GENERAL DEFINITION: This is advanced clerical work, performing procedural processing tasks, including those of the
 
area of specialization. A position in this class independently processes involved, multi-step
 
procedures usually requiring gathering and/or verifying information, comparing against established
 
standards, and determining conformance to requirements and/or further action needed. Work includes
 
the performance of specific tasks in the area of specialization and may include the performance of
 
higher or lower-level duties on an incidental basis. A position in this class is differentiated
 
from those in related classes by the incumbent's individual responsibility for independently
 
carrying out and accounting for assigned processes that facilitate the accomplishment of remaining
 
functions. A position in this class reports directly to a higher-level clerical, technical,
 
professional or administrative position.
TYPICAL EXAMPLES OF WORK: (Illustrative Only)<ul><li>
Maintains records of and processes administrative activities such as payroll, employment, time
 
and attendance, petty cash, equipment and/or supply inventory, requisitions, and mileage; determines
 
when action, such as purchase of office supplies, is required and initiates same; assembles
 
information from such records for own or others use in budget and other administrative planning
 
efforts; establishes files and maintains file systems alphabetical, chronological, numerical or
 
other basis; retrieves requested materials from files; signs, date-stamps or otherwise identifies
 
and/or controls files.</li><li>
Makes appointments for office staff members; schedules staff meetings, training sessions, and
 
other gatherings; organizes and notifies parties of meetings, conferences, hearings and similar
 
activities; documents steps taken to prepare for and follow-up on such activities; assembles and
 
makes sufficient copies of records, agenda, training materials and other information required; takes
 
notes of discussion, decisions and other activities of such meetings and develops minutes from such
 
notes.</li><li>
Answers telephone and/or receives visitors to office; answers questions about services and/or
 
refers for further assistance; composes answers to routine correspondence; may open, sort and
 
distribute incoming mail; receives and issues receipts for payments; posts payments and other
 
information to records; may make bank deposits; operates automated data-processing, copying,
 
microfiche and dictating equipment, calculators, automatic sorters, collators, check signers, adding
 
machines, and/or similar office equipment.</li><li>
May oversee the work of other clerical personnel.</li><li>
Performs related work as required.</li></ul>
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:<ul><li>
Thorough knowledge of clerical practices and procedures commonly employed in administrative,
 
governmental, legal, judicial or similar offices.</li><li>
Thorough knowledge of English usage, grammar, spelling and punctuation as used in clerical
 
assignments in governmental or judicial offices.</li><li>
Skill in gathering information from and explaining procedural and/or processing requirements to
 
visitors, callers, clients, members of the public and representatives from other offices both within
 
and outside of the County or the Court.</li><li>
Skill in organizing workload, establishing priorities and completing clerical-processing
 
requirements.</li><li>
Ability to use spreadsheet, database, graphics and/or similar computer programs, when required
 
by work assignment.</li><li>
Ability to establish and/or maintain filing and other recordskeeping systems.</li><li>
Ability to operate typewriters, copiers, and other office equipment, if required by work
 
assignment.</li><li>
Ability to establish and maintain effective working relationships with associates, callers,
 
visitors, clients, representatives of other offices and members of the public.</li></ul>
ACCEPTABLE TRAINING AND EXPERIENCE:<ul><li>
Education equivalent to completion of the twelfth school grade.</li><li>
Three to four years clerical experience in an administrative, professional, governmental or
 
judicial setting which has included one year of experience, in the area of specialization, at the
 
full performance level.</li><li>
Or any equivalent combination of acceptable training and experience which has provided the
 
knowledge, skills and abilities cited above.</li></ul>

<div>Summary This is professional position providing legal services for the County. This position will be independently responsible for the defense of juvenile and/or adult defendants through all phases of representation from the inception of the case through disposition and appeals. Duties will include, but are not limited to, pre-trial investigations, research, client interviews, trial preparation work, document preparation, filing of pre-trial and post-trial motions, trying of cases before Magisterial District Judges, Judges of the Court of Common Pleas, Juvenile Masters, and appeal. 
Essential Duties: Essential job duties for this position include the following items. Other duties must be performed as assigned or required. 
<ul><li>
Have a general understanding of the Crimes Code, Vehicle Code, PA Rules of Evidence, PA Rules of Criminal Procedure;</li><li>
Ability to identify legal issues and prepare written briefs in support of the issues;</li><li>
Ability to relate to indigent clients;</li><li>
Ability to represent indigent defendants at the Magisterial and trial levels including preliminary hearings, probation and parole hearings, pre-trial hearings, bail, trial and post-trial proceedings;</li><li>
Ability to represent juveniles in all phases of the juvenile system including detention and adjudication proceedings;</li><li>
Ability to meet with clients whether out on bail or in the Lehigh County Jail;</li><li>
Follow policy set forth by unit supervisor;</li><li>
Able to represent indigent persons in more serious felony cases, including some homicide cases.</li></ul> 
Supervisory Responsibilities: The Position has supervisory responsibility for approximately 0 direct reports. 
Qualifications: To perform this job successfully, the individual in this position must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the minimum knowledge, skills and ability required.
<ul><li>Must be an active member of the PA Bar and in good standing;</li><li>
Must have a valid driver's license and vehicle;</li><li>
Must be able to pass Child Clearance;</li><li>
Must be able to work independently;</li><li>

Education/Experience:<ul><li>
Doctoral degree (Ph. D.) or equivalent; or more than 10 years related experience and/or training; or equivalent combination of education and experience.
</li></ul>Language Skills:<ul><li>
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.</li></ul></div>

Attorney II - Office of Public Defenders

<div>Summary: This is an intermediate professional legal position performing legal services as a criminal prosecutor in the office of the District Attorney. Work involves prosecuting cases and providing support and guidance to a group of subordinate professional employees. This position includes assisting law enforcement agencies with criminal investigations and charging decisions. It also includes the prosecution of cases at all levels of the criminal system from Magisterial District Judge to Appellate level disposition. Trials before a jury or a judge are expected. This position is differentiated from similar positions in its class because of the responsibility to handle more serious criminal cases and an expectation that in this position, the employee will mentor less experienced prosecutors.

Performs legal research and prepares cases for trial or non-trial disposition as deemed appropriate.
</li><li>Prepares, drafts, reviews, revises and approves search warrants, arrest warrants, motions, pleadings, and other legal documents.</li><li>
Works with law enforcement agencies during criminal investigations to guide and assist the on-going investigation.</li><li>
Prepares and presents witnesses and evidence to a county wide Grand Jury.</li><li>
Evaluates criminal cases for appropriate disposition and provides guidance to subordinate attorneys in the office.</li><li>
Prepares and presents misdemeanor and felony cases for jury trial.</li><li>
Mentors, advises, and assists subordinate attorneys as needed.</li></ul></div>
