Organizational Setting</b></p><p>
The Subregional Office for Central Asia (SEC) is responsible for developing, promoting, overseeing and implementing agreed strategies and projects for transforming food, agriculture and rural development. It also develops and maintains relations with subregional wide institutions. The Subregional Office is a subsidiary of the FAO Regional Office for Europe and Central Asia (REU).</p><p>
The position is located in the FAO Subregional Office for Central Asia (SEC) in Ankara, T&uuml;rkiye.</p><p><b>
Reporting Lines</b></p><p>
The Subregional Coordinator (SRC) for Central Asia works under the guidance of, and reports to the Assistant Director-General/Regional Representative (ADG/RR), Regional Office for Europe and Central Asia (REU).</p><p><b>
Summary of Duties and Functions</b></p><p>
The Subregional Coordinator for Central Asia leads the multidisciplinary technical teams in the designated subregion. He/she leads FAO's response to subregional priorities in line with FAO's Strategic Framework 2022-31 and is accountable for FAO activities in the subregion. He/she represents FAO in the country of assignment. He/she supports the FAO Regional Representative in his/her capacity as an accountable member of the regional United Nations Development Group (UNDG) team as defined in the 'Management and Accountability System of the UN Development and the Resident Coordinator System'.</p><p>
The Subregional Coordinator also serves as the FAO Representative to the host country, T&uuml;rkiye, as well as to other countries in the subregion where FAO has no Representatives and/or Representations, to promote FAO&rsquo;s support to the national priorities.</p><p>
He/she contributes to the preparation of the Country Programming Frameworks (CPFs) for the FAO Members in the Subregion, and ensures effective collaboration with subregional economic integration organizations, UN-system entities at the subregional and national levels, as well as other subregional institutions and media.</p><div>
In particular, he/she will be responsible for the following:<br>
<ul><li>Oversight of FAO strategic planning and programme development in the subregion:</li></ul>
o lead the analysis and dialogue on subregional priorities and the development of subregional strategies;<br>
o advise and collaborate with internal partners to raise awareness of subregional priorities and needs, and ensure that they are reflected in corporate and regional policies;<br>
o ensure the provision of timely technical support to the FAO components of the United Nations common planning and programming frameworks (e.g. United Nations Sustainable Development Cooperation Framework [UNSDCF], Consolidated Appeals Process [CAP], Flash Appeals, etc.), the Country Programming Framework (CPF) for all countries in the subregion and related FAO programmes, projects and/or other activities;<br>
o lead subregional mobilization of extrabudgetary resources, making optimum use of the expertise available in the Decentralized Offices.</div><ul><li>Programme implementation and monitoring:</li></ul>
o support Member countries in the subregion to address food insecurity, malnutrition, hunger and inequalities by working together with institutional partners in the subregion, in accordance with agreed priorities, approved programme/workplans/budgets, strategic objectives and corporate policies;<br>
o coordinate and ensure timely and appropriate implementation and technical backstopping to FAO programmes and projects in the subregion in close collaboration with FAO technical Divisions and units, and in line with corporate norms, standards and procedures;<br>
o undertake regular reporting and monitoring on subregional programmes.<ul><li>Leadership on knowledge management:</li></ul>
o support and, where relevant, lead the subregional policy dialogues on areas of FAO&rsquo;s mandate;<br>
o facilitate timely access by subregional stakeholders to FAO&rsquo;s knowledge resources and global public goods, and knowledge sharing within and beyond the subregion;<ul><li>Management of human and financial resources:</li></ul>
o lead and manage the Subregional Office and ensure effective and efficient use of human and financial resources in line with corporate policies and administrative procedures;<br>
o manage all matters related to the security and safety of FAO personnel and their eligible dependents and ensure full adherence to the United Nations (UN) Security Policy, rules and regulations, as well as to security-related instructions issued by FAO;<ul><li>Contacts/Partnerships:</li></ul>
o support the effective establishment of partnerships and collaborations with governments, donors, civil society, academia, private sector, non-government organizations (NGOs), United Nations system organizations and other international organizations;<br>
o advocate FAO&rsquo;s policy positions in the relevant subregional fora, represent FAO in the media, and implement a pro-active communications strategy to raise awareness about FAO with the general public;<br>

