What you will do</p>
<p>As Regional Managing Director you will lead our R&amp;D operations in Qatar and report to the imec COO in Leuven. We count on you to kick-start the Qatar team and build a strong R&amp;D delivery mindset. In our experience, these are the essential building blocks to get started (but we are keen on hearing your ideas as well):</p><ul><li>
Grow and lead the imec Qatar team and translate the business plan and strategy into tangible results.</li><li>
Co-ordinate the day-to-day operations and project execution of the imec Qatar team.</li><li>
Invest (pro)actively in alignment with both the international imec R&amp;D management and local Qatari stakeholders. Build rapport and manage expectations by communicating clearly and frequently.</li><li>
Drive innovation from your state-of-the art expertise and technical vision.</li><li>
Be accountable for local KPIs and contribute to global imec KPIs.</li><li>
Foster an environment of creative thinking and innovative ideas to be deployed in imec&rsquo;s research programs to address the industry's most pressing challenges.</li><li>
You will be working with your peers in the senior leadership team of the imec R&amp;D matrix and with the imec executive team to ensure strategic objectives are set and plans/resources to execute are in place.</li></ul><p>

<p>Who you are</p>
<ul><li>10+ years of experience in a fabless, semiconductor manufacturing or R&amp;D environment.</li><li>
A PhD in engineering or relevant field.</li><li>
Knowledge of energy transition technologies (carbon capture, solid state batteries, photovoltaics) is a plus.</li><li>
5+ years of experience successfully managing a mid-size site in an international context within the semiconductor industry.</li><li>
Strong network in GCC public and private sectors.</li><li>
A passion for building and managing high-level innovative teams.</li><li>

In essence, you will build the team and make these things happen:</p>
<ul><li>Attracting &amp; Onboarding Talent:<br>
<ul><li>
Feed the imec Talent Acquisition strategy with local insights to ensure a successful campaign attracting international technical talent.</li><li>
Execute the local hiring process &amp; lead the recruitment of 30 employees in the first year across Research &amp; development, engineering and support roles.</li><li>
Co-ordinate the relocation process for international hires, including support with visa/work permit, housing, and family requirements (e.g. schooling).</li><li>
Work with imec HR management to co-design and implement a comprehensive onboarding plan for new hires.</li></ul></li><li>
HR Operations &amp; Entity Setup:<br>
<ul><li>
Support the local management with legal and administrative processes during the establishment of the new entity (e.g., labor registration, social security, tax registration).</li><li>
Propose and manage local vendors for visa support, relocation services, payroll processing, and other people-related services.</li><li>
Work with imec HR management to co-develop people policies and procedures specific to the Qatar office, leading to a local employee handbook.</li><li>
Work with the local management and imec HR management to define adequate reward packages and benefits.</li></ul></li></ul>

<p>Do you tick most of these boxes?</p>
<ul><li>Hands-on experience in different roles in HR, including talent acquisition, compensation &amp; benefits and/or international mobility.</li><li>
Experience in a start-up or with establishing a new business entity in the Middle East is a strong plus. Bonus points if you did this before in Qatar.</li><li>

<p>What you will do</p>
<p>Join our PDK (Process Design Kit) team at the forefront of next-generation IC design platforms, enabling 3D integration, silicon photonics, and heterogeneous systems. We offer both junior and senior roles - including hands-on PDK Engineers and Technical Leadership roles - to drive the development, qualification, and delivery of PDKs that empower advanced IC technologies.</p><p>
Depending on your experience and role, you will:</p><ul><li>
Lead or contribute to the development, validation, and release of PDKs for 3D IC, photonics, and heterogeneous integration platforms.</li><li>
Define PDK architecture, content strategy, and release roadmaps, ensuring alignment with technology and design requirements.</li><li>
Supervise and mentor engineering teams, or collaborate closely with process, device, and design experts to capture and implement technology needs.</li><li>
Implement and validate technology files, parameterized cells (PCells), design rules, and device models.</li><li>
Ensure seamless integration of PDKs into commercial EDA tools (such as Cadence, Synopsys, Mentor, Lumerical, etc.).</li><li>
Oversee or contribute to version control, release management, and change-log tracking, ensuring compliance with industry standards and foundry design rules.</li><li>
Provide support to design teams and offer high-level assistance for complex design and PDK integration issues.</li><li>
Drive or participate in continuous improvements in automation, documentation, and user experience.</li><li>
Validate PDK content through regression testing, reference designs, and example libraries.</li></ul>
