 Job Purpose:
 
 
 
 To develop tendering strategies and oversee the end to end tendering and contracting process -including long term and ad hoc contracts- from budgeting and advertisement through to contract close-out, in compliance with established policies and procedures, and in alignment with HBKU&rsquo;s best interests
 
 
 
 
 
 
 Key Result Areas:
 
 
 <ul>
 <li>
 Lead the development and periodic review of sourcing and contracting policies and procedures, recommending improvements to enhance efficiency, transparency, and compliance
 </li>
 <li>
 Define annual performance objectives and KPIs for the strategic sourcing and service contacts sections and oversee their execution and reporting
 </li>
 <li>
 Review complex procurement requests and devise sourcing strategies and service contracts that align with organizational priorities and timelines
 </li>
 <li>
 Administer the pre-qualification process and oversee the shortlisting of bidders in alignment with established criteria
 </li>
 <li>
 Participate in tender openings and monitor the bid evaluation and selection process to ensure transparency and adherence to policy
 </li>
 <li>
 Manage and oversee the tendering process, ensuring that all tenders are processed in line with HBKU&rsquo;s approved policies and procedures
 </li>
 <li>
 Oversee the review and endorsement of contractual terms for call-off agreements and service contracts in collaboration with HBKU Legal, ensuring legal soundness and institutional alignment
 </li>
 <li>
 Supervise and develop the strategic sourcing and service contacts team through structured coaching, training, and performance evaluations to foster growth and operational excellence
 </li>
 <li>
 Anticipate and manage risk exposures in sourcing arrangements, ensuring compliance with legal, regulatory, and ethical standards
 </li>
 <li>
 Stay informed of emerging best practices in strategic sourcing and contracts management and integrate them where appropriate
 </li>
 </ul>
 
 
 
 
 
 Minimum Knowledge, Skills &amp; Experience:
 
 
 <ul>
 <li>
 Bachelor&rsquo;s degree in Engineering / Law or equivalent preferably with additional qualifications in Business Administration or any relevant discipline; CIPS qualifications preferred.
 </li>
 <li>
 8-10 years of work experience in Procurement, Strategic Sourcing, or Supply Chain Management, at least 3 of which are in a senior supervisory position.
 </li>
 <li>
 Outstanding analytical, project management and time management skills.
 </li>
 <li>
 Ability to compile and interpret intricate technical information, abstract considerations and non- standard or changing situations when making decisions affecting specifications and proposals.
 </li>
 <li>
 Excellent communications and interpersonal skills and the ability to establish and maintain effective working relationships
 </li>
 <li>
 Excellent writing skills &ndash; ability to draft / edit a variety of written reports and communications and articulate ideas clearly and concisely
 </li>
 <li>
 High level of proficiency in MS Office applications and ERP Systems.
 </li>

Services Contracts & Strategic Sourcing Manager - Nationals

 Job Purpose:
 
 
 
 To develop and implement recruiting plans and strategies designed to meet HBKU Colleges and entities' staffing needs
 
 
 
 
 
 
 Key Result Areas:
 
 
 <ul>
 <li>
 Contribute to the development of recruiting plans and strategies and their implementation
 </li>
 <li>
 Receive recruitment requests for approved position vacancies; place internal and external advertisements and announcements, including on the HBKU Website and social media, in order to source CVs
 </li>
 <li>
 Coordinate arrangements for participation in recruiting opportunities such as job fairs, exhibitions, and conferences; attend as assigned
 </li>
 <li>
 Review, screen, and vet CVs; forward suitable ones to the relevant hiring entity with a summary of each candidate's skills, experience, and qualifications
 </li>
 <li>
 Obtain short-lists from hiring entities; contact short-listed candidates to determine their availability &amp; interest, and conduct initial interviews via phone
 </li>
 <li>
 Prepare offer proposals, negotiate offers, and issue official offer letters as per policy to initiate the hiring process
 </li>
 <li>
 Supervise completion of formalities in regard to visas, police clearances, airline tickets, medical checkups, accommodations, initial transportation, etc.; create staff numbers on the ERP
 </li>
 <li>
 Supervise the onboarding and orientation process to ensure that new joiners have the required information and support
 </li>
 <li>
 Supervise completion of Recruitment records, documentation, and statistical reporting to ensure that required paperwork is completed accurately and in a timely manner
 </li>
 <li>
 Generate reports, such as the monthly Recruitment report, as required or requested for management information
 </li>
 </ul>
 
 
 
 
 
 Minimum Knowledge, Skills &amp; Experience:
 
 
 <ul>
 <li>
 Bachelor&rsquo;s degree in human resources or another relevant field
 </li>
 <li>
 6-8 years of HR experience in a large organization; recruitment experience strongly preferred Excellent interpersonal communication, customer service, and negotiation skills
 </li>
 <li>
 Excellent writing skills with the ability to draft and edit a variety of written reports and communications and to articulate ideas clearly and concisely.
 </li>
 <li>
 Arabic proficiency is an advantage
 </li>
 <li>
 Proficiency in MS Office applications; Oracle ERP is an advantage
 </li>
