The Memorandum of Understanding of the Technical Cooperation Programme between the Ministry of Environment, Water and Agriculture (MoEWA) on Behalf of the Kingdom of Saudi Arabia (KSA) and FAO aims at supporting the Ministry in achieving its strategic objectives related to: (a) conservation and sustainable management of the natural resources and the environment; (b) achievement of water security; (c) contribution to sustainable food security; (d) sustainable development for the sectors with comparative advantages; (e) attainment of sustainable and high-quality services and products; and (f) operationalization of private sector involvement and the role of cooperatives and non-profit organizations.</p>
<p>
Led by a Programme Coordinator, the Programme Management Unit of the FAO-KSA Technical Cooperation Programme is responsible for the overall management of the Programme including the management, oversight, and technical guidance for all projects under the Technical Cooperation Programme.</p>

The position is located in the Programme Management Unit of the FAO-KSA Technical Cooperation Programme in Riyadh, Kingdom of Saudi Arabia.</p><p><br>

Reporting Lines</b></p>
<p>
Under the overall guidance of the Programme Director and in close collaboration with the Chief Technical Advisors and technical teams, the National Economist will work under the direct supervision of the Technical Adviser (Economist).</p><p><br>

Technical Focus</b></p>
<p>
Technical advice, policy, and programmatic support to all projects under the FAO-KSA Technical Programme with particular focus on data management including collection, verification, analysis, reporting, storage and security regarding economic, social, and financial aspects.</p><p><br>

Tasks and responsibilities</b></p>
<ul><li>Contribute to the preparation of impact evaluation or equivalent studies, including written outputs, data collection and analyses, and inputs to publications.</li><li>Lead the design of consultative and other meetings, conferences, including proposals for agenda topics, identifying participants, preparation of documents and presentations.</li><li>Draft proposals for structuring of training workshops, seminars; and make presentations on assigned topics/activities, and field missions.</li><li>Contribute to the development of policies and strategies related to technical cooperation, as well as national protocols and guidelines for projects with specific domains related to FAO's work.</li><li>Contribute to evidence-based policy advice on the economic aspects related to sustainable rural development, sustainable management of natural resources, food security and nutrition, among others.</li><li>Prepare concept notes and contribute to the assessment of the social, economic, environmental and financial feasibility of key interventions through studying economic and social dimensions, market prospects, prices, costs and risks.</li><li>Contribute to relevant thematic studies and assessments across all projects under the FAO-KSA Technical Cooperation Programme.</li><li>Contribute to the evaluation of the performance of investment interventions during implementation and their impact after completion and makes recommendations for enhancing design of future operations.</li><li>Carry out other relevant duties within his/her technical competence.</li></ul>

The Programme Management Unit (PMU) of the FAO-Saudi Technical Cooperation Programme (2019-2025) facilitates, coordinates and manages all technical and advisory services to be provided by FAO to the Saudi Ministry of Environment, Water and Agriculture (MoEWA). The project 'UTF/SAU/051/SAU Strengthening MoEWA's Capacity to Implement the Sustainable Rural Agricultural Development Programme' is the first project approved within the framework of FAO-Saudi Technical Cooperation Programme (2019-2025). The project provides technical and advisory assistance to the MoEWA in implementing its flagship sustainable rural agricultural development programme, approved within the context of the National Transformation Programme of the Saudi Vision 2030. The project&rsquo;s expected results will be achieved through implementation of nine project components: 1) Development of coffee Arabica production, processing and marketing; 2) Development of beekeeping and honey production; 3) Development of rose production and trade; 4) Development of sub-tropical fruits production, processing and marketing; 5) Strengthening capacity of small-scale fishermen and fish farmers; 6) Strengthening capacity of small-scale livestock herders; 7) Development of rain-fed cereals production; 8) Enhancing value addition from smallholdings and rural activities; and 9) Strengthening MoEWA's capacity in sustainable management of rangelands, forests and natural resources to support rural livelihoods.</p>

<p><b>Key Functions</b></p>
<ul><li>Liaises and assists government authorities and local, national and international institutions in the areas of FAO's activities in the country and with other UN agencies. <ul><li>Advises and coordinates with the FAO Programme Coordinator, liaises with the PMU and the MoEWA to ensure the flow of cooperation and coordination in the planning, implementation and monitoring of progress of the project component in accordance with the project document;</li><li>Reviews, validates the list of identified technical experts for the project component, prepares their Terms of Reference (ToRs), supervises and guides the component technical team, consultants and the support staff to carry out their duties;</li><li>Co-leads comprehensive sector review and diagnostic studies of the fisheries industry to give direction to the sustainable development of the sector;</li><li>Reviews and assesses gaps in current management practices and technologies, identifies and promotes sustainable and efficient best fishing management practices in small-scale capture fisheries and sets up sites for practical demonstration of improved fisheries management practices;</li><li>Contributes to the preparation of a plan for establishment, supervises implementation and operation and maintenance of pilot fish port/landing and low-cost shore facilities for small-scale capture fisheries in the target regions;</li><li>Reviews and contributes to the development of current vessel registration and licensing system and updates the computerized fishing vessel register in line with Saudi requirements; trains selected staff on operating and maintaining the new fishing vessel register;</li><li>Assists in conducting a technical and administrative audit of the domestic fishing fleet, whilst distinguishing the different fleet segments;</li><li>Contributes to the identification and introduction of best practices to reduce incidental catch of seabirds in capture fisheries in consistency with the FAO Code of Conduct for Responsible Fisheries;</li><li>Contributes to situation analysis of existing small fishermen cooperatives and associations in the target regions and develop pilot business model for them;</li><li>Assesses and develops a needs-based training and capacity development programme to strengthen skills of small fishermen, processors and other value chain actors;</li><li>Co-leads establishment of small-scale aquaculture incubator to encourage and support young entrepreneurs to establish and operate small fish farms;</li><li>Assists in setting up sites for practical demonstration of improved fisheries management practices and technologies to small-scale fishers and their cooperatives;</li><li>Co-leads and/or supervises preparation of various written project component outputs, e.g. background papers, sector reviews, technical reports, sections of reports and studies, manuals, guidelines and checklists as well as knowledge products;</li><li>Coordinates with SRAD National Director and national stakeholders to ensure close working relations with MoEWA branches and other organizations, institutions and local authorities, to ensure timely conducting of country activities, including contractual arrangements, and informs the CTA of problems and obstacles that need attention and specific assistance;</li><li>Provides support in the design and organization of social, qualitative and quantitative studies including but not limited to gender mainstreaming, productive family issues, entrepreneurship, internal migration and with respect to rural people and youth participation and opinion considerations;</li><li>Ensures that Sustainable Rural Agriculture Development Programme (SRADP) investment and support components including the provision of equipment, construction water harvesting, nurseries, vet clinics, extension centres and others include fishing, contract farming and marketing facilities are timely completed.</li></ul>

