</div><div>Jhpiego is hiring for the position of Srr Compliance Officer based at New Delhi. Working with all stakeholders, the Compliance Manager will identify risks that hinder the achievement of Jhpiego&rsquo;s objectives, assess the adequacy and recommend appropriate internal control systems to reduce associated risks and test the compliance level of transactions as per donor, statutory and JHU/Jhpiego norms. With the support and oversight of the Country Director or nominee, the Compliance Manager will provide guidance, training, and compliance oversight in the areas of finance &amp; administration, procurement, human resources, and award/sub-award management at ICO and all field offices. The Compliance Manager will work closely with the Senior Management Team and all relevant departments/functions as required. The position reports to the Deputy Country Director or nominee with Technical Reporting to the Snr. Director Compliance</div>
Responsibilities:
<ul><li>Work with the Country Director or nominee, Snr. Director Compliance, Director Finance, and other Jhpiego senior staff members at country level or in US office to ensure that internal control processes and systems are adequate to minimize risks.
</li><li>Through technical assistance and spot-checking, verify that country programs comply with donor rules and regulations, applicable organizational policies and pertinent U.S. and host country laws.</li><li>
Mitigate risk through active monitoring and close review of country offices' practices and procedures. Work actively with the finance team and country leadership team to identify and mitigate risks.
</li><li>Develop an annual compliance review work plan based on the country office project portfolio to ensure full compliance coverage. The annual plan should include routine monthly and quarterly compliance reviews as well as additional compliance activities identified at the country level</li></ul><ul><li>
Ensure that Jhpiego complies with JHU and Jhpiego&rsquo;s sub-award monitoring policies and procedures. Work with senior management and partner organizations to implement improvements, if required. Develop and maintain Jhpiego&rsquo;s program for monitoring and oversight of subrecipients. Perform and document monitoring visits to sub-recipients as needed.</li><li>
Update and report to the Country Director, Snr. Director Compliance and other senior country office staff on the status of the implementation of internal compliance recommendations on a regular basis.</li><li>
Assist the Finance team in execution of all types of external audits and reviews including management responses and action to be taken. The Compliance Manager will also track findings and recommendations from audits and ensure that they are implemented in a timely manner.</li><li>
Assist the Finance team in conducting and documenting the annual Internal Controls over Financial Reporting review and questionnaire (ICoFR) requirement by statutory auditors. Develop, implement, and monitor Internal Financial Controls framework in line with global standards. Prepare and maintain a risk control matrix (RCM) identifying risks in processes that impact financial reporting. Conduct walkthroughs and testing of key controls; document control effectiveness. Recommend control enhancements to mitigate financial misstatement risks. Work with Operations team and auditors for IFCFR certification and remediation of deficiencies.</li><li>
Assist in developing a list of best practices for implementing and improving internal controls and regularly orient and train staff on best practices. Ensure compliance with US laws and regulations pertaining to disbarment anti-terrorist laws and Indian laws.</li><li>
Work closely with the Snr. Director Compliance and the global compliance team to review policy and procedures documents, revise tools and templates, and make recommendations to improve compliance monitoring.</li><li>
Serve as a member on one or more of Jhpiego&rsquo;s Internal Compliance Reviews teams, as needed.</li><li>
Immediately report gross misconduct or suspected fraudulent activities to the Country Director, Chief Operating and Financial Officer, and Snr. Director Compliance.</li><li>
Conduct special investigations and analytical projects, as needed.</li><li>
Work on any other special projects as assigned by the Country Director and/or Snr. Director Compliance.</li></ul>
Required Qualifications:
<ul><li>BA in business-related field required;
</li><li>Master&rsquo;s Degree, Qualified Chartered Accountant and/or Certified Internal Auditor is preferred.</li><li>
A minimum of 5 years professional experience serving in a Compliance function with an international Nongovernmental Organizations (NGOs)</li><li>
Alternatively, a minimum of seven years internal or external audit experience with an audit firm with experience in auditing NGOs</li><li>
Work exposure to other developing countries is desirable</li><li>
Demonstrative proficiency in Information Technology, particularly computer-assisted audit techniques, including the capacity to navigate financial systems like QuickBooks Enterprise and/or SAP</li><li>
Knowledge of USG donor rules and regulations</li></ul></div>

Overview:</b><br>
We are requesting for sealed quotes/proposals for the space of approximately 2,500 square feet covered area, which will be used primarily for office space. The building should be constructed with concrete and include the following specifications:</p>

1. Space requirements:</b></p>
<ul>
<li>Approximately Size: Approximately 2,500 square feet covered area</li>
<li>The building must make provision for goods and passengers lifts (if multi storey building)</li>
<li>24 hour security services in the building (with access control)</li>
<li>Cleaning Services of the building and surrounding area</li>
<li>Back-up generator power supply must be available in the event of power failure for the entire building.</li>
<li>Water supply for restroom and kitchen facilities.</li>
<li>Central Heating/Cooling systems installed and maintenance by the owner.</li>
</ul><ul><li>Appropriate, safe and covered parking space for around 30-35 vehicles for staff.</li>
</ul><ul><li>Availability of small, medium and large meeting rooms on rental basis.</li>
<li>In-building or near cafe / restaurants for staff meals.</li>
