Title: Reentry Employment Specialist &ndash; Linking Employment Activities Pre-Release (LEAP) Program
Classification: Non-Exempt 
Scope of Position 
The LEAP Project is designed to provide transitioning reentrants from the Northampton County Prison and Lehigh County Jail with critical job readiness and employability skills they need to get and keep a job once released by creating and operating an American Job Center, called the LEAP-Center, in the Jail. The LEAP Reentry Employment Specialist serves as the liaison between Northampton County Prison, Lehigh County Jail, parole offices, PA CareerLink&reg; Lehigh Valley and the LVWIB staff. The Reentry Employment Specialist supports program participants in the successful transition of LEAP pre-employment services received in the Jail to services received at the PA CareerLink&reg; Lehigh Valley site upon release from jail.
Essential Functions<div><ul><li> 
Manage assigned caseload of job seekers to guide and develop through their customized career pathway, training opportunities, and mitigate barriers to achieve successful placement outcomes</li></ul></div><ul><li>Counsel, motivate and encourage LEAP participants in advancing employment, training and retention goals, and provide support in resolving issues that may impede successful job placement</li><li>Work with LEAP and Jail staff to create and implement an Individual Development Plan (IDP) for all participants</li><li>Work with LEAP staff to deliver job readiness and employability skills to transitioning offenders, to ultimately place them in jobs and reduce recidivism rates</li><li>Serve as liaison among the Northampton County Prison, Lehigh County Jail, PA CareerLink&reg; Lehigh Valley, the LVWIB and LEAP partners and volunteers</li><li>Work with Jail leadership to inform, educate and gain support for the LEAP Project from Jail staff</li><li>Work with Jail leadership and staff to inform, educate, recruit and enroll eligible inmates into the LEAP Project</li><li>Assist Jail Case Managers, LEAP Instructor/Case Managers and Instructor/Career Advisor to collect, organizes and analyze information about LEAP participants through records, personal interviews and workforce ready assessments to help with career and occupational planning</li><li>Keep current case notes and accurate records of participants&rsquo; progress and maintain participant tracking and files</li><li>Provide accurate and timely submission of required program data to ensure real time reporting needs.</li><li>Regularly scheduled participant outreach to follow-up on participant progress and employment outcomes to ensure successful outcomes.</li><li>Assist with employment related services and provide referrals to appropriate community service or social service agencies when needed</li><li>Work directly with LEAP participants, the Northampton County Prison and Lehigh County Jail, and PA CareerLink&reg; Lehigh Valley to seamlessly transition between the LEAP program and PA CareerLink&reg; Lehigh Valley ensuring consistent training and employment follow up service delivery</li><li>Regular intake and case management appointments facilitated across all CareerLink Lehigh Valley locations to provide customer centric case management to support employment opportunities upon release</li><li>Other opportunities as available</li></ul>
Education and Experience Requirements<div><ul><li> 
Bachelors&rsquo; degree or comparable experience in education/training, workforce, criminal justice or a related field</li></ul></div><ul><li>Minimum of three years&rsquo; experience in educational training, career counseling or corrections with demonstrated success in working with returning citizens and meeting prescribed goals</li><li>Demonstrated ability to work with diverse backgrounds</li><li>Successful candidate will be required to obtain and maintain all necessary security clearances</li><li>Current and valid driver&rsquo;s license and reliable transportation is required</li></ul>

Salary: $60,000/yr</h1>
Scope of Position
This role will provide direct supervision of the Case Managers, Project Specialists, and Workforce Development Specialists in the System-Wide Services Team. The Manager will receive directives on any newly designated special projects and initiatives through Philadelphia Works. The Manager is responsible for collaborating with funders, stakeholders, and customers to understand the vision and objectives of each project. The Manager will help logistically coordinate all assigned projects using project management tools and methods, to ensure that all reporting and summaries are readily available. This position requires travel and non-traditional hours as projects demand. The candidate must be flexible and able to work under pressure. They should also be comfortable managing last-minute changes. 
Essential Functions<ul><li>
Represent the PA CareerLink&reg; in planning designated cohorts and projects to support city initiatives; assist with start-up and recruitment planning as assigned</li><li>
Liaise with funder, employer, and other partner stakeholders to identify and define project scopes, objectives, and ensure that clients&rsquo; needs are met as the project evolves</li><li>
Assign each project to a Project Specialist and support the creation of a project management tracking tool that maps out project overview and scope, objectives and goals, project requirements, timeline, stakeholders, action items, deliverables, resources, and data to be reported out on</li><li>
Responsible for data tracking of every service provided and utilization of the state system of record, CWDS, as well as the team-wide reporting platform. Data capture is a daily responsibility.</li><li>
Develop project plans that align with the scope and expectations of the project to help monitor project progress</li><li>
Monitor project progress and proactively address any changes in the project plan</li><li>
Ensure all projects are enrolled in the Labor Exchange and/or WIOA program if required</li><li>
Collaborate with the Performance Data Manager to ensure data accuracy of each project</li><li>
Conduct monthly file audits to PIRL guidelines found in CWDS to ensure files are compliant with the programming assigned</li><li>
Serve as a backup and support to each Project Specialist and their roles</li><li>
Responsible for maintaining the project management tool and data to be reported within that tool</li><li>
Report any constraints encountered during the project implementation</li><li>
Collaborate with the OJT Coordinator on case management for On-the-job training caseloads</li><li>
Organizing, attending, and participating in stakeholder meetings</li><li>
Responsible for summarizing data into cumulative reporting on total impact, as well as offering reports and summaries for each project</li><li>
Implement project management skills, tools, and methods in all aspects of work</li><li>
When appropriate, investigate the feasibility of proposed programs; explore interests, options, success of similar programs, applicable regulations; report findings and make recommendations to the System-Wide Director</li><li>
Demonstrate a fluid approach to work and actively be part of continuous improvement</li></ul><ul><li>
Complete leadership tasks such as interviews, performance reviews, and feedback sessions</li><li>
Conduct weekly check-ins and plan reviews with Case Managers, Project Specialists, and Workforce Development Specialists</li><li>
Submit monthly reports to the System-Wide director on all projects</li><li>

Education and Experience Requirements</h1><ul><li>Human Services and/or Project Management background required</li><li>Able to communicate with PhilaWorks leadership</li><li>BA degree or equivalent experience preferred</li><li>Must be able to work independently with little or no supervision</li><li>
Demonstrate a fluid approach to work and actively be part of continuous improvement</li></ul><ul><li>Ability to interact with a wide variety of individuals and demonstrate a positive professional attitude</li><li>Excellent knowledge of the Philadelphia region is preferred</li><li>Strong interpersonal and servant leadership skills required</li><li>Strong knowledge of Microsoft Office products</li><li>Comfortable with local travel</li><li>Excellent writing and proofreading skills</li></ul>
