Project Overview 
Ellumen, a three-time Top Workplace honoree by the Washington Post, is a dynamic IT business headquartered in Silver Spring, MD. We specialize in providing a broad range of information technology and related services to both government and commercial customers. 
 
Ellumen is seeking an experienced Program Manager to support an upcoming contract supportint a comprehensive Training Modernization Initiative to enhance the effectiveness, accessibility, and impact of its workforce development programs. This multi-year effort focuses on designing and implementing immersive, learner-centered training solutions that improve performance, support operational excellence, and align with the safety and service mission. 
The Project Manager &amp; Lead Instructional Designer will play a key leadership role in delivering these outcomes. 
Position Summary 
The Project Manager &amp; Lead Instructional Designer will oversee the end-to-end design and implementation of learning solutions. This individual will lead cross-functional teams, manage project milestones, and ensure training content is instructionally sound, data-driven, and aligned with Metro&rsquo;s technical competencies and workforce goals. 
Major Duties and Responsibilities
<ul><li>Lead all instructional design activities from concept through delivery.</li>
<li>Collaborate with SMEs and leadership to define measurable learning objectives.</li>
<li>Manage project timelines, risks, and deliverables across multiple workstreams.</li>
<li>Conduct and oversee quality assurance reviews for all training content.</li>
<li>Serve as the primary point of contact for Metro&rsquo;s COTR/Project Manager.</li>
<li>Communicate project updates, status, and performance metrics to stakeholders.</li>
<li>Support the development of training evaluation frameworks and continuous improvement.</li>
</ul>Minimum Qualifications
<ul><li>Master&rsquo;s degree in Instructional Design, Education, or related field</li>
<li>US Citizen with the ability to obtain clearance (Active clearance preferred).</li>
<li>7+ years of instructional systems design experience</li>
<li>4+ years of project management and stakeholder engagement experience</li>
<li>2+ years leading instructional or technical teams</li>
<li>Expertise in ADDIE methodology and adult learning theory</li>
<li>Proficiency with Adobe Captivate (Classic/New)</li>
<li>Knowledge of WCAG 2.2 accessibility standards</li>
<li>Strong communication skills with senior leadership</li>
</ul>Preferred Qualifications
<ul><li>PMP or equivalent project management certification</li>
<li>Experience with transit or technical workforce training</li></ul>

Ellumen is seeking an experienced Instructional Designer to support an upcoming Training Modernization Initiative. The Instructional Designer will help develop innovative, high-impact learning programs that bridge performance gaps and foster continuous improvement. This person will design and deliver scalable, accessible, and measurable training across technical and operational functions. 
Position Summary 
The Instructional Designers will create engaging training content for a variety of delivery modes&mdash;including instructor-led, computer-based, and blended learning. They will work closely with SMEs and project teams to ensure learning solutions meet adult learning and accessibility standards. 
Major Duties and Responsibilities
<ul><li>Design and develop engaging learning content, materials, and multimedia assets.</li>
<li>Apply instructional design models and adult learning theory to ensure effectiveness.</li>
<li>Partner with SMEs to translate technical concepts into learner-friendly materials.</li>
<li>Conduct QA reviews to ensure consistency, accuracy, and accessibility.</li>
<li>Manage timelines and deliverables in alignment with project milestones.</li>
<li>Collect and integrate learner feedback to support program improvement.</li>
</ul>Minimum Qualifications
<ul><li>US Citizen with ability to obtain clearance (Active clearance preferred)</li>
<li>Bachelor&rsquo;s degree in Instructional Design, Education, or related field</li>
<li>3+ years of experience designing and developing instructional content</li>
<li>Familiarity with ADDIE methodology and adult learning principles</li>
<li>Experience with Adobe Captivate and InDesign</li>
<li>Knowledge of WCAG 2.2 accessibility standards</li>
<li>Experience developing eLearning and ILT materials</li>
</ul>Preferred Qualifications
<ul><li>PMP or equivalent certification</li>
<li>Experience developing training for transit or technical environments</li></ul>
