The Role
 Feasibility Manager – Qatar CLIENT Linum Consult’s client is a major organisation in Qatar. They are currently seeking a Feasibility Manager to join their team in Doha. RESPONSIBILITIES • Preparing detailed, high-quality research, financial analysis, and other analytical work for senior staff, recommending sound portfolio investment decisions that seek good returns and minimising the risk of losses • Distilling economic, legal, political, market, and other analytical factors into summaries to quantify the impact that those may have on the project risk/rewards for each project • Conducting property-level financial analysis including equity/debt modelling, structured return modelling, return/risk analysis, and pro-forma cashflow analyses • Preparing presentation materials and reports for the Director, Portfolio Management Investments, and Head of Portfolio Management Investments • Developing consistent standardised methodologies that provide a streamlined way of reporting to management, in line with the company’s core processes
 
Requirements
 PROFILE • Bachelor’s degree in Investment Management or Business-related subject, preferably with an MBA or CFA chartership • 10 years’ experience in an analytical role, with a strong focus on valuation, investment, and finance • Previous experience within a blue-chip real estate valuation company, developer, or investment advisory team with actionable investment experience in an international environment would be preferred, or non-real estate experience working for an advisory firm will also be considered • Good knowledge of Qatari culture, with a strong background of working in the country • Excellent communication skills in spoken and written English • Due to our client’s ongoing commitment to Qatarization, our client’s first preference is to interview Qatari nationals for this opportunity.

Feasibility Manager

The Role
 Development & Project Delivery Director – Qatar CLIENT Linum Consult’s client is a major organisation in Qatar. They are seeking a Development & Project Delivery Director to oversee their Asian portfolio. RESPONSIBILITIES • Owning the end-to-end P&L of every project within the Asia Region • Overseeing all project phases, ensuring compliance with HQ guidance, guidelines, and strategy, and enabling smooth coordination across Development, Delivery, Sales, Leasing, and Marketing • Conducting market research and developing regulatory, technical, and financial feasibility reports for potential projects within the Asia region • Developing recommendations on project execution strategy such as JV, or sole company ownership, etc. • Creating and managing government relationships including getting requisite approvals • Liaising with Asset Management, Programme Management, Contract & Procurement, and other departments for project controls functions • Managing PMCs to ensure that projects are delivered within their allotted time and budget, and QHSE standards are met • Managing all local stakeholders
 
Requirements
 PROFILE • Bachelor’s degree in an Engineering subject with a master’s degree in management strongly preferred • 15 years’ experience in contract management, project management, operations, and business development within the real estate industry • Demonstrable history of successfully executing large development projects • Excellent communication skills in spoken and written English • Excellent interpersonal and leadership skills • Due to our client’s ongoing commitment to Qatarization, our client’s first preference is to interview Qatari nationals for this opportunity.

Development And Project Delivery Director

The Role
 Application Development Officer – Qatar Linum Consult’s client is a major international company currently seeking an Application Development Officer with extensive Oracle E-Business Suite experience to be based in their office in Qatar. RESPONSIBILITIES • Serving as an Oracle E-Business Suite HRMS Techno-Functional Consultant, providing expert-level support, maintenance, development, and customisation for Oracle HRMS modules, including Payroll, Core HR, and Oracle Time and Labor • Assisting Payroll teams during monthly payroll runs, ensuring smooth execution payroll processes • Identifying and delivering quick resolutions to urgent payroll issues • Designing, developing, and maintaining Oracle E-Business functionality using Oracle E-Business Suite development tools and methodology • Ensuring compliance with data governance, security standards, and best practices in HRMS implementations and custom development • Supporting integration with other Oracle modules (Finance, SCM) and third-party systems • Providing training and knowledge transfer to the area concerned for customised solutions • Conducting extensive testing and quality checks on generated codes to uphold high standards of software development
 
Requirements
 PROFILE • Degree qualification in Computer Engineering or similar subject • At least 8 years’ experience in a techno-functional role in Oracle eBusiness Suite R12.2.X HRMS (Core HR, Payroll, and OTL) module. This is essential • Substantial experience in OAF development, Oracle workflow, Fast Formula, XML Publisher, and Oracle PL/SQL • Experienced in customisation/extension of standard workflows, interfaces, self-services pages, personalisation, and good exposure to RICEW components • Any working knowledge of Oracle Apex Reports and Forms development, and/or Finance & SCM experience would be advantageous • Demonstrable history of creating technical design documentation, and executing test plans • Flexible, adaptable, and able to multitask • Excellent communication skills in English, with any Arabic language skills an advantage
