About the Job:

The Human Resources Business Partner is directly responsible for the overall administration, coordination and evaluation of the human resource function. With consultation from the Executive Director and the Director of Human Resources &ndash; Healthcare &amp; Housing, the Human Resources Business Partner provides oversight for compliance with applicable state and federal labor laws

Essentials:
<ul>
<li>Oversee and manages the maintenance of the employee files and ensure compliance with State mandated regulations; utilizes HRIS to: maintain all employee files and assures confidentiality of records; enroll new employees in benefits plans and provide benefits orientation; coordinate with staffing and payroll to ensure accurate paychecks and benefit deductions; completes separation tasks to initiate benefits continuation materials and correspondence; processes all employee status changes and upload documents. Complete monthly audits of employee file compliance, including FMLA, personal leave, performance evaluations, I-9&rsquo;s and background checks.</li>
<li>Maintain data files and documentation of Human Resources materials including: policies and procedures, standard manuals, employee handbooks, job descriptions, new employee packages, benefit plan documents, affirmative action plans and automated training files. Distribute as directed.</li>
<li>Respond to employee benefits questions; communicate with vendors and maintain documentation of issues and resolution; refer issues to AskVOANSHR as necessary.</li>
<li>Maintain inventory of Human Resource supplies.</li>
<li>File and organize various Human Resources materials and documentation.</li>
<li>Coordinate the annual benefit election process, including on-site educational meetings.</li>
<li>In collaboration with the Senior Director of Human Resources, conduct wage and benefit surveys.</li>
<li>Ensure compliance with standard policies and procedures.</li>
<li>Communicate policies, new processes and programs as directed by the Senior Director of Human Resources and/or Administrator/Executive Director or designee.</li>
<li>In coordination with the Executive Director, create action plan based on the Annual Employee Satisfaction Survey.</li>
<li>Assist Department Supervisor with employee relations issues, including coaching, counseling, determination of corrective actions if necessary including but not limited to; Independent Development Plans, Performance Improvement Plans, verbal and written warnings, and terminations.</li>
<li>Oversee the Workers&rsquo; Compensation practices. Ensure that all injuries are reported in a timely fashion and that each claim is thoroughly investigated by the Supervisor and all information is entered into the HRIS. Work with the injured employee, the Supervisor and Workers&rsquo; Comp representative to ensure there is no lost time, if possible, and create a work hardening program. Complete and submit weekly Workers&rsquo; Compensation Report.</li>
<li>Facilitate training and development programs for Department Managers. Ensure that every six (6) months Sexual Harassment training is conducted at facility.</li>
<li>Ensure that the Affirmative Action Plan is implemented and systems are in place to track all applicants, interviews and hires. Ensure that Affirmative Action training is conducted annually with the site leadership team.</li>
<li>Works closely with the Talent Acquisition team to develop and implements a plan for recruitment of new employees for all departments: 
a. Maintains an in-house job announcement board; 
b. Attends local job fairs and other appropriate community functions as necessary. Conducts the onboarding process of potential employees: 
c. Completes initial interview; 
d. Verifies employment eligibility; 
e. Makes other verifications as necessary, i.e., license/certification, driving record, medical records, criminal history checks, etc.</li>
<li>Provides new employees with general orientation and assists with handbook and policy interpretation if needed.</li>
<li>Demonstrates current knowledge in human resources and employment law. Provides updates of changes in human resources policies or procedures to staff when notified by Senior Director of Human Resources.</li>
<li>Provides consultation and oversight of compliance to policies in the Human Resources Reference Manual to assure consistent interpretation of employment policies across departments: 
a. Pay-for-Performance system, including performance review system; 
b. Benefits administration; 
c. Leave of Absence requests and corresponding follow-up; 
d. Disciplinary action and terminations; 
e. Grievance procedure.</li>
<li>Monitors compliance with State, Federal and local labor laws; completes and maintains appropriate records; and represents the facility at any required hearings.

b. ADA; 
c. Unemployment insurance. 
d. OSHA; 
e. EEOC;</li>
<li>Monitors the completed pulse survey&rsquo;s and exit interviews to identify trends and work with the site leadership on action items to improve employee engagement.</li>
<li>Conducts training programs on workplace issues for staff on an ongoing basis.</li>
<li>Participates as the Chair or Co-Chair on the Safety Committee and other committees as needed within the facility.</li>
<li>Coordinates employee recognition programs.</li>
<li>Serves as a resource to employees seeking assistance programs.</li>
<li>Attends required in-services and completes assigned online modules.</li>
<li>Perform other duties as assigned by the Senior Director of Human Resources or Administrator/ Executive Director or designee.</li>
</ul>
Required Qualifications:
<ul>
<li>Bachelor&rsquo;s degree in Human Resources or similar discipline, preferred</li>
<li>Previous 3-5 years&rsquo; experience in a Human Resources capacity.</li>
<li>Proficiency in Microsoft Word, Excel, PowerPoint, e-mail and Internet.</li>
<li>Proven ability to manage multiple projects to a deadline.</li>
<li>Strong interpersonal skills; consumer focused.</li>
<li>Thrives in change, is flexible and adaptable and can demonstrate strong communication and presentation 
skills to communicate across all levels of the facility.</li>
<li>Strong organizational skills. High degree of professionalism; able to deal with extremely confidential information.</li>
<li>Extensive knowledge of employee relations to include payroll, benefits, wage and salary administration, recruitment and selection, unemployment compensation, worker&rsquo;s compensation. Broad knowledge of Federal and State laws, rules, regulations and guidelines relating to employment, compensation, EEO and affirmative action.</li>
