Requirements:

 Job Summary
Responsible for supporting the financial control of programs. Works as a key business partner to Program Managers and functional teams to establish and maintain the program&rsquo;s financial plan, perform analyses and prepare reports to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines. Conducts and/or assists in financial analysis that provides insight into cost and schedule health on a program to ensure financial objectives are met. Supports finance leadership team in the analysis of performance data with the goal of providing early indicators of program health.
Key Responsibilities<ul><li>
Work to achieve program operational targets to impact overall division results</li><li>
Maintain the financial plan for assigned programs, including performing earned-value analysis and preparing customer reports</li><li>
Responsible for managing, preparing, administering, and directing the control of budgets for various programs. Generate budgets, forecast funding profiles and ensure adequate funding available and within negotiated positions.</li><li>
Serve as the financial expert for programs, alerting management to potential issues, identifying risks, and proposing solutions</li><li>
Provide proposal pricing strategy and support, including analyzing customer requirements, generating pricing strategy approaches, and leading strategic bidding efforts.</li><li>
Development of quarterly EACs; analyze/assist in accurate projection of Estimate to Complete (ETC), Estimate at Complete (EAC)</li><li>
Interface with various levels of management, Program Office and functional departments to support programs</li><li>
Other duties as assigned</li></ul>
Required Capabilities<ul><li>
Ability to obtain a U.S. Government Clearance</li><li>
Proficiency with Excel including ability to create complex spreadsheets for use in financial analysis</li><li>
Knowledge of Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), and Generally Accepted Accounting Principles (GAAP).</li><li>
Experience with financial reporting software programs</li><li>
Strong organizational and multitasking abilities</li><li>
Excellent communication (written/verbal) and interpersonal skills</li><li>
Self-motivation and high attention to detail</li><li>
Strong planning, organizational, and analytical skills; self-directed, proactive, and possess good communication skills</li><li>

Education / Experience<ul><li>
Bachelor&rsquo;s Degree and a minimum of 2 years of prior related experience. Graduate Degree or equivalent with 0 to 2 years of prior related experience. In lieu of a degree, minimum of 6 years of prior related experience.</li><li>
2+ years experience with FP&amp;A analysis, forecasting and reporting.</li></ul></div>

Responsible for managing, preparing, administering, and directing the control of budgets for various programs. Generate budgets, forecast funding profiles and ensure adequate funding available and within negotiated positions.</li><li>
Serve as the financial expert for programs, alerting management to potential issues, identifying risks, and proposing solutions</li><li>
Development and review of time-phased budgets; establishment of key performance metrics and milestones; ongoing reporting of Program(s) cost and schedule variances; investigation of financial irregularities; financial program compliance; prepare milestone invoices and analyze program cash forecast</li><li>
Responsible for influencing day-to-day execution of all financial activity related to Programs, Proposals, Reviews, including the development of strategies necessary to achieve program financial goals</li><li>
Provide proposal pricing strategy and support, including analyzing customer requirements, generating pricing strategy approaches, and leading strategic bidding efforts.</li><li>
Prepare clear and concise pricing proposals that are complaint to the customer requirements</li><li>
Support and/or lead financial analysts with organization of Work Breakdown Structures (WBS), creation and maintenance of charge numbers.</li><li>
Interface with various levels of management, Program Office and functional departments to support programs</li><li>
Working knowledge of Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS)</li><li>
Other duties as assigned</li></ul>
Required Capabilities<ul><li>

Superior level knowledge of Excel with ability to create complex spreadsheets including use of Pivot Tables for use in financial analysis</li><li>
Knowledge of Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), and Generally Accepted Accounting Principles (GAAP).</li><li>
Knowledge of indirect rate development / modeling and rate variance analysis</li><li>
Knowledge of cost/schedule development, budgeting, financial analysis and reporting, financial modeling, corporate forecasting, and/or business acquisitions.</li><li>
Experience with financial reporting software similar to Deltek Cobra, Empower, Deltek CostPoint (ERP) Hyperion/Smartview, Oracle, and FCSTGov.</li><li>

6+ years of experience with FP&amp;A financial analysis, forecasting and reporting including variance explanations</li><li>
Demonstrated strong working knowledge of EVMS Tools such as Cobra or Empower and Microsoft Office applications specifically Excel and PowerPoint.</li></ul></div>
