<div><div>POSITION SUMMARY</div>
The HR Compliance and Safe Workplace Coordinator ensures the organization maintains a safe, fair, and legally compliant workplace. This position implements, and monitors HR compliance initiatives, updates safety protocols and manuals, and risk mitigation initiatives to promote a safe, equitable, and legally compliant workplace. The Coordinator serves as a subject-matter expert in HR legal compliance, OSHA requirements, and HR policy administration.
This job description may be adjusted both before and after hire as we continue to define it.
PRIMARY DUTIES
HR Compliance<ul><li>
Plan and execute internal audits of HR processes (e.g., I-9s, personnel files, leave management, training compliance, and other annual and bi-annual compliance requirements).
</li><li>Support external audits by providing accurate and organized employee records and documentation.</li><li>
Conduct bi-weekly payroll audits, ensuring compliance with labor laws, and reporting results up to ECS Executives.</li><li>
Monitor, track, follow up, and help close out corrective actions related to payroll audits.</li><li>
Monitor and promote compliance with federal, state, and local employment laws and regulations (e.g., FLSA, FMLA, ADA, EEO, OSHA, Cal/OSHA, and state specific wage and hour requirements).</li><li>
Maintain awareness of regulatory changes and participate in updating policies, procedures, forms, personnel files, job descriptions and other documents.</li><li>
Process monthly credit card reconciliation, ensuring proper allocations and cost transfers.</li><li>
Accept, track, forward and respond, as requested, to legal documents, including subpoenas.
</li></ul>Safe Workplace and OSHA Compliance<ul><li>
In collaboration with the Safety Manager, coordinate workplace safety programs to ensure compliance with OSHA, Cal/OSHA, and other applicable safety standards.</li><li>
Maintain and update the Injury and Illness Prevention Program (IIPP), Workplace Violence Prevention Plan (WVPP), and Emergency Response Plan (ERP).
</li><li>Participate in bi-weekly New Hire Orientation to train on De-escalation techniques and other safety practices.</li><li>
Participates in and takes notes during Safety Meetings and Health and Safety Committee Meetings and ensures follow-up on next step actions. Back-up as lead in meetings during Safety Manager&rsquo;s absence.
</li><li>Support training programs related to workplace safety, emergency response, and ergonomics.</li></ul>
<h4 class="jobSectionHeader">Reporting and Risk Management</h4><ul><li>
Prepare reports for HR leaders on compliance metrics, training completion, and audit findings.
</li><li>Track, report, and analyze trends in injuries, workers&rsquo; compensation claims, and safety incidents to identify prevention opportunities.</li><li>
Support the Director of Human Resources Compliance and Analytics in preparing and submitting required regulatory filings (e.g., EEO-1 report, OSHA 300 logs, annual summaries, and other required filings).
</li><li>Support the Safety Manager in preparing and tracking drills, safety inspections, hazard assessments, and incident investigations.
</li></ul>REQUIREMENTS<ul><li>
Minimum five (5) years of experience in HR compliance, risk management, or workplace safety coordination.</li><li>
Experience interpreting and applying OSHA/Cal/OSHA, FLSA, ADA, FMLA, or other state, federal labor laws required.</li><li>
Professional certification preferred (e.g., SHRM-CP/SCP, PHR/SPHR).</li><li>
Prior experience conducting HR audits and maintaining employee files or coordinating safety programs is preferred.</li></ul>
KNOWLEDGE SKILLS AND ABILITIES<ul><li>
In-depth knowledge of employment law, HR regulations, compliance standards, and workplace safety requirements.</li><li>
Strong analytical and reporting skills with attention to detail.</li><li>
Excellent communication and interpersonal skills; able to interact and partner across departments and all levels of the organization.</li><li>
Proficient in Microsoft Office Suite and HRIS systems (e.g., ADP, Paycom or similar)</li><li>
Ability to manage multiple projects and deadlines in a fast-paced environment.</li><li>

