<b>Summary: </b>The purpose of this position is to provide management and supervision of the Human Resources department of the District including payroll, recruitment/hiring and employment of employees, employee evaluation and discipline, employee compensation and benefits, regulatory compliance with HR and Payroll related regulations and equal opportunity/equity. The Director is responsible for developing and ensuring implementation of plans, policies and processes for workforce, legal compliance and recordkeeping, employee relations and payroll.<br>

<b>Job Responsibilities:</b></div>
<div><ul><li>Provides leadership and oversight for all human resource functions, including employee relations, compensation and classification, benefits administration, payroll, and the District&rsquo;s performance management system. This position serves as the District&rsquo;s chief negotiator, collaborating with faculty association leadership and ISEA representatives on collective bargaining agreements and contract administration, and works closely with administrative representatives to support a fair and effective negotiation process.</li>
<li>Monitors federal and state laws involving human resources and payroll procedures to ensure district wide compliance. Ensures HR and Payroll reporting requirements are being met. Serves as the affirmative action/equity coordinator and has Title IX employment related responsibilities. Serves as the privacy officer for HIPAA compliance. Prepares and submits HR related data for annual regulatory reporting including but not limited to IPEDS and MIS reporting, and submits Medicare Part D report to the federal government.</li>
<li>Develops, recommends, and implements IVCCD HR/Payroll related Board policies and guidelines Recommends changes as needed to strengthen operations and to ensure compliance with State and Federal regulations.</li>
<li>Responsible for developing and maintaining hiring and employment practices, including adherence with state and federal regulations. Provides or facilitates mandatory training within related areas.</li>
<li>Works with the District's personnel attorney on employment matters as needed.</li>
<li>Implements wage and salary structure and pay policies. Works with hiring supervisors to determine wage calculation for new hires. Ensures that all positions have updated job descriptions.</li>
<li>Works with IVCCD supervisors to ensure employee performance management process is being followed and provides training on the process. Works with supervisors on disciplinary actions as needed.</li>
<li>Serves as plan administrator for all IVCCD benefits. Supervises the employee benefits such as health insurance, life insurance and retirement.</li>
<li>Serves as a member of the Executive Leadership Team on an as needed basis. Develops and maintains the human resources Information system. Assists with the implementation of the District&rsquo;s Quality Faculty Plan. Maintain professional and technical knowledge by attending education workshops, reviewing professional publications, participating in professional societies and statewide committees. Participates on IVCCD committees. Assumes other related duties and responsibilities as required.</li>
</ul></div><div><b>Education and Experience:</b> Completion of Bachelor&rsquo;s degree in Business Administration, Human Resources, or other related area required. Five years of experience in the human resources field required. Master&rsquo;s Degree in related field preferred. Experience cannot be substituted for education. Education cannot be substituted for experience.</div>
<div></div><div><b>Certifications and Licenses: </b>CP or SCP certification through the Society for Human Resources Management (SHRM), and/or Professional-Human Resources (PHR) certification and/or Senior Professional Human Resources (SPHR) certification preferred.</div>
<div></div><div><b>Abilities: </b>Knowledge of HR and Payroll related rules, regulations, laws, and procedures. Knowledge of District structure and board policies and guidelines. Skill in data compilation, management, evaluation and analysis. Skill in computer use, software systems, and other technology (projectors, data cameras, etc.). Ability to facilitate group meetings and build consensus. Ability to maintain confidentiality. Ability to communicate effectively orally and in writing.</div>
<div></div><div><b>Financial Authority: </b>Manage or administer budget within assigned department.</div>
<div></div><div><b>Base Wage:</b> $89,222.00 - $118,963.00 Annually - actual salary will be based on experience and education.<br>