Under the overall supervision of FAO Representative in Pakistan and in close coordination with Assistant FAO Representative (Program), the incumbent will report to Provincial Head of office in performance of the following functions:</p><p><br>

Technical Focus</b></p>
<ul><li>Overall technical lead for the implementation of all four components of the project, associated outputs and activities and ensure technical soundness of project implementation.</li><li>Ensuring a high level of collaboration among participating institutions and organizations at the national and local levels.</li></ul><p><br>
<b>
Tasks and responsibilities</b></p>

The TA/TC will oversee the technical implementation, management, and supervision of the project, on behalf of the National Project Director (NPD), and within the framework delineated by the Project Steering Committee (PSC). Ensuring compliance with all provisions of contractual agreements during project implementation, including timely reporting and financial management.<br>
<ul><li>Coordinate and close monitoring and verify the implementation of project activities.</li><li>Track the project&rsquo;s progress and ensure timely delivery of inputs and outputs.</li><li>Provide technical support and assess the outputs of the project&rsquo;s international and national affiliate workforce hired with GEF funds, as well as the products generated in the implementation of the project.</li><li>Support the accuracy and reliability of financial reports.</li><li>Ensure timely preparation and submission of requests for funds, financial and progress reports to FAO.</li><li>Maintain documentation and evidence that describes the proper and prudent use of project resources as per contractual agreements, including making available this supporting documentation to FAO when requested.</li><li>Implement and manage the project&rsquo;s monitoring and communications plans.</li><li>Organize project workshops and meetings to monitor progress and preparing the Annual Budget and Work Plan.</li><li>Prepare and submit the six-monthly Project Progress Reports (PPRs) with the Annual Workplan and Budget (AWP/B) to the PSC and FAO with support from the team.</li><li>Prepare the first draft of the Project Implementation Review (PIR) with support from the team.</li><li>Prepare and submit the mid-term and final evaluations, with support from the team and in close coordination with the FAO Budget Holder and the FAO Independent Office of Evaluation (OED).</li><li>Prepare and submit the six-monthly technical and financial reports to FAO, with support from the team, and facilitate the information exchange, if needed.</li><li>Inform the PSC and FAO of any delays and difficulties as they arise during the implementation to ensure timely corrective measures and support.</li><li>Undertake any other related duties, as required.</li></ul></div>

Minimum Requirements</b></p>
<ul><li>Advanced university degree in Agriculture (preferably Horticulture), Agriculture Economics/MBA in marketing /Agribusiness/ value chain development;</li><li>08 years of relevant experience in project implementation, reporting and financial management;</li><li>Working knowledge of English and local languages of Sindh;</li><li>National of Pakistan</li></ul><p><br>

<ul><li>Technical experience in development of agriculture related value chains; (preferably Banana Value Chains)</li><li>Experience working with different farmer associations and enterprises;</li><li>Work experience in more than one location or area of work, particularly in field positions is desirable;</li><li>Understanding of the purpose and functions of technical programmes, operational guidelines, and programme/project management procedures, preferably those adopted by the United Nations or FAO, would be considered an added asset;</li><li>Should have extensive experience in communication and diffusion strategies and techniques, reporting, and documentation;</li></ul>
<ul><li>Excellent drafting skills and analytical thinking</li><li>Demonstrated ability to conduct research</li><li>Demonstrated fluency in written and spoken English</li><li>Excellent interpersonal skills and to work in a team-oriented multi-cultural environment</li><li>Willingness to travel</li><li>Ability to work independently, with initiative and minimal supervision</li><li>Good knowledge of common administrative and financial rules and regulations</li><li>Good knowledge of communication and documentation standards</li><li>Display initiative and take responsibility for achieving agreed outputs within set deadlines and closely follow-up until successful outputs are achieved.</li><li>Continue to seek new, innovative and improved methods and systems for accomplishing the work assigned.</li><li>Identify and recommend remedial measures to address problems in systems design or implementation</li><li>Prior experience of working with a UN or INGO is an added advantage.</li></ul>
