<b>JOB SUMMARY</b><br>
<br>
This class manages the classification and compensation for the County; assists in the development, implementation and continuous maintenance of the County&rsquo;s classification and compensation systems. This class works within broad policy and organizational guidelines, does independent planning and implementation and reports progress of major activities through periodic conferences and meetings.</p></div>
<div><h2 class="jobSectionHeader"><b>Duties</b></h2></div>
<div><p><b>ESSENTIAL JOB FUNCTIONS</b><br>
<br>
Oversees the county-wide classification and compensation program.<br>
<br>
Supervises classification studies including job analyses, desk audits, salary surveys, and development and preparation of job descriptions.<br>
<br>
Monitors and tracks the County&rsquo;s Longevity and Merit program.<br>
<br>
Conducts and completes salary surveys on behalf of Dorchester County, participates in public sector surveys and assists other municipalities and counties with salary questions.<br>
<br>
Reviews and processes Position Change Request Forms including labor changes, reclassifications, conversions, and creation of job codes.<br>
<br>
Determines and ensures appropriate FLSA classification and placement within the County's organization structure based upon application of job evaluation criteria.<br>
<br>
Reviews and updates pay grade assignments, pay structures, pay tables, position listings, and various other position details across HR systems as appropriate.<br>
<br>
Performs internal pay analysis as well as market pricing &amp; analysis by reviewing appropriate data/information. Recommends changes, supports the analysis with cost projects for proposed changes.<br>
<br>
Reviews and recommends salary offers above minimum for new hires in coordination with the Human Resources Director and hiring departments.<br>
<br>
Conducts thorough and impartial employee investigations related to misconduct, policy violations, or workplace concerns.<br>
<br>
Coordinates and facilitates grievance processes, including documentation, timelines, and communication with involved parties.<br>
<br>
Provides training and instruction to Human Resources Representatives as appropriate in the day-to-day application of compensation programs, policies, and procedures.<br>
<br>
Maintains and ensures compliance with applicable equal employment opportunity (EEO) and related employment laws and regulations.<br>
<br>
Works effectively as a team member with other members of management and the HR staff.<br>
<br>
Attends staff, committee and County meetings as required.<br>
<br>
Attends training, meetings, seminars and/or workshops to enhance job knowledge and skills.<br>
<br>
Performs other related job duties as assigned.</p></div><br>
<div><h2 class="jobSectionHeader"><b>Qualifications</b></h2></div>
<div><p><b>Education and Experience:
</b><br>
<br>
Bachelor's degree in Human Resources administration, business administration, or a closely related field required.<br>
<br>
Two (2) or more years of experience working in Human Resources, Business Analytics, or a related field, required.<br>
<br>
Prior experience in local government roles preferred.<br>
<br>
Prior classification and compensation experience to include experience with step pay plans and point factor evaluation systems, preferred.</p></div>

<div><p><b>Special Qualifications:</b><br>
<br>
Must possess a valid South Carolina driver&rsquo;s license.<br>
<br>
SHRM-CP or SHRM-SCP preferred.</p><div><b><br>

Position Type and Expected Hours of Work</b></div><div></div><div><br>
This is a full-time position; typical work hours and days are Monday through Friday, 8:30 a.m. to 5:00 p.m. Some flexibility in hours is allowed, but employees must be available during the &ldquo;core&rdquo; work hours of 9:00 a.m. &ndash; 4:00 p.m. and must work 40 hour each week to maintain full-time status. Employees must be available to work evenings, weekends and holidays during emergencies or as requested.</div><div></div><div><br>
