<div>The Prevention Division of Public Health &ndash; Seattle &amp; King County is seeking an <b>Educator Consultant I (Perinatal Hepatitis B Prevention)</b> to join our team. This a Career Service position that reports to the Adult Immunization Team Lead in the Immunization Branch and works collaboratively with staff from the Communicable Disease and Immunization (CD-Imms) Section&rsquo;s four branches &ndash; Immunization, Investigations, Outreach, Response and Education (IORE), Administration, and Analytics and Informatics (A&amp;I). The Educator Consultant focuses on education and outreach to internal and external partners on hepatitis B and prevention recommendations, including the Perinatal Hepatitis B Prevention Program (PHBPP).</div><div></div><div><br>
This position is responsible for a broad range of activities including developing and strengthening collaborative partnerships with health care facilities and providers, community-based organizations, and coalitions; enhancing hepatitis prevention efforts through education and outreach to communities at increased risk of hepatitis B; providing technical assistance and education to birthing hospitals, healthcare providers, and community partners to ensure infants complete the full hepatitis B vaccine series and post-vaccination serological testing; and supporting other work to promote the benefits of hepatitis B and other routinely recommended childhood immunizations. This position is part of Best Starts for Kids (Best Starts), a King County voter-approved initiative to support every baby born or child raised in King County to reach adulthood happy, healthy, safe, and thriving. Background</b></div><div>
The Communicable Disease Epidemiology and Immunization (CD-Imms) section resides within the Prevention Division here in Public Health &ndash; Seattle &amp; King County. The CD-Imms section focuses on three major functions: Disease Surveillance, Case Investigation, and Intervention. The section is led by the Chief and the Deputy Chief and is composed of 4 branches: Investigations, Analytics and Informatics, Immunization, and Administration. We are a large, skilled, passionate team of ~100 FTEs that oversees the 65+ reportable diseases and conditions (excluding TB, STD and HIV) from healthcare professionals and laboratories in King County. Some of our work includes investigating cases and identifying other exposed persons requiring follow up; analyzing disease report data and trends to identity opportunities for disease prevention; monitoring emergency department visits for indications of outbreaks or biological terrorism; conducting influenza surveillance year-round. We also lead immunization strategies to increase vaccine uptake especially among school age children and high-risk groups. Cross-collaboration across teams is central to our workflow and each team supports one another to achieve the objectives of the section.</div><div></div><div><b><i><br>

Work Schedule</b></div><div>
Typical work schedule is Monday through Friday, 8:00 am to 5:00 pm, 40 hours per week. This is a Non-Exempt position and is subject to the provisions of the Fair Labor Standards Act and is overtime eligible.</div><div></div><div><b><br>
Remote and Onsite Work</b></div><div>
The Immunization team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. Lead hepatitis B education and outreach activities with communities at increased risk of hepatitis B.</li><li>
Develop, inform, and distribute guidance documents and trainings to partners, including internal program leads, Public Health leadership, Washington State Department of Health (DOH), and community-based organizations. Participate in and present educational webinars and other outreach activities as needed.</li><li>
Provide technical assistance, education, and outreach to health care facilities and health care providers regarding the PHBPP, the birth dose of hepatitis B vaccine, benefits of screening, and prevention of perinatal transmission of hepatitis B infection.</li><li>
Represent Public Health with internal and external partners, including community and academic partners, coalitions, other local health jurisdictions, and the DOH.</li><li>
In collaboration with other team members, monitor performance and develop and refine program activities and goals, implementing changes as needed.</li><li>
With support from the Adult Immunization Team Lead and Best Starts staff, develop and disseminate program evaluation and data summaries about outreach and education activities to CD-Imms Section managers, community partners, healthcare providers, and the public.</li><li>
Facilitate team meetings to coordinate PHBPP activities within and across teams.</li><li>
Coordinate with other Best Starts staff as appropriate.</li><li>
Under the direction of the Adult Immunization and Vaccine Preventable Disease Team Leads, manage and track Best Starts and DOH grant deliverables related to outreach and education activities.</li><li>

