<div>Description
ICF is hiring a Quality Assurance Engineer to deliver new test functionality and support existing frameworks. This position requires strong deductive reasoning, attention to detail, persistence, patience, and creativity. The individual will work with our component, integration, internal development teams, and Business Analysts teams to analyze, build and maintain test frameworks and suites across all test phases. The individual also work with our business, development, and testing teams to analyze, build and maintain processes across the organization.
Responsibilities:<ul><li>
Review and analyze business requirements to produce comprehensive, and well-structured test strategy and test cases.</li><li>
Design and create test conditions and scripts to address business and technical use cases.</li><li>
Design, Develop and Execute automated scripts using our test automation framework.</li><li>
Support the automated functional testing by our testing team, focusing on application flow and validation of test results.</li><li>
Perform manual and automated testing, which may include exploratory, system, regression, compatibility, system, and integration testing.</li><li>
Work directly with the Data Warehouse, Business Intelligence and Data Engineering teams to ensure all work is thoroughly tested.</li><li>
Communicate effectively across multiple teams/external vendors (Operations, Quality Service, etc.), as well as different personnel (Developers, Scrum Masters, Project Managers, etc.).</li><li>
Participate in relevant Agile Ceremonies: Daily Stand-Ups, Backlog Grooming, Sprint Planning, Sprint Reviews and Retrospectives.</li><li>
Analyze data and application changes and document their impact on the performance automation task (test cases, scripting, scenario execution, etc.).</li><li>
Ensure the test execution results fulfill the defined test objectives.</li><li>
Interface directly with the DevOps and Infrastructure teams regarding Functional test environments.</li><li>
Timely and accurate communication of testing events, daily status, and test execution results, etc.</li><li>
Develop and maintain automation for both UI and API testing, leveraging tools such as Playwright, Cypress, Selenium, PyTest, and Postman.</li><li>
Implement automated regression suites integrated into CI/CD pipelines (e.g., GitHub Actions, Jenkins, or similar).</li><li>
Collaborate with developers to validate microservices, containerized environments, and AWS-hosted applications.</li><li>
Design performance, load, and reliability test scenarios to validate large-scale data processing and reporting systems.</li><li>
Contribute to code reviews for automated test scripts to ensure maintainability and reusability across teams.</li></ul>
Basic Qualifications:<ul><li>
Bachelor&rsquo;s degree</li><li>
5+ years of experience with test automation development (eg: Cypress, Ruby, Playwright, JS, Python, Selenium).</li><li>
Must be able to obtain and maintain a Public Trust clearance</li><li>
Must have lived in the US 3 full years out of the last 5 years</li><li>
Must reside in the US, be authorized to work in the US; work must be performed in the US.</li></ul>
Professional Skills:<ul><li>

We are seeking an accomplished Program Manager with extensive experience in leading complex federal data initiatives. In this role, you will oversee the development, operations, and modernization of an advanced analytics and enterprise data environment that supports a major federal mission. This environment is comprised of a cloud-hosted data lake, Databricks, Tableau, graph data services, social media analytics tools, and a comprehensive DevSecOps toolchain.

ICF is currently seeking a Monitoring Specialist to support a variety of activities across multiple divisions within a federal program.
The Monitoring/Field Specialist will use their expertise for compliance monitoring, report development, recommendations for improvement, and developing training and technical assistance to support program compliance.
The purpose of the Mission Support Project is to provide technical, acquisition, program management, administrative, and business support services to ORR to meet ACF mission requirements.
The mission of ORR is to promote the health, well-being and stability of refugees, unaccompanied children (UC), and other eligible individuals and families, through culturally responsive, trauma-informed, and strengths-based services. Key Responsibilities:
Monitoring Specialist responsibilities include:<ul><li>
Participating in the monitoring of federally funded programs to ensure compliance with relevant statutes, regulations, and agency policy and procedures.
</li><li>Developing efficient and cost-effective schedules for program monitoring and timelines for creation of monitoring related documents including reports, for approval by federal staff. Proposed schedules must take into consideration mission requirements and priorities as identified by federal staff.

Creating and maintaining appropriate documentation of monitoring activities including but not limited to notes and other records collected during the monitoring visit.
</li><li>Creating monitoring reports that will include but are not limited to a summary of the visit; analysis on the program&rsquo;s compliance with relevant statues, regulations, and agency policy and procedures; identification of instances of non-compliance for follow up federal staff; recommendations for corrective actions, technical assistance, and/or training. &lsquo;</li><li>
Reviewing and analyzing documentation related to monitoring activities to identify trends, best practices, and areas or issues that may require additional training.

What you will be doing:
Program startup, delivery, and operations<ul><li>
Support the startup and launch of nonresidential demand response and load management programs, including program design inputs, customer engagement strategies, operational processes, and performance tracking.</li><li>
Play a hands-on role in program operations, including customer onboarding, event readiness, customer communications, issue resolution, and continuous program improvement.</li><li>
Conduct facility level assessments to understand endues loads, controls, operating constraints, and customer priorities relevant to demand response and energy efficiency.</li><li>
Work directly with commercial, industrial, and agricultural customers&mdash;such as farmers, facility managers, building engineers, custodial staff, and energy managers&mdash;to identify flexible load opportunities and support program participation.</li><li>

What we need you to have (minimum qualifications):<ul><li>
Bachelor&rsquo;s degree in engineering, energy, facilities management, environmental science, or a related technical field.</li><li>
8+ years of relevant experience in nonresidential energy programs, such as demand response, load management, energy efficiency, facility energy management, or related utility or consulting work (or an equivalent combination of education and experience).</li></ul>
