<div>Position Objective: As a Senior Human Resource Specialist, apply a broad range of advanced skills and expertise in the full range of federal HR areas including but not limited to staffing, classification, processing, benefits, recruitment, compensation, SES programs, work life programs, policy and employee and labor relations. In support of the Dept. of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Human Capital (OHC), Human Resources Operations Center (HROC). 
 
 
Duties and Responsibilities:<ul><li>
Research HR policy, write new HR policies, edit existing policies and provide broad guidance regarding federal HR.</li><li>
Develop, document and implement SOP&rsquo;s.</li><li>
Review HR workflow and Map existing processes and make recommendations to streamline workflow.</li><li>
Design and produce reports and queries utilizing NFC and other agency databases; and design and implement internal controls process/systems for improved accountability/transparency.</li><li>
Conduct various workforce related studies such as workforce mobility assessment, workforce competency model, workforce career path model, workforce performance analysis, workforce staffing structure and workforce demand model.</li></ul>
Basic Qualifications:<ul><li>
Master&rsquo;s Degree required</li><li>
10 years of federal Human Resources experience (can be either working as a federal employee or government contractor supporting a federal agency).</li><li>
Delegated Examining Certification and HRM Certificate from an accredited academic institution.</li><li>
When a Task Order includes tasks related to drug testing and site collection, the candidate must possess knowledge of Health and Human Services Guidelines for federal drug testing and possess a valid driver&rsquo;s license. The contractor candidates must be capable of air travel.</li><li>
Must be U.S. citizen or Legal Permanent Resident and must currently reside in the United States or its Territories. Additionally, employees are required to have resided within the United States or its Territories for three or more years out of the last five.</li></ul> 
Minimum Qualifications:<ul><li>
Intermediate to advanced technical proficiency in the full Microsoft Office Suite.</li></ul><ul><li>
Strong written and oral communication skills.</li><li>
Advanced presentation skills.</li><li>
Ability to work effectively within a group or individually.</li><li>
Advanced organization and leadership skills.</li><li>
Understanding and familiarity with industry best practices.</li><li>
Exceptional time management skills.</li><li>
Depending on the specific tasks, may be required to have advanced knowledge of NFC, eOPF, WebTA, SharePoint, Oracle, Java Script, SQL, and other information technology system.</li></ul><ul><li>

Senior Human Resource Specialist

<div>Position Objective: As a Junior Human Resource Specialist, apply HR skills in support of managers, program staff and customers on the full range of HR topics including but not limited to staffing, classification, processing, benefits, recruitment, compensation, SES programs, work life programs, policy and employee and labor relations. In support of the Dept. of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Human Capital (OHC), Human Resources Operations Center (HROC). 
 
 
Duties and Responsibilities:<ul><li>
Processing personnel and payroll actions, keying payroll documents, processing leave audits.</li><li>
Creating vacancy, retirement and payroll folders.</li><li>
Researching waiver and hearing requests.</li><li>
Scanning documents into various personnel record systems.</li><li>
Assisting with drafting SOP&rsquo;s.</li><li>
Processing personal liability insurance reimbursement claims.</li><li>
Initiating tentative selection notifications, notice of results or disposition letter.</li><li>
Researching and compiling information on the full range of federal HR topics.</li><li>
Responding to and providing general HR guidance to applicants and staff, maintain employee files.</li><li>
Provide wide ranging administrative support to managers and program staff. Duties may include, but are not limited to:<ul><li>
manage and coordinate calendars;</li><li>
screen phone calls and assist visitors;</li><li>
make travel arrangements;</li><li>
coordinate conference/meeting arrangements; prepares agendas, correspondence, and spreadsheets;</li><li>
opens and routes incoming mail;</li><li>
makes files, files information and maintains files in accordance with agency guidelines; and</li><li>
monitors office supply inventories, uploads documents to SharePoint and with drafting SOPS.</li></ul></li><li>
Process complex cases involving pay, leave, time and attendance administration, waivers, and Federal Erroneous Retirement Coverage Correction Act (FERCCA) cases for agency employees. Research waiver and hearing requests.</li><li>
Conduct desk audits, review management requests for various position management and classification actions and prepare evaluation reports.</li><li>
Assist in developing guidance and other information training for managers and employees.</li><li>
Resolve pay-setting errors and discrepancies.</li><li>
Provide advice on base pay, overtime, or leave entitlements.</li></ul> 
Basic Qualifications:<ul><li>
Either a Bachelor&rsquo;s Degree required OR:</li></ul>
can have 3 years of federal Human Resources experience as equivalent.<ul><li>