Minimum Requirements</b><br>

Guided by the Country Program Framework 2023 -2027, FAO&rsquo;s country programme in Egypt is aligned with country priorities as expressed in national strategies such as; Vision 2030, Updated Sustainable Agricultural Development Strategy and Action Plan (SADS-2030), National Water Resources Plan 2017-2037, Egypt National Climate Change Strategy-2050 and First Updated Nationally Determined Contributions (2022), National Food and Nutrition Strategy (2022-2030), Egypt National Action Plan for Antimicrobial Resistance (2018-2022), Programmer (2022), National Strategy for the Empowerment of Egyptian Women, 2030, Haya Karima Initiative (Decent Life &ndash; Sustainable Rural Communities) 2019-2030, Nexus of Water, Food and Energy (NWFE) Program, and residential Initiative &ldquo;Bedaya &ndash; A New Beginning for Human Building&rdquo;.<br>
Through the support of various international donors, FAO Egypt is implementing a growing portfolio of projects covering but not limited to; land and water enhancement, agriculture production, animal health, climate change adaptation, agrifood value chain development, food security and nutrition and support to vulnerable rural and smallholder farmers. Further, a pipeline of projects covering climate change adaptation, natural resources management, biodiversity restoration and risk reduction is expected. FAO Egypt also sits in various coordination mechanisms in the country, in a strategic capacity as well as a technical lead for food systems and agriculture.<br>
To deliver its program, FAO Egypt is working with several line ministries such as Ministry of Agriculture and Land Reclamation Ministry of Environment, Ministry of Foreign Affairs, Ministry of Health and Population, Ministry of Social Solidarity, Ministry of Water Irrigation, and Ministry of Youth and Sports.</p><p><b><br>
Reporting Lines</b></p><p>
The Programme Specialist will work under the direct supervision of the FAO Representative/OiC, and the overall supervision of the ADG/Regional Representative for the Regional Office of the Near East and Nort Africa (RNE), and in close collaboration with the Assistant FAOR (Programme) in FAO Egypt and Programme Team.</p><p><b><br>
Technical Focus</b></p><p>
The Programme Specialist will oversee the implementation of the assigned project(s) and contribute to other FAO Egypt projects as required. The role ensures project(s) alignment with FAO's Strategic Framework, national priorities, and donor requirements. The Specialist will also provide technical and operational support to enhance the efficiency and impact of FAO Egypt&rsquo;s broader portfolio.</p><p><b><br>

Organizational Setting</b></p><p>
The Regional Office for the Near East and North Africa (RNE) leads FAO's support to countries in the region in transforming their agrifood systems to achieve the Sustainable Development Goals (SDGs). It identifies regional priorities for food security, agriculture and rural development and ensures the planning and implementation of FAO's strategic response in the region through a multidisciplinary approach. It implements approved programmes and projects, monitors programme implementation and ensures that they contribute to addressing regional priorities. RNE also advises on the incorporation of regional priorities into the FAO Strategic Framework and Programme of Work and Budget.</p><p><b><br>

Tasks and responsibilities</b></p><ul><li>Provide advisory support to Subregional and Country Offices on the interpretation and application of FAO administrative, financial and operational rules, procedures and best practices.</li><li>Support the development, review and standardization of administrative tools, workflows, templates and internal guidance to strengthen operational effectiveness across SROs and COs.</li><li>Prepare analytical reports, dashboards and management briefs on administrative performance, delivery status, and operational trends to support decision-making.</li><li>Ensure timely delivery of the necessary inputs and timely implementation of activities, consistent with the planned project work plans, detailed field activity plans.</li><li>Coordinate administratively with procurement, logistics, and other relevant units to facilitate information sharing and operational preparedness for emergency response and other activities.</li><li>Participate in team planning meetings and provide administrative inputs.</li><li>Coordinate with Operations staff and discuss day-to-day operational aspects of emergency response projects and programmes in accordance with the project management cycle in consultation with relevant unit</li><li>Support the administrative updating and tracking of progress of the Admin plans on a quarterly basis, and follow up on requisition status and timelines with relevant units to support alignment with project work plans.</li><li>Regularly monitor and update administration budget expenditures and available resources in consultation with relevant responsible unit</li><li>Participate in the administrative activities and report preparation as assigned by the supervisor.</li><li>Contribute to the preparation of progress reports and prepare relevant briefings as required.</li><li>Support the administrative processing, tracking, and follow-up of implementation of Letters of Agreements in close coordination with assigned project managers, including monitoring timelines for amendments, extensions, and closure.</li></ul><p></p><p><b><br>

Minimum Requirements</b></p><ul><li><i>For Consultants:</i></li></ul>
Advanced university degree from an institution recognized by the International Association of Universities (IAU)/UNESCO in management, business administration, accounting or related field; Consultants with a bachelor's degree need two additional years of relevant professional experience.<br>
 <i>For PSAs:</i><br>
University degree from an institution recognized by the International Association of Universities (IAU)/UNESCO in management, business administration, accounting or related field.<br>
<ul><li>At least 5 years of relevant experience in administrative support, financial record management, or related office administration functions.</li><li>Working knowledge of English (Level C).</li></ul><p><b><br>
