Reporting Lines</b></p><p>
The National Human Resources Specialist will work under the overall supervision of the FAO Representative, and in close collaboration with the HR Unit in the Regional Office for the Near East and North Africa (RNE), other Units and colleagues in the office.</p><p></p><p><b><br>
Technical Focus</b></p><p>
The Human Resources Specialist is responsible for coordinating and executing administrative tasks related to the hiring of national and international affiliate workforce, in accordance with FAO rules and regulations.</p><p></p><p><b><br>
Tasks and responsibilities</b></p><ul><li>Coordinate the overall hiring plan for hiring of national and international affiliate workforce.</li><li>Develop and/or review Terms of Reference of affiliate workforce and ensure compliance with current standards and regulations.</li><li>Coordinate and manage the publication of calls to attract candidates for vacancies related to national and international affiliate workforce, ensuring proper dissemination to attract qualified talent.</li><li>Organize and facilitate the selection process, including coordinating interviews with the selection panel and preparing reports on evaluated candidates.</li><li>Manage the complete cycle of contracts for national and international affiliate workforce in the Global Resource Management System (GRMS), ensuring the collection and verification of required documentation.</li><li>Supervise the validity of contracts for national and international affiliate workforce and take appropriate measures in coordination with supervisors for renewal or termination as necessary.</li><li>Provide administrative support, including recording worked hours for the payment of fees to national and international consultants and other related tasks.</li><li>Collaborate in implementing actions to promote a respectful and harmonious work environment, aligned with the organization's values and commitments.</li><li>Facilitate knowledge exchange and best practices within the office, promoting collaboration, continuous learning, and innovation.</li><li>Assist in the performance evaluation process of national and international consultants, providing logistical and administrative support for the preparation and recording of their performance evaluation reports (QAR).</li><li>Maintain confidentiality and handle sensitive information with discretion.</li><li>Perform other tasks as required.</li></ul><p><b><br>

Under the direct supervision of the FAO Representative, the Senior Monitoring and Evaluation (M&amp;E) Expert will work in close collaboration with all partners (government, local authorities, NGOs, private sector, and others) and the technical team of the project, and the team of FAO Office in Egypt.</p><p><b><br>
Technical Focus</b></p><p>
Leadership of the monitoring and evaluation function as well as results-based delivery of projects and programmes.</p><p><b><br>
Tasks and responsibilities</b></p><ul><li>Lead the design, implementation, and continuous enhancement of the project's Monitoring and Evaluation (M&amp;E) framework, including the development of strategic M&amp;E work plans, customized tools, templates, and operational guidelines to ensure robust performance tracking and reporting.</li><li>Oversee M&amp;E functions of the project and provide updates and milestones of progress on a quarterly, bi-annually and annually basis, compared to the project log frame and baseline assessment.</li><li>Oversee the development and review project work plans and Logical framework to ensure implementation and reporting.</li><li>Provide strategic analysis and produce reports that show progress in achievement of outputs and outcomes, bottlenecks for not achieving results and recommendations for improvement, using FAO reporting templates.</li><li>Liaise with relevant colleagues in FAO Egypt to document good practices, success stories and lessons learned for organizational learning and improvement.</li><li>Take lead in the maintenance of project M&amp;E system, including tools, databases as well as the continuous provision of information from monitoring data.</li><li>Oversee the design and implementation of terminal evaluation study.</li><li>Lead the design of monitoring tools to be used by facilitators and trainees to support easy identification of impacts of training undertaken through project activities.</li><li>Drive strategic knowledge building and knowledge sharing through organizing learning sessions for project implementing partners.</li><li>Work closely with the project team, to undertake monitoring of project activities and assist in the preparation of monthly, quarterly and annual implementation reports as per donor and FAO requirements.</li><li>Perform other tasks as required.</li></ul><p></p><p><b><br>

Under the overall supervision of FAO Egypt Office, the direct supervision of Project Manager and in close collaboration with the project team and FAO Egypt country office persons involved in the implementation of this project, the Biogas Specialist shall focus his/her initial input into the below listed key and specific functions.</p><p><b><br>
Technical Focus</b></p><p>
Biogas production from animal wastes to be promoted as environmentally friendly intervention for waste management at farm level with capacity to develop communication materials and short animation movies advocating for the adoption of biogas production using animal waste as a mean for green energy production.</p><p><b><br>
Tasks and responsibilities</b></p><ul><li>Undertake assessment on the feasibility and sustainability of biogas production using animal waste, including cost-benefit assessment of small scale versus large scale establishments.</li><li>Identify beneficiary livestock producers for piloting biogas development.</li><li>Design and identify in consultation with relevant government and private stakeholders the requirements for biogas development.</li><li>Assist in procurement of inputs and services necessary for biogas production.</li><li>Provide support to private companies/enterprises in the business of biogas development and maintenance.</li><li>Provide support to construction of physical infrastructure for biogas production.</li><li>Develop practical manual on production of biogas from animal waste.</li><li>Train livestock farmers on techniques of biogas production using animal waste.</li><li>Undertake monitoring and follow-up of the pilot biogas development programme.</li><li>Develop communication materials and short animation movies for promoting biogas as environmentally friendly intervention for waste management at farm level and production of green energy</li></ul><p><b><br>