</li></ul>PHYSICAL REQUIREMENTS<ul><li>
Requires the ability to walk throughout interior and exterior areas of organizational properties to conduct safety inspections, assess work environments, and respond to potential hazards.
</li><li>Requires the ability to stand, sit, bend, and move intermittently throughout the day; occasionally lift or move up to 30 pounds.</li><li>
Requires the ability to navigate a variety of indoor and outdoor environments, including stairs and uneven surfaces.</li><li>

WORKING CONDITIONS<ul><li>

HR Compliance & Safe Workplace Coordinator

At Episcopal Community Services (ECS), employees work with participants who may be experiencing homelessness, behavioral health conditions, substance use challenges, and other difficult life circumstances. While this work is meaningful and mission-driven, it can at times be stressful, demanding, or unpredictable. Employees are expected to exercise sound judgment, remain aware of their surroundings, follow established safety, communication, and de-escalation procedures, participate in all required trainings, and promptly report incidents, threats, injuries, or unsafe conditions, in accordance with ECS policies and procedures.
 
This position is a fully onsite, client-facing role that requires in-person interaction and direct service delivery to participants at ECS program locations. Due to the essential nature of the duties and the need for consistent in-person engagement with clients, remote work or work-from-home arrangements are not available for this position.
 
Position Summary
 
Under the supervision of the Support Services Manager, the Case Manager is responsible for carrying a caseload of approximately 35 participants. The Case Manager performs assessments and develops Individual Service Plans with the participants. The Case Manager will meet with participants to implement Individual Service Plans and collaborate with program leadership to help the organization maintain compliance with local, county, state and federal regulations.
 
Primary Duties
 
Manage a caseload of approximately 35 participants.
 
Perform Individual Service Needs Assessments.
 
Collaborate with the participant to develop an Individual Service Plan that identifies needs with the primary focus being housing.
 
Create an action plan to assist the participant with accomplishing goal(s).
 
Report participant’s progress to Program Leadership as required.
 
Provide case management linkage services and support for housing, income, primary care, substance use treatment, behavioral health, legal, employment, clothing, and other resources.
 
Track and encourage participants to attend scheduled appointments.
 
Maintain accurate participant files and records by entering documentation of all assessments, services, crisis management, and discharge services into various electronic systems for all participants in compliance with ECS practices and contract requirements.
 
Assist participants with planned exits from the program and link to appropriate services.
 
Adhere to agency, state, and funder regulations.
 
Other duties.
 
Minimum Requirements
 
High School Diploma + 4 years’ experience or AA degree in similar field + 3 years’ experience, or CHW Certificate/CADC + 2 – 4 years’ experience, or BA/BS degree in similar field + 2 – 4 years’ experience, or MA/MS degree in similar field + 1 year experience.
 
As a Bilingual (Spanish-speaking) Case Manager, must be fluent in both written and oral communication and comprehension in Spanish.
 
PLUS: 
Associate degree in psychology, counseling, social work, or another related field and 3 years of relevant work experience
 
CCSF Community Health Worker Certificate and 2 – 4 years of relevant work experience
 
High school diploma/GED and 4 years of relevant work experience
 
Experience working in integrated service teams using person-centered harm-reduction and trauma-informed approaches.
 
Background working with unhoused individuals.
 
Effective communication skills (written and oral).
 
Excellent organizational and time management skills.
 
Strong administrative and organizational skills. Must possess excellent charting, recordkeeping, and professional writing skills.
 
Knowledge of Microsoft Office programs and experience documenting services into electronic record systems.
 
Must be able to problem solve and quickly assess/respond to a variety of situations, including medical emergencies, psychiatric emergencies, conflict resolution and de-escalation interventions, as well as other types of crises.
 
Operate with cultural humility in a diverse program and staff population.
 
Possess a knowledge of and sensitivity to adults with substance abuse, domestic violence, incarceration, HIV/AIDS, mental health including co-occurring disorders, and history of trauma.
 
Lived experienced preferred, but not necessary.

