on procurement issues, CAPPS Financial and ensures the use of an efficient system to document and track purchases within the Section. Interprets agency, enterprise, and state policies related to procurement. Monitor fund availability to ensure that funding is properly budgeted or transferred as needed for procurement and contracting. Tracks recurring purchases and timelines to initiate renewals on time. Reviews requisition data for accuracy and completeness. Works with the Information Technology Section and the Budget Section to ensure that capital authority is requested as needed, and that capital projects is monitored.
(5%) Performs other duties as assigned, including but not limited to actively participating and/or serving in a supporting role to meet the agency&rsquo;s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Works under general guidance from a Radiochemistry Team Leader and has moderate latitude in the use of initiative and independent judgment. Completes the preparation and analysis of drinking water and other samples for specific radionuclides according to standard operating procedures (SOPs). Completes the preparation and analysis of food samples under the Food and Drug Administration's (FDA) Laboratory Flexible Funding Model (LFFM) cooperative agreement. Operates laboratory equipment and counting instruments required for the analysis procedures, performing all necessary calibrations, instrument verifications, and routine maintenance. Completes quality control procedures required by the SOPs and records and evaluates quality control parameters. Ensures that samples are properly identified, preserved and stored. Performs routine monitoring of work areas to identify radiological contamination. Serves as a member of the radiological emergency response team. Meets all HHSC Performance Criteria. Essential Job Functions: 
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. EJF 1. Performs the assigned analysis of drinking water and environmental samples for radioactive isotopes. Prepares sample batches for sequential radium (ra-228 and ra-226) analysis, gross alpha and gross beta analysis, tritium analysis, uranium analysis, and strontium analysis as detailed in the Standard Operating Procedures (SOPs). Cooperates and communicates effectively with coworkers concerning the workload and assignments. Completes all subsequent calculations and initial data review. Performs data entry. Assists the team leader in investigating causes for analytical problems, implementing solutions, and documenting corrective actions. Prepares and labels all reagents used in analysis procedures in an accurate and timely manner. Requests supplies and chemicals as necessary so that sample analyses are not delayed. (40%) 
EJF 2. Operates the analytical instruments used in the assigned analysis procedures according to written SOPs and manages the counting instruments to maximize use of available counting time. Performs instrument calibration verifications and preventative maintenance as specified in the SOP to assure acceptable instrument performance. Evaluates and verifies instrument performance daily before use, reports instrument problems to the team leader, and assists with troubleshooting efforts. (20%) 
EJF 3. Completes and documents all required quality control (QC) steps as defined in the SOPs and Quality Manual for assigned test procedures. Includes the designated QC samples with each batch of samples processed. Evaluates analytical QC data after analysis to determine data acceptability and notify the team leader of any questionable data. Completes all calculations and data review and submits to team leader for review. (20%) 
EJF 4. Conducts initial processing and preservation of incoming samples. Verifies incoming sample identity, demographic data, requested testing, and preservation status. Performs routine housekeeping and decontamination protocols. Performs routine cleaning and decontamination of beakers, pipets, centrifuges, hoods and other equipment as required. Performs routine surveys of laboratory work surfaces to monitor radiological contamination levels and submits results to team leader. Coordinates with the gamma spectroscopist or team lead to prepare soil, vegetation, tissue and food samples for gamma analysis as assigned. Performs dry weight determinations, ashing, grinding and other sample preparation procedures as assigned. Assists with the training of other staff members with strict adherence to SOPs. Assists team leader in determining causes for analytical problems, implementing solutions, and documenting corrective actions. (10%) 
EJF 5. Functions as a member of the radiological emergency response team. Assists in the preparation of the mobile lab for travel and onsite operations within two hours of notification. Participates as assigned in training and graded emergency response exercises. Provides observations and suggestions that may improve emergency response procedures. Safe operation of either a state-owned vehicle or personal vehicle is required to conduct state business, and an acceptable driving record must be maintained in accordance with DSHS Policy OS-3901, Fleet Operations and Management &amp; Procedures and standards developed by the Texas Department of Public Safety. (5%) 
EJF 6. Performs other duties as assigned, which include but are not limited to actively participating and/observing in a supporting role to meet the agency&rsquo;s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.
