</li></ul>Primary Purpose: 
Implement, manage, and maintain the Purchasing and Travel Card Programs for Katy ISD. Ensure the programs support district-wide operational efficiency, financial accountability, and compliance with applicable regulations. Perform purchasing and accounting functions for the purchasing department to ensure compliance with local Board Policies, regulations and all applicable state, federal and local government auditing principles. 
Major Duties and Responsibilities:
<div><ul><li>Develop and implement procurement and travel cards procedures and
</li></ul><ul><li>Design workflow for program optimization and identify areas of potential program growth, to include maximizing potential use and benefit of P-Cards throughout the District
</li></ul><ul><li>Assist in the design and implementation of accounting procedures, processes and internal controls.
</li></ul><ul><li>Occassional after-hours customer service to district card users to assist with resolving card holder declines, customer service questions, credit line increase request, Merchant Category Code MCC) issues and changes, lost card reporting and card replacement.
</li></ul><ul><li>Manage all district procurement card account (over 200 plus) from issuance, setup revision, suspension and closing.
</li></ul><ul><li>Responsible for account maintenance such as changes to employees, MCC restrictions, account limits, budget manager authorization and closing
</li></ul><ul><li>Administer card platform settings, maintain hierarchies, approver routing, and file imports/exports.
</li></ul><ul><li>Collect, verify process, and maintain all information submitted to the Procurement Card Office.
</li></ul><ul><li>Perform full itemized receipt audits for all cardholders to ensure
</li></ul><ul><li>Lead dispute/chargeback management with the bank and merchants; track deadlines and outcomes.
</li></ul><ul><li>Investigate suspected misuse in coordination with appropriate departments, document remediation and corrective training.
</li></ul><ul><li>Administer the district&rsquo;s P-card program including pcard holder training, updating the P-card manual as necessary and monitoring cardholder usage.
</li></ul><ul><li>Enforce proper use of card in accordance with procedures, ethics and compliance
</li></ul><ul><li>Assist with reconciliation process and general audit for compliance.
</li></ul><ul><li>Train and mentor staff; act as a resource to other
</li></ul><ul><li>Oversee the review and approval of purchase orders to ensure accuracy of information, coding, and compliance.
</li></ul><ul><li>Advise departments on procedures for acquiring goods and services in compliance with procurement laws and regulations.
</li></ul><ul><li>Approve and authorize the issuance of emergency purchase orders within established practices, regulations, and policies.
