 Job Overview/Summary
 
 
 
 The Deputy Director &ndash; Programs (DDP) is a key member of the IRC Pakistan Senior Management Team (SMT) and provides strategic leadership and oversight to all programmatic aspects of the country program. The DDP ensures the design, quality, and implementation of IRC&rsquo;s program portfolio is aligned with organizational priorities, donor requirements, and national development goals. The DDP works closely with technical coordinators, field teams, Grants, and MEAL (Monitoring, Evaluation, Accountability and Learning) to ensure impact, accountability, and sustainability of IRC&rsquo;s interventions in Pakistan.
 
 
 The Deputy Director Programs provides a leadership, decision-making and coordinating role on programmatic issues, both in the development of quality proposals as well as the effective implementation of IRC&rsquo;s emergency and long-term development projects across Pakistan. The Grants and Partnerships Lead will provide strategic leadership to IRC Pakistan's business development, grants management, and partnership portfolios. 2. Business Development and Fundraising<ul><li>

Leads growth and diversification of funding based on the country program strategy by developing and reviewing concept papers and proposals for various projects and programs in order to achieve the CP short-term and long-term goals.</li><li>

Partnership<ul><li>
Develop strong partnerships and support IRC&rsquo;s goal to localization and improved program delivery through forging sectoral, strategic and project partnerships.</li></ul>
Others<ul><li>
Command a sound understanding of IRC&rsquo;s programs. To be able to professionally represent the IRC and the IRC&rsquo;s interests with implementing partners, government, donor s and other stakeholders.</li><li>
Assist the Country Director in establishing, developing and sustaining a strong relationships with donors / Govt counterparts to ensure sustainable programs in the portfolio sectors.</li><li>
Encourage and support improved program cohesion through coordination initiatives and information sharing with and between all key country program staff.</li><li>
Promote the IRC Pakistan vision and mission amongst all staff.</li><li>
Serve as an active member of the country program&rsquo;s Senior Management Team and deputize for the Country Director as necessary.</li></ul>

Job Requirements:
 Education:<ul><li>
Post-graduate degree in International Development, International Relations, relevant social sciences or equivalent demonstrable experience in relevant fields.</li></ul> 
Work Experience:<ul><li>
Excellent professional track record with 8-10 years of experience, preferably in a complex and dynamic humanitarian and development environment.</li><li>
At least 5-6 years of experience at programmatic leadership level.</li><li>
Successful experience working within a complex security environment is preferred.</li></ul>
Demonstrated Skills and Competencies:<ul><li>
Effective communication and presentation skills.</li><li>
Strong understanding of donor regulations (e.g., USAID, ECHO, FCDO, UN).</li><li>
Demonstrated ability to think strategically, prioritize and meet deadlines in a complex and challenging environment; must be culturally sensitive</li><li>
Excellent leadership, people management, interpersonal and negotiation skills and a demonstrated ability to develop harmonious and high-performing teams in a multi-ethnic context.</li><li>
Strong diplomacy skills; ability to establish and maintain good working relationships with partners, donors and other stakeholders in a sensitive environment.</li></ul>
Others:<ul><li>
Strong computer skills: must be competent in the use of Windows, MS office programs, email programs, etc.</li><li>
Willingness to travel outside Islamabad to field sites under demanding conditions.</li></ul>