Case Manager - Bilingual

PRIMARY DUTIES AND RESPONSIBILITIES<ul><li>
Perform intake assessment of assigned residents on day of move-in to include a review of health status, psychosocial history, financial status, history of drug and alcohol use, housing history, etc.</li><li>
Outreach to each resident on assigned caseload regularly, as well as in response to incidents or documentation indicating the resident may be in crisis, need behavioral health or medical intervention, or may be jeopardizing their housing (late rent notices, lease violations, etc.). Direct, in-person engagement is always the goal.
</li><li>Work with each resident to develop and implement an individualized Service Plan based on each resident&rsquo;s goals and needs, tailored to their preferences.</li><li>
If unable to offer on-site resources, provide referrals to other in-house providers or outside community resources regarding issues related to substance use, vocational training, legal services, immigration services, physical and mental health services, housing resources, money management, etc.</li><li>
Assess each resident&rsquo;s eligibility for benefits and entitlements and assist residents in applying for and enrolling in these programs.
</li><li>Work with residents regarding budgeting issues, including the development of voluntary money management plans.</li><li>
Advocate on behalf of residents with Property Management regarding issues that may be jeopardizing residents&rsquo; housing (late rent notices, lease violations, etc.). Under the direction of the SSM, work with Property Management to avoid eviction, when possible.
</li><li>Assist residents or staff with conflict resolution to ensure a comfortable living environment for all residents that promotes a sense of respect, cooperation, self-sufficiency and tenant empowerment.</li><li>
Participate in twice-per-week Wellbeing Checks, and as necessary, subsequent Emergency Safety Checks to ensure the safety and wellbeing of residents.
</li><li>Develop and facilitate at least one weekly therapeutic / psycho-educational group at the site. As directed by the SSM, assist with the organization and carrying-out of other program events and community-building activities, such as Residents&rsquo; Council, BINGO, BBQs, holiday celebrations, community meetings and meals, movie viewings, outings, etc.</li><li>
Maintain up-to-date documentation in resident files regarding services provided in a complete, confidential, and professional manner. Complete all necessary paperwork and administrative requirements, including completing Significant Encounters, outreach letters, Service Plans, recertification, filing, etc., within the required timeframe.
</li><li>Assist residents with planned exits from the program to engage in comprehensive discharge planning, that includes referrals for case management, housing, food, clothing, medical treatment, detox, and/or other services as necessary and appropriate.</li><li>
Assist in developing and implementing new programs, groups, and activities with the Support Services Manager.</li><li>
Provide back-up coverage for other case managers, as directed by the SSM.</li><li>
Share information and new resources with residents and staff.</li><li>
Follow and implement all applicable policies and procedures of Episcopal Community Services.</li><li>
Establish and maintain a positive working relationship with employees, volunteers, and residents of Episcopal Community Services, and outside agencies.</li><li>
Attend all meetings as assigned.</li><li>
Perform other duties as assigned.</li></ul>
REQUIRED QUALIFICATIONS:<ul><li>
Case Manager ($28.00/hr.): High School Diploma + 4 years&rsquo; experience or AA degree in similar field + 3 years&rsquo; experience, or CHW Certificate/CADC + 2 &ndash; 4 years&rsquo; experience, or BA/BS degree in similar field + 2 &ndash; 4 years&rsquo; experience, or MA/MS degree in similar field + 1 year experience.</li><li>
Senior Case Manager ($30/hr.): MA/MS + at least 2 years&rsquo; experience, or BA/BS + at least 4 years&rsquo; experience, CHW Certificate/CADC + 4 years&rsquo; experience.</li></ul>
PLUS:<ul><li>
Knowledge of local social services and other community resources for underserved populations and severely low-income individuals and families.
</li><li>Must show patience, compassion, and empathy to the participants that we serve.</li><li>
Must possess excellent charting, recordkeeping, and professional writing skills for daily documentation.</li><li>
Must be able to quickly assess and respond to a variety of situations, including medical emergencies, psychiatric emergencies, conflict resolution, de-escalation interventions, as well as other types of crises.
</li><li>Computer skills and moderate experience using Microsoft Outlook, Word, and other MS Office applications is required.
</li><li>Strong interpersonal skills, a team approach, and the ability to communicate effectively both orally and in writing are essential.
</li><li>Demonstrated cultural competency in working with diverse, underserved, and and the ability to communicate in Spanish is desirable. Bi-lingual positions (if open) pay a 5% premium!</li><li>
