Position is for a full-time Talent Development Program Manager to work at EAH Corporate in San Rafael, CA. This is a hybrid remote position. Qualified candidates will have a Bachelor&rsquo;s degree in education, organizational development, HR, psychology or business administration, or equivalent combination of education and experience. 3 - 5 years&rsquo; experience developing and conducting training Demonstrated experience translating company goals and employee needs into effective training. Salary range: $80,000 - 130000 per year; hiring range for new employees is generally $80,000- $105,000 per year, DOE. POSITION OVERVIEW

The Talent Development Program Manager is responsible for designing, implementing, and managing strategic learning and talent development programs that build skills, drive engagement, and support career growth across the organization. This role partners closely with leadership to align programs with organizational priorities, integrates performance management and succession planning into the talent strategy, and ensures initiatives are evaluated for impact and continuous improvement.

RESPONSIBILITIES

Talent Development Strategy and Program Design
<ul>
<li>Leads the design and implementation of enterprise-wide talent programs, including onboarding, leadership development, performance management, talent reviews, employee surveys, and succession planning.</li>
<li>Conducts needs assessments using surveys, interviews, focus groups, and data analysis to identify skill gaps and learning needs.</li>
<li>Develops targeted learning solutions and career development pathways based on job competencies and organizational goals.</li>
<li>Collaborates with subject matter experts (SMEs) to ensure training content is accurate, relevant, and engaging.</li>
<li>Develops high-quality learning materials, such as manuals, guides, job aids, checklists, multimedia resources, microlearning, and SCORM compliant eLearning courses.</li>
<li>Ensures all talent development initiatives support organizational culture, values, and strategic priorities.</li>
<li>Creates regular opportunities for social connections through employee group activities and events designed at increasing employee engagement and satisfaction at Corporate and satellite offices.</li>

Program Delivery and Facilitation
<ul>
<li>Facilitates engaging training sessions, workshops, and webinars for employees at all levels, using diverse instructional methods.</li>
<li>Oversees the delivery of onboarding and new leader integration programs to promote alignment with company culture.</li>
<li>Incorporates interactive techniques such as role-play, simulations, group discussions, and case studies to enhance learning.</li>
<li>Leverages in-person, virtual, and on-demand learning platforms to ensure accessibility and scalability.</li>
</ul>
Performance Management
<ul>
<li>Manages the performance management process, ensuring completion of annual and mid-year performance reviews across all departments.</li>
<li>Ensures accurate documentation and reporting of performance and succession data in the performance management system.</li>
<li>Partners with leadership to identify critical roles, develop succession plans, and align development activities with future talent needs.</li>
</ul>
Evaluation, Measurement, and Continuous Improvement
<ul>
<li>Measures the effectiveness of talent development programs through participant feedback, assessments, and business performance metrics.</li>
<li>Establishes and tracks key performance indicators (KPIs) and return on investment (ROI) for all programs.</li>
<li>Analyzes employee data and partner with leaders to develop action plans that improve engagement, retention, and performance.</li>
<li>Continuously refine programs based on evaluation results, emerging trends, and best practices in talent development.</li>
</ul>
Collaboration and Stakeholder Engagement
<ul>
<li>Works closely with HR, department heads, and senior leaders to align talent development efforts with organizational objectives.</li>
<li>Serves as a trusted advisor to leaders, providing consultative support on learning and talent initiatives.</li>
<li>Coordinates with internal and external partners, including vendors, to deliver specialized programs and solutions.</li>
<li>Negotiates and manages contracts with external training providers.</li>

Learning Technology and Resource Management
<ul>
<li>Manages the Learning Management System (LMS) and Performance Management System to track and report participation, completion, and performance data. Ensures data integrity and accuracy.</li>
<li>Maintain and update online resources, including intranet learning pages and knowledge bases.</li>
<li>Identify and implement technology solutions to enhance program delivery and learner engagement.</li>
</ul>

This position is for a full-time Resident Manager I to work Crescent Park Apartments, a 378-unit affordable housing community in Richmond, CA. This is a HUD SEC 8/TCAC Combo property. Qualified candidates will have 1+ years of affordable housing property management experience and knowledge in HUD, TCAC, DFEH and ADA guidelines. Valid Driver's License, clean DMV record and reliable transportation are required. Yardi is a plus. Salary range: $28.35 - $45.15 per hour; hiring range for new employees is generally $28.35 - $36.75 per hour, DOE. POSITION OVERVIEW

Oversees the property&rsquo;s physical operations. Work (maintenance, supervisory, and administrative) relates to the upkeep, repair, and maintenance of buildings, grounds, mechanical, plumbing, HVAC, security, and electrical systems. Responsibilities include organizing staff&rsquo;s workloads so that routine and preventative maintenance work are done on a timely basis, maintaining and updating files and documents (both electronically and on paper), coordinating with vendors, and supervising maintenance staff on routine, safety, and emergency procedures. Understands and supports EAH&rsquo;s mission and core values.

RESPONSIBILITIES

Routine In-House Maintenance

<li>Develops routine maintenance program and schedule.</li>
<li>Establishes and follows a work priority system.</li>
<li>Performs or oversees performance of routine work orders.</li>
<li>Oversees vacant unit turnovers by performing or overseeing the performance of janitorial, painting and repair work done to the unit. Turnovers to completed within 5 days (or sooner if directed by supervisor)</li>

Preventative Maintenance

<li>Develops preventative maintenance program and schedule.</li>
<li>Performs or oversee performance of preventative maintenance.</li>

Vendors

<li>Schedules and supervises facility vendors.</li>
<li>Assists Resident Manager in evaluating progress inspections of on-site work performed by outside contractors.</li>

<li>Attends mandatory trainings and meetings.</li>
<li>Actively participates in EAH&rsquo;s Injury and Illness Prevention Plan, including following correct procedures for lifting and moving heavy equipment and materials, and wearing Personal Protective Equipment, as necessary.</li>

SUPERVISORY RESPONSIBILITIES

Supervises 3 or more full-time Maintenance Technicians and/or Janitors/Groundskeepers.

<li>Approves timesheets and time-off requests.</li>
<li>Sets and oversee employee work schedules.</li>
<li>Provides performance feedback to employees, including coaching, counseling and disciplining.</li>
<li>Assist Property Manager with hiring and evaluating maintenance employees.</li>
<li>Conducts regular meetings for discussions, problem solving, encouraging, and training.</li>

QUALIFICATIONS

High School Diploma or GED. Two years as a residential property maintenance worker. Supervisory experience preferred. Construction experience preferred. Valid Driver&rsquo;s License. HVAC Certification (required at some locations)Certified Pool Operator (CPO) designation preferred.
