Project Manager - Grid Engineering

The Work: ICF&rsquo;s Digital Modernization and Experience (DMX) Division is a rapidly growing, entrepreneurial, technology-driven department, seeking a Change Management SME who will serve as a key member of the IT Service Management (ITSM) team and will be responsible for overseeing, coordinating, and continuously improving the organization&rsquo;s Change Management processes. This role requires both strong process management skills and a solid understanding of enterprise technology environments. The successful candidate will ensure that changes to infrastructure, applications, and services are implemented in a controlled, compliant, and efficient manner while minimizing operational risk.
The position requires hands-on experience with ServiceNow and the ability to collaborate with technical teams across multiple disciplines to evaluate change requests, enforce governance requirements, and support the maturation of the organization&rsquo;s change management practices for our Federal clients.
This position functions as a Subject Matter Expert (SME) for Change Management and will operate as a highly independent role responsible for providing strategic and technical guidance to the organization. PROJECT MANAGER - HOUSING SUPPLY INITIATIVES</h1>
ICF seeks a self-motivated Project Manager with experience in housing, community development, and economic development to serve as an integral member of a growing number of Housing Supply initiatives within the Housing and Community Development portfolio. This role supports federal, state, regional, and local clients in designing and implementing local strategies to expand and preserve their supply of housing, including affordable housing, with a particular emphasis on slower growing and economically distressed communities where market realities require targeted, multisector interventions.
The Project Manager will lead and contribute to a variety of engagements, including those under U.S. Department of Housing and Urban Development (HUD) technical assistance programs, as well as projects for state, regional, and local clients. They will help communities activate a broad set of housing supply and community economic development strategies aimed at attracting capital, reducing barriers to development, and supporting long-term neighborhood and market resilience.
Candidates must bring strong knowledge of supply-side levers such as local economic incentives, Opportunity Zones, Tax Increment Financing, land banking and assembly, inclusionary and incentive-based land use policies, transit-oriented development, vacant property strategies, incremental or small-scale developer capacity building, and preservation of naturally occurring affordable housing (NOAH). While not required, ICF is especially interested in candidates with experience stacking or braiding together different incentive and financing tools to catalyze private investment in housing.
The Project Manager will work with communities of all types, and candidates should be adept at helping jurisdictions identify policy tools aligned with their local market typology, development context, and long‑term housing goals.

Project Manager - Housing Supply Initiatives (REMOTE ROLE)

<div>Description
As a Full-Stack Sitecore Engineer at ICF Next, you will apply your analytical and critical thinking skills to help solve client challenges. The Work
ICF supports California State Government customer applications, which are built with Sitecore and React components. The delivery team consists of delivery support, front and back-end developers, UX/UI designers, content strategists, SMEs, business analysts, testers, and infrastructure and security professionals. The team works in 2-week iterations (10-week program increments) to develop new features, functionality, and modernization supporting both Information Technology and Marketing roadmaps.
As a contractor to federal or state governments, all hires may be required to complete additional background screenings at the time of hire or any time thereafter as requested.

Collaborate with cross-functional teams to service a dedicated client account in an Agile environment as a full-stack engineer.</li><li>
