<div>The purpose of this classification is to perform pre-trial release work involving activities of defendants prior to being released. The employee in this position will work a third shift, overnight schedule. Pre-Trial Release Assistant meets with defendants and interacts with courts and judicial officials on a regular basis. Duties and responsibilities include case management, providing information to defendants regarding release conditions, court dates, and other related court orders. Reports to the Pre-Trial Release Coordinator.
Salary Range: $42,881 - $46,017 - Salary is commensurate with paid full-time experience

Pre-Trial Release Assistant

<div>PURPOSE OF CLASSIFICATION
The Pre-Trial Release Program is designed to provide for the presumed innocent offenders (who are unable to post bond) to be released pending trial. The program operates under the supervision of the County Mayor's Office and pursuant to Court Orders from the Criminal and Sessions Courts of Anderson County. The Pre-Trial Release Department monitors the defendant's compliance to the Court Order. This includes regular reporting, compliance with the law, and conditions specific to their offense. 
ESSENTIAL FUNCTIONS
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required or assigned.<ul><li>
Serves as Pre-Trial Release Officer with responsibility of the daily operation of the department, the implementation of contracts, program development, and public relations, reporting directly to the Mayor.</li><li>
Utilizes equipment such as computers, internet access, and telephones to ensure constant and immediate contact with defendants, Courts, Detention Facilities, and other outside agencies in a timely manner.</li><li>
Receives Pre-Trial Release orders from the Courts requiring immediate implementation.</li><li>
Responds to Court Order and completes contract documentation with the defendant; provides the defendant a copy of the contract agreement.</li><li>
Ensures the Pre-Trial Release fee is paid by the defendant to the Court Clerk.</li><li>
Inputs contract documentation into the Pre-Trial Release database; creates hard file and provides copy to appropriate Court Clerk.</li><li>
Tracks the defendant's compliance of the Court Order by maintaining contact with the defendant.</li><li>
Initiates an Arrest Warrant for any defendant found to be in violation of any of their Court Ordered obligations.</li><li>
Tracks continually the status of all active and violated defendants.</li><li>
Maintains files for violated as well as compliant defendants until the case is adjudicated at which point the file is placed in inactive status.</li><li>
Provides direct testimony to the Courts regarding the compliance of the defendant.</li><li>
Provides reports to the Courts upon request, regarding the compliance and status of the defendant.</li><li>
Maintains secure files and is Custodian of Records.</li><li>
Aides in development of an annual budget and monitoring expenditures of the Department.</li><li>
Aides in the monitoring and compiling of statistics and writing reports.</li><li>
Acts as liaison between the Department and other offices and courts.</li><li>
Assists in the accomplishment of Departmental goals.</li></ul> 
ADDITIONAL FUNCTIONS: Electronic Monitoring<ul><li>
Maintains database of clients approved for the Alternative Electronic Monitoring Fund (AEMIF)</li><li>
Tracks and manages invoices from participating vendors</li><li>
Prepares and submits invoices to the Finance Department for vendor payments</li><li>
Submits quarterly and annual reports to appropriate state agencies</li><li>
Coordinates with internal and external agencies for installation, compliance, and removal of device(s)</li><li>
Supervises compliance of monitoring device(s)</li><li>
Provides status reports for Judges, Prosecutors, and Attorneys</li><li>
Responds to time-sensitive alerts provided by the monitoring companies</li><li>
Initiates arrest warrant for noncompliant offenders</li><li>
Provides testimony to the Court for noncompliant or compliant offenders</li></ul> 
MINIMUM QUALIFICATIONS<ul><li>
Education and experience equivalent to an Associate Degree in Criminal Justice, Sociology, Psychology or a related field; or a high school diploma and a minimum of 2 years' experience with the capacity to understand and apply the legal requirements and human relations skills.</li><li>
Maintain and possess a valid and current motor vehicle license.</li></ul>

Excellent communication and organizational skills are required.</li><li>
Requires effectiveness in oral and written communication and human relations skills and the ability to interface effectively with clients, other departments and staff.</li><li>
Requires effective computer skills.</li><li>
Knowledge of Tennessee StateCounty Court Systems.</li><li>
Ability to establish and maintain effective working relationships with members of the Judiciary, Officials of other Local, State, Federal, and Community Agencies, and the Public.</li><li>
Maintains the highest standards of confidentiality.</li></ul>
