Kent, Campa and Kate Incorporated (KCK) is a federal contracting company that provides professional services to Government Agencies. We are currently seeking a qualified candidate for a Senior Contract Closeout Specialist position supporting the Defense Threat Reduction Agency. 
 
The Senior Contract Specialist should be a Subject Matter Expert in Life Cycle acquisitions to support DoD. This position conducts highly specialized, mission-critical procurements for the agency. The SME advises/supports pre-award and post-award contracting functions for a variety of complex requirements, including services, supplies, Research and Development (R&amp;D), and encompasses a mixed portfolio of Grants, Cooperative Agreements, Intragovernmental, Small Business Innovation Research (SBIR) and Small Business technology Transfer (STTR) programs, and Technology Investment agreements.
Requirements:<ul><li>
U.S. Citizen with current or ability to obtain DoD Secret Security Clearance</li><li>
Education Requirement: Bachelor&rsquo;s degree</li><li>
Experience Requirement: 12+ years of government acquisition and contracting experience with full lifecycle expertise across complex programs</li><li>
Expertise in Federal Acquisition Regulation (FAR) including acquisition planning, source selection, and contract negotiation across multiple contract types (including cost-reimbursement and incentive-based)</li><li>
Strong experience in contract administration, including performance management, modifications, terminations, and closeout</li><li>
Proven ability to develop requirements, conduct market research, build cost estimates, and prepare solicitation packages</li><li>
Advanced analytical skills to resolve complex contracting issues and develop effective, compliant solutions</li><li>
Proficient in cost/price analysis and establishing pre-negotiation positions</li><li>
In-depth knowledge of acquisition regulations, contract types, and source selection procedures</li><li>
Strong negotiation skills with senior government, industry, and technical stakeholders</li><li>
Ability to complete more complex tasks with minimal guidance</li><li>
Excellent communication and collaboration skills</li><li>
Ability to travel to support client needs</li></ul> 
Desired Certifications:<ul><li>
Level III Defense Acquisition Workforce Improvement Act (DAWIA) certification</li><li>
Certified Federal Contracts Manager (CFCM) certification through the National Contract Management Association (NCMA)</li></ul> 
Work Duties: Primary (includes, but is not limited to the below)<ul><li>
Serves as Non-Government Advisor to Contracting Officers, Specialists, or Division</li><li>
Manages the full contract lifecycle for complex systems and R&amp;D programs, from acquisition planning through closeout</li><li>
Thorough understanding of Federal Acquisition Regulation (FAR) Overhaul and Executive Order 14275</li><li>
Leads procurement planning, including market research, requirements development, and acquisition strategy for major programs</li><li>
Develops and executes source selection processes, including solicitation preparation, proposal evaluation, and preproposal activities</li><li>
Negotiates contract terms, conditions, and pricing, and leads contract award decisions</li><li>
Performs contract administration, including funding actions, modifications, performance monitoring, and issue resolution</li><li>
Advises program officials on procurement strategies, statement of work development, and contracting approaches</li><li>
Applies innovative and compliant contracting solutions to address complex or limited cost/pricing data scenarios</li><li>
Supports protests and claims</li><li>
Coordinates with internal stakeholders and external agencies to support contract execution and performance</li></ul>