The Diversion Program consists of three pre and post filing diversion programs, Therapeutic Alternative Diversion (TAD) out of King County District Court and Community Diversion Program (CDP) out of King County Superior Court. TAD and CDP are a collaboration between the King County Prosecuting Attorney&rsquo;s Office, King County Executive Teams, and King County Public Health &ndash; Jail Health Services. The Seattle Therapeutic Alternative Diversion (STAD) which is a partnership with Seattle City Attorney&rsquo;s Office, City of Seattle Community Resource Center, City of Seattle Human Services Division, and King County Public Health &ndash; Jail Health Services and serves individuals referred on eligible misdemeanor charges age 25 and older. Direct services are provided by our Diversion Care Coordinators serving Seattle &amp; King County&rsquo;s legally involved community members who have been referred to STAD, TAD, or CDP by our stakeholders. The goal of these programs is to divert those referred to these programs into community-based services rather than continued involvement in the mainstream legal system. The Project/Program Manager II will provide resource management, administrative and data analysis support to programming, social services initiatives, and direct line staff. JHS provides needed health and social services to the incarcerated population located in the King County jails &ndash; King County Correctional Facility (KCCF) in Seattle, WA and Maleng Regional Justice Center (MRJC) in Kent, WA. The primary services we provide include medical, dental, mental health, social and release planning services, treatment of substance use disorders, and pharmaceutical services. We care about the patients we serve and their health outcomes. Our division includes over 250 employees and an annual budget of over $60 million.</p><p>
The purpose of JHS is to assure that high-quality health and human services are available to the incarcerated population in the King County adult correctional facilities: the King County Correctional Facility (KCCF) in Seattle and the Maleng Regional Justice Center (MRJC) in Kent. The JHS vision is Opening doors to healthier, happier lives, and the mission is to assess and stabilize serious health problems for the detained population of the King County Correctional Facility and the Maleng Regional Justice Center with a focus on transition from jail.</p><p>
Staffed 24 hours per day, 7 days per week, 365 days per year, JHS provides a broad range of health care to all individuals booked into the jails. For patients with serious mental health or medical conditions, special housing units (psychiatric and infirmary) along with a higher level of services and medical monitoring are provided. Since the patient population varies both in numbers as well as in acuity of health conditions, staffing is adapted and flexed to meet the constantly changing needs of the population.</p><p>
JHS staff manage the complex health needs of underserved populations, many of whom come to the facility without access to care in the community and with decompensated acute and chronic health conditions.</p><p>
Temporary opportunity. Term-Limited Temporary (TLT) positions are &quot;at-will&quot; positions but are eligible for benefits. This TLT is currently anticipated to last <b>two (2) years</b>. <div><h2 class="jobSectionHeader"><b>Job Duties</b></h2></div>
<p></p><div><ul><li>Create and maintain data collection tools, daily management boards, and monthly program performance measures for diversion programming and other social services teams as needed.</li><li>
Assist with budget monitoring and preparing weekly, monthly, quarterly, and annual reports and managing complex billing in compliance with applicable county policy and procedures.</li><li>
Act as custodian for cash incentives (gift cards) and perform related duties including ordering, maintaining accurate accounting, quarterly reconciliations and other related duties according to county procedures.</li><li>
Responsible for managing, reconciling, and ensuring appropriate supply of patient materials and resources.</li><li>
Purchase program supplies and resources with a county P-Card and reconcile expenses in Oracle EBS for yourself and other team members.</li><li>
Responsible for revisions to and maintenance of established onboarding materials, patient education materials, forms, program brochures, and other program and patient level documents.</li><li>
Assist with and develop presentations and meetings by scheduling events, preparing handouts, coordinating logistics, creating meeting agendas, taking notes, and drafting a copy of the minutes.</li><li>
Use an electronic health management system to update patient information, send letters to clients, run reports, collect data, and communicate with care team members to support patient related activities as needed.</li><li>
Conduct enrollment assistance activities for patients who are eligible but not enrolled in Medicaid. Activities include helping patients enter information into the Washington Health Care Authority&rsquo;s Healthplanfinder, selecting an insurance plan, and enrolling participants in Medicaid.</li><li>
Assisting with development of onboarding processes, workflow development and implementation, and process monitoring and improvement as indicated.</li><li>
Respond to inquiries from program stakeholders and internal King County workgroups about program budgets, procedures, and various program activities.</li><li>
Maintain staff schedule and calendars and update staff tracker.</li><li>
 Organize and maintain the program&rsquo;s SharePoint page, Microsoft Teams site, and shared email accounts and provide training to new staff on the program&rsquo;s SharePoint page, Microsoft Team site, and shared email accounts.</li></ul></div><br>

<div><p><b>Ideal Candidate:</b></p><ul><li>
Experience in a relevant project and program management role.</li><li>
Experience working with Black, Indigenous and People of Color (BIPOC) in a social service, public health, behavioral health, or related setting.</li><li>
Demonstrated experience in gathering and analyzing data and reporting on program services, measures, program and patient level outcomes. Skilled in presenting data effectively to both technical and non-technical stakeholders.</li><li>
Demonstrated proficiency with Oracle EBS or other similar expense reporting programs, understanding of P-Card processes, and inventory management.</li><li>
Demonstrated efficiency in sourcing and procuring relevant resources, taking into consideration cost-effectiveness, quality, and alignment with participant needs. Ability to build relationships with suppliers, organizations, and partners to ensure a reliable resource network</li><li>
Knowledge and skill in managing projects for a large organization, using current project management principles, methodologies, and processes, and the ability to prepare detailed project documentation.</li><li>
Proficiency with electronic health records, Microsoft Office Suite programs, and web-based tools.</li><li>
Understanding of systemic issues in healthcare and public health.</li><li>
Skill in leading multi-discipline work teams and working with individuals from diverse backgrounds.</li><li>
Strong interpersonal skills, the ability to work effectively within a team, and handle sensitive or controversial subjects with empathy and professionalism.</li><li>
