Job DescriptionPortfolio &amp; Business Transformation Manager(Healthcare / Insurance &ndash; Hybrid)Department: Enterprise PMO / Strategy &amp; Transformation Reports To: Enterprise PMO Location: Puerto Rico &ndash; Hybrid (on-site minimum 2 days per week)Role SummaryThe Portfolio &amp; Business Transformation Manager is responsible for organizing, managing, and governing a portfolio of projects and initiatives, ensuring alignment with organizational strategy, annual operating budgets, IT financial objectives, and regulatory requirements.This role provides strategic direction and execution oversight by consolidating portfolio-level reporting that captures project objectives, costs, timelines, accomplishments, resources, risks, and financial forecasts across short-, medium-, and long-term horizons. The position plays a critical role in ensuring return on investment (ROI), cost-saving targets, and portfolio value realization within a highly regulated healthcare insurance environment.Key ResponsibilitiesPortfolio &amp; Financial Governance<ul><li>Organize and manage a portfolio of projects and initiatives, consolidating reporting on scope, schedule, cost, resources, risks, and delivery performance.</li><li>Develop and maintain portfolio-level forecasting (short, medium, and long term) to support executive decision-making.</li><li>Participate in strategic project planning and annual budgeting cycles, ensuring alignment with enterprise and IT budget objectives.</li><li>Ensure portfolio investments meet defined ROI thresholds, cost-saving metrics, and financial objectives.</li><li>Provide ongoing budget tracking, forecasting, and variance analysis across the portfolio.</li></ul>Strategy Alignment &amp; Business Transformation<ul><li>Align the organization&rsquo;s project plan of record with annual strategic goals and operating budgets.</li><li>Provide strategic guidance on initiative prioritization, sequencing, staffing, and scheduling.</li><li>Identify portfolio-level risks, dependencies, and contingency plans to protect delivery and financial outcomes.</li><li>Support enterprise transformation initiatives related to process optimization, digital enablement, and operational efficiency.</li></ul>Stakeholder Engagement &amp; Execution Oversight<ul><li>Interact closely with senior management and business partners to ensure project objectives and financial targets are met.</li><li>Coordinate portfolio and project activities across business units and IT.</li><li>Work closely with end users, business technologists, and cross-functional teams to prioritize business needs.</li><li>Partner with resource managers to manage portfolio capacity in accordance with governance processes.</li><li>Provide executive-level dashboards, reports, and presentations to support governance forums and steering committees.</li></ul>Governance &amp; Continuous Improvement<ul><li>Apply and support Project and Portfolio Governance Life Cycle processes.</li><li>Promote consistent use of project and portfolio management methodologies, tools, and standards.</li><li>Contribute to continuous improvement of portfolio management practices.</li></ul>Required Qualifications<ul><li>Bachelor&rsquo;s degree (BA/BS) in Information Technology, Computer Science, Business, Industrial Engineer or related field.</li><li>Minimum 5+ years of progressive project and/or portfolio management experience.</li><li>At least 3 years leading and directing multiple project tasks or initiatives.</li><li>Experience designing and managing low to medium complexity project portfolios.</li><li>Strong knowledge of project and portfolio management methodologies.</li><li>Proven experience in:</li><li>Project planning and execution</li><li>Risk and dependency management</li><li>Capacity planning</li><li>Financial monitoring and forecasting</li><li>Stakeholder and executive reporting</li><li>Strong analytical, communication, negotiation, and conflict resolution skills.</li><li>Ability to operate independently, manage competing priorities, and perform effectively in a high-pressure, deadline-driven environment.</li></ul>Preferred Experience &amp; Credentials<ul><li>Healthcare or insurance industry experience strongly preferred.</li><li>Strong understanding of:</li><li>Puerto Rico health insurance regulations</li><li>Health plan operations</li><li>Medicaid and Medicare programs</li><li>Payer-side project delivery</li><li>Accounting or financial management background strongly preferred.</li><li>Experience with Governance Process Life Cycle models.</li><li>Multiple trade certifications and/or continuing education strongly preferred.</li></ul>Certifications<ul><li>PMP&reg; certification or equivalent preferred</li><li>Additional portfolio, program, or transformation-related credentials are a plus</li></ul>Technical &amp; Reporting Skills<ul><li>Proficiency with project and/or portfolio management tools (e.g., MS Project, Smartsheet, or similar).</li><li>Advanced proficiency in Excel, PowerPoint, and portfolio reporting tools.</li><li>Strong data-driven decision-making capabilities, including cost-saving and ROI analysis.</li></ul>Language &amp;
