Job Details3. JOB PURPOSE / OBJECTIVEDevelop, Lead and Implement Reliability improvement initiatives, Strategies and Roadmaps to improve Reliability of Instrument and Electrical (I&amp;E) assets of plants utilizing acquired knowledge, experience &amp; effective decision making. Responsible for identifying and managing risks that could adversely affect plant assets or business operations through fault elimination, risk management, life cycle management and performance monitoring and improvement. As lead of the group, provide Technical and Administrative support to I&amp;E Reliability Engineers and Technicians of I&amp;E Reliability Group.4. KEY ACCOUNTABILITIESPeople Management&middot; Act as technical authority and provide high level technical support and guidance to the team in conducting the business in an effective manner.&middot; Supervise the activities and work performed by direct reports to ensure that these are carried out in an efficient and effective manner, in line with the annual business plans, and departmental policies and procedures.&middot; Recommend training and development interventions for team members to build their capabilities.Instrument &amp; Electrical Asset Integrity Management &middot; Lead Technical department efforts to ensure integrity and reliability of all I&amp;E assets of the company. This includes but not limited to development of reliability improvements, engineering solutions for repetitive failures and all other problems that adversely affect plant equipment operations.&middot; Responsible to develop and implement comprehensive short- and long-term reliability plans based on data derived through a variety of failure and life cycle analysis techniques; as well as information gained through troubleshooting, historical records and existing performance measurement systems.&middot; Lead Reliability Improvement efforts of the plant from the platform of Reliability Improvement Teams (RITs)&middot; Apply proactive reliability processes (i.e., criticality ranking, bad actor focus, root cause failure analysis, reliability cantered maintenance) to ensure long term reliability.&middot; Lead RCA's in the area of expertise and report outs. Compile recommendations and implementation/close-out follow-up.&middot; Lead the efforts for Planning, development, documentation and institutionalization of Instrumented Protective Systems (IPS) related work processes in the company to comply with regulatory requirements mandated both by International Standards (IEC61511/ISA 84) and Company Standards RMS 5700.&middot; Coordinate, mentor and guide I&amp;E Reliability Engineers, Technicians and developees in order for them to evolve in their jobs and guarantee quality levels of the service provided.&middot; Leads efforts in diagnosing complex electrical/electronic system malfunctions and prescribes repairs or changes in work practices.&middot; Follow-up on recurring equipment failures, determine root causes and identify actions to prevent reoccurrence. Develop engineering solutions for chronic and sporadic reliability problems and work with production, and maintenance to implement solutions. This would include helping to build and upgrade maintenance procedures and auditing to ensure improvements are sustained.&middot; Provide leadership to organization on the latest reliability and maintenance technologies and best practices.&middot; Continuously seek new technology and improvement practices&middot; Perform routine analysis of equipment performance and equipment integrity and report against key performance indicators.&middot; Provide input as needed on projects to ensure design and reliability issues are considered and addressed on new projects.&middot; Responsible to provide guidelines for adherence to Life Cycle Asset Management process throughout the entire life cycle of new and old assets.&middot; Participates and provides input to Risk Management activities that will anticipate reliability-related, and non-reliability-related risks that could adversely impact plant safety and operation.&middot; Act as Subject Matter Expert (SME) for MOCs, guidance and training.Policies, Systems, Processes &amp; Procedures&middot; Identify and Incorporate opportunities for the continuous improvement of departmental programs, policies and procedures in alignment with corporate&rsquo;s manufacturing Standards, operational excellence guidelines and procedures and RAGAGEP (Recognized and Generally Accepted Good Engineering Practices) in order to improve Integrity, Reliability and operational efficiency.&middot; Ensure team members participation and compliance in developing all Section&rsquo;s Programs, policies and procedures identified above so that work is carried out in a controlled and consistent manner.&middot; Support various management systems Audits and corporate Audits and resolve action items identified.&middot; Support Reliability Improvement program of the companyBudgeting&middot; Identify budgetary items / elements relevant to I&amp;E Reliability group and prepare sections annual budget estimations.&middot; Monitor expenses periodically and ensure that it is under control.&middot; Provide annual budget re-forecasting and ensure that all expenses / services incurred are within budget.Quality, Health, Security, Safety and Environment&middot; Ensure compliance with regulatory requirements and relevant quality, health, safety, security and environmental procedures and controls across the Department to guarantee employee safety and delivery of high-quality products/services.Reporting&middot; Conduct due diligence to recommendations on proposed repairs to respective parties in order to safeguard the maintainability of company assets.Qatarization&middot; Contribute to the development of Qatari employees. JOB PURPOSE:Hands-on responsibility for Industrial Control Systems (ICS) Cyber Security inclusive of protection, detection, response, and recovery for Windows-based operating systems and network levels 0 through 3.5 as per ISA/IEC 62443. Ensure compliance with company standards for both networked and standalone ICS/OT devices. Develop, enhance, and maintain the company&rsquo;s ICS Cyber Security capabilities through adoption of the ISA/IEC 62443 standards and supporting tools (e.g. vulnerability assessment, IPS, SIEM, etc.).4. KEY ACCOUNTABILITIESRoutine Duties&middot; Establish a Cybersecurity management system and framework for the company.&middot; Develop and implement necessary Cybersecurity standard/policy/procedure/risk assessment framework.&middot; Plan and facilitate internal/external audits to identify the ICS Cybersecurity gaps and vulnerabilities.&middot; Manage patch deployment for Windows devices in network levels 0 through 3.5 as well as standalone devices.&middot; Identify obsolete Operating Systems (OS) and plan for necessary upgrades through vendor consultation.&middot; Consolidate standalone devices (e.g., laptops used for PLC configuration).&middot; Prepare for the company&rsquo;s internal ICS audit by completing configuration review sheets for all workstations, servers, switches, firewalls, and routers in the OT environment.
