<div>BRIEF DESCRIPTION: 
The Uncertified Firefighter/EMT shall be a sworn firefighting position. Upon acceptance of this position the selected applicant shall pass an NFPA 1583 physical and will be required to pass this physical annually along with passing the required annual physical assessments. The uncertified firefighter will have to complete a rigorous fire academy within the permitted time given by the Fire Chief or designee. Once he/she has completed the fire academy and obtained their Hazardous Materials Operations, Firefighter 1 and 2, NWCG S-130/190/L-180 certifications, all required NIMS certifications, driver operator, basic EMS for firefighters and an approved CPR course they will be assigned to a shift. While on shift they will be expected to continue training, respond to emergencies, complete apparatus and facility checks, keep equipment stocked and maintained, and all other duties assigned by the Fire Chief or designee. They will then begin their Emergency Medical Technician Basic training and upon course completion he/she will be given a maximum of 3 opportunities to pass the National Registry test. Once they complete all above items they will be recognized as a certified firefighter. This position is 48 hours on duty/96 hours on duty scheduled position, however during training this position may work 40-hours a week until completion of the fire academy. This position may be subject to the 7K Fire Exemption under the Fair Labor Standards Act (FLSA). Employee may be required to work irregular hours, attend job related meetings both in and out of town, and perform all other duties as assigned.

FIREFIGHTER/EMT-UNCERTIFIED - STARTING PAY: $22.61 PER HOUR

<div><div>BRIEF DESCRIPTION: 
This is a high-level, sworn firefighting position that operates under the general direction of the Deputy Chief Support Services and in close coordination with the department&rsquo;s leadership team. The Division Chief of EMS serves as the primary architect and administrator of Eddy County Fire &amp; Rescue&rsquo;s (ECFR) Emergency Medical Services, tasked with evolving the current med-rescue first response agency into a nationally recognized rural EMS model. 
Internal Teamwork and Departmental Integration 
The incumbent must work collaboratively with all internal divisions&mdash;including Training/Health and Safety, Prevention, Operations, and Fleet&mdash;to ensure that EMS delivery is seamlessly integrated into the department's overall mission. A critical component of this role is working directly with career and reserve line staff to evaluate field needs, mentor personnel, and implement quality-of-life improvements that enhance provider wellness and patient outcomes. The Division Chief ensures that all internal policies, medical protocols, and software systems are standardized and align with the department&rsquo;s strategic goals. 
Interagency Collaboration and Partnerships 
Success in this position relies on the ability to build and maintain robust professional relationships with external stakeholders, including: 
<ul><li>Regional Healthcare: Working closely with local hospitals and healthcare workers to bridge the gap between field care and clinical reception.</li><li>Municipal Partnerships: Facilitating daily communication, joint training, and operational partnerships with the Artesia and Carlsbad Fire Departments to ensure a cohesive regional response.</li><li>State and Federal Liaison: Ensuring all programs and licenses remain in strict compliance with NMAC, state, and federal laws.</li></ul>
Contract Management and Strategic Growth</div>
The Division Chief oversees the logistics and implementation of major strategic initiatives, such as the EMS Feasibility study. This involves managing third-party contractors and consultants to translate data-driven insights into actionable service expansions. The incumbent also coordinates the procurement and maintenance of medical supplies and medications, ensuring that ECFR maintains a standardized and cutting-edge inventory of life-saving equipment.
